主要技术参数：井口控制盘为模块化的可扩展类型，适用于最大限度的监测和控制指定数量的井。所有的辅助系统，如液压系统、气动系统、阀门、配件、独立模块、接线盒等，应配合指定的总控制模块。

交货期/交货地点：

2.资格标准：

★投标人所提供的井口控制盘应为制造厂家的成熟产品，买方不接受新试制产品。投标人所投产品应具有至少两个项目在海洋石油平台上运行两年及以上（从交货验收合格日期或使用方出具的运行时间证明文件起计）的业绩，并提供相应的书面材料证明（书面材料是指：合同及交货验收单或合同及使用方出具的有效证明文件）。上述文件中如未包含井口控制盘所在设施的名称及使用方信息，投标人应提供有效说明文件。

★制造厂家需有有效期内的ISO9001体系认证证书。

★井口控制盘需按照《海上固定平台安全规则》的要求进行设计、制造、认证和检验。供应商应委托国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的船级社（ABS，LR，DNV，CCS，BV）对井口控制盘整体进行检验并获得检验证书。

3. 有兴趣的合格投标人可通过以下方式获取招标文件：

从2018年4月16日开始至2018年4月23日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（收款人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：****************07037，SWIFTCODE:COMMCNSHBJG），售后不退。

4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2018年5月8日14:00时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦3层306室。

5. 开标时间：定于2018年5月8日14:00时（北京时间）开标。届时请参加投标的代表出席开标仪式。 开标地点：北京市东城区东直门外小街6号海油大厦3层306室。

6. 本次招标公告同时在中国国际招标网（www.chinabidding.com）上发布。

1. China National Offshore Oil Corp. Procurement Department Procurement & Tendering Centre and CNCCC International Tendering Co., Ltd. (hereinafter called “Tendering Agent”), for and on behalf of CNOOC China Limited CFD Operating Company (herinafter called "Purchaser") invites sealed bids from eligible bidders for the supply of following equipment:

Quantity: 4 sets

Technical parameters: The WCP shall be of modular expandable type, suitable for monitoring and controlling a maximum of well strings as specified. All auxiliary systems such as the hydraulic system, pneumatic system, valves, fittings, isolation module, junction box etc., shall cater for a total of well control modules as specified.

2. Qualification Requirements:

★The Wellhead control panel provided by VENDOR shall be the mature products of the manufacturers. The newly trial products is unacceptable. The Wellhead control panel that VENDOR supplied should have at least two projects had successful applications in offshore platform for two years ( From the date of acceptance of delivery or the certificate issued by USER). The VENDOR shall provide the corresponding documents (written material refers to: contract and the commissioning acceptance documents or contract and the effective proof certificate issued by the operator). If the above documents do not contain the name of the facility where Wellhead control panel is located and the information of the user, the bidder shall provide a valid document.

★The manufactures should have certificate of ISO 9001.

★The VENDOR shall conform that WCP will be designed, manufactured, certified and inspected in accordance with Safety Rules for Offshore Fixed Platforms. The VENDOR shall provide the authorized third party certificate（DNV、BV、ABS、LR or CCS）.

3.
