（1） LD16-3 CEPA-X-6001/ CEPA-X-6002：国内交货2019年2月24日天津塘沽买方指定地点，国外交货2019年2月9日CIF新港；
（2） LD21-2 WHPA-X-6001A/B：国内交货2019年6月1日山东青岛买方指定地点，国外交货2019年5月16日CIF青岛港。
交货地点：（境内货物）山东青岛买方指定地点和天津塘沽买方指定地点

2.资格标准：
柴油消防泵橇需按照中国强制性产品认证制度进行设计、制造、认证和检验。投标人应委托经国家认监委指定的认证机构对柴油消防泵组进行3C认证，并在设备交付时提供3C认证证书，设备本体需标有3C消防认证标志。

投标人需在投标文件中提供由柴油机、齿轮箱、现场控制盘、消防泵生产制造商取得的FM或UL证书。FM或UL证书需涵盖所投标设备。如投标人无法在投标文件中提供消防泵的FM或UL证书，则需提供承诺文件，承诺在设备交付时提供消防泵的FM或UL证书，且设备铭牌需标有FM或UL的认证标志。

柴油消防泵需按照《海上固定平台安全规则》的要求进行设计、制造、认证和检验。投标人应委托国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的船级社（ABS, Lloyd’s, DNV,CCS，BV）对柴油消防泵设备整体进行检验并获得检验证书。
投标人所投标的柴油消防泵应为制造厂家的成熟产品，买方不接受新试制产品。投标人所投产品应具有至少2台套（排量≥750 m3/h，扬程≥ 120m）在海洋环境条件下（海洋石油平台或FPSO或海岸沿线的码头或油轮）运行2年及以上（从调试验收报告签字日期或使用方出具的运行时间证明文件起计）的业绩，并提供相应的书面材料（书面材料是指:合同及调试验收报告或合同及使用方出具的有效证明文件）；上述文件中如未包含设备的扬程、排量、所在设施的名称及使用方信息，投标人应提供有效说明文件。

3. 有兴趣的合格投标人可通过以下方式获取招标文件：
从2018年5月8日开始至2018年5月15日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元 （收款人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：****************07037，SWIFTCODE:COMMCNSHBJG），售后不退。
4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2018年6月5日13:30时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦3层304室。
5. 开标时间：定于2018年6月5日13:30时（北京时间）开标。届时请参加投标的代表出席开标仪式。

1. China National Offshore Oil Corp. Procurement Department Procurement & Tendering Centre and CNCCC International Tendering Co., Ltd. (hereinafter called “Tendering Agent”), for and on behalf of CNOOC China Limited (herinafter called "Purchaser") invites sealed bids from eligible bidders for the supply of following equipment:

The Diesel Engine Driven Fire Water Pump will be installed on the LVD16-3CEPA/LVD21-2WHPA platform of LVD21-2/LVD16-3 oil field located in Bohai Bay.

（2） LD21-2 WHPA-X-6001A/B：From within PRC：June 1, 2019 of Consturction Site of Qingdao, Shandong. From outside PRC：May 16, 2019 of Qingdao Seaport, Shandong.

2. Qualification Requirements:
The diesel fire pump skid to design, manufacture, inspection and certification in accordance with the China mandatory product certification system. The bidder shall entrust the certification body designated by the National Accreditation Authority for the 3C certification of the diesel engine driven fire water pump group, and provide the 3C certification certificate when the equipment is delivered, and the equipment body shall be marked with the 3C fire certification mark.

The VENDOR shall supply FM or UL Certificates of Diesel Engine 、Gearbox、Control panel、fire pump in the bidding document, which were obtained by their respective manufacturer. The FM or UL Certificates need include the equipments which the VENDOR shall supply. If the VENDOR is unable to supply FM or UL Certificates of fire pump in the bidding document. The VENDOR shall supply the commitment letter that the VENDOR supply FM or UL Certificate of the fire pump in equipment delivery, the certification mark pump nameplate marked FM or UL.

The Diesel Engine Driven Fire Water Pump shall be designed, manufactured, certified and tested in accordance with the requirements of Safety Rules for Offshore Fixed Platform Issued by State Economic & Trade Commission. PRC（SETC）. Supplier shall at his own cost arrange inspection and obtain inspection compliance certificate of The Diesel Engine Driven Fire Water Pump from one of the certifying agencies authorized by COOOSO, which are ABS, LIoyds, DNV,CCS，BV.

The Diesel Engine Driven Fire Water Pump provided by VENDOR shall be the mature products of the manufacturers, The newly trial products would not been accepted. The products（Capacity≥750m3/h and Pump Head≥ 120m ） provided by VENDOR shall have at least 2 sets of two years or more of successful performance（From the signature date of the commissioning acceptance report or the certificate of operation time issued by the user）in the marine environment (Offshore Oil Platform or FPSO or Coastal Wharf or Oil Ship). The VENDOR Shall provide the relevant supporting documents（contract and commissioning acceptance report or contract and the effective certificate issued by the user）. If the Pump Head ,Pump Capacity ,the name of the facility and the users information are not included in the above documents, the bidder shall provide the valid documentation.
