1. 中国海洋石油集团有限公司采办部采购招标中心和中化建国际招标有限责任公司（以下简称：招标代理机构）受中海石油（中国）有限公司曹妃甸作业公司（以下简称：招标人）委托，现邀请投标人对下列货物和服务提交密封投标：
货物名称：备用柴油发电机组（功率：不低于1500KW,50Hz）
数量：1台
交货期：2018年10月
交货地点：天津塘沽曹妃甸作业公司库房（境内货物）/ CIF天津新港（境外货物）
2.资格标准：
投标人所投产品要求必须为海上平台或钻井船主用或备用柴油发电机组（额定功率不低于1500kW，频率50Hz），且应用于2个及以上项目中，并具有成功运行2年以上的良好业绩。所提供机组能在钻井负载突变较大工况下使用（要求机组可在钻井负载0-75%之间突变的工况下使用）。业绩中的柴油机品牌及成橇商应与本次投标产品的品牌及成橇商相同，须提供最终用户的验收报告及合同的复印件予以证明，招标人保留查验其原件的权利。
投标人为本项目选配的柴油机须满足IMO Tier Ⅱ排放标准，并提供船级社的IMO Tier Ⅱ证书予以证明，不接受仅提供排放数据的测试报告。
备用柴油发电机组采用风冷型，设计为海上平台使用，应取得COOOSO批准的设备检验结构颁发的认证检验证书（证书包括发动机证书，发电机证书和发电机组证书）。

柴油发电机组的发动机喷油系统采用电子喷油单体，不接受机械式喷油和高压共轨喷油系统。
3. 有兴趣的合格投标人可通过以下方式获取招标文件：
从2018年5月11日开始至2018年5月23日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元，售后不退。
4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2017年6月5日10:30时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4层403室。
5. 开标时间：定于2017年6月5日10:30时（北京时间）开标。届时请参加投标的代表出席开标仪式。
6. 开标地点：北京市东城区东直门外小街6号海油大厦4层403室。
7. 本次招标公告同时在中国国际招标网（www.chinabidding.com）上发布。

1.China National Offshore Oil Corp. Procurement Department Procurement & Tendering Centre and CNCCC International Tendering Co., Ltd. (hereinafter called “Tendering Agent”), for and on behalf of CNOOC China LimitedCaofeidian Operating Company (herinafter called "Purchaser") invites sealed bids from eligible bidders for the supply of following equipment:
Name of Goods: Standby Diesel Generator Set (Power: no less than 1500 KW ,50Hz)
Q’ty: One（1） sets
Delivery Schedule:
On or before Octobor 31, 2018, Tanggu Site(from within PRC customs territory) or CIF Xingang(from outside PRC customs territory)

2. Qualification Requirements:

Cast products by the bidder must be the diesel generator set (no less than 1500 KW, rated power frequency 50 Hz) which is used by offshore drilling rig or drilling ship, applied to two or more projects with successfully running more than 2 years of good performance. The drilling rig must use in large drilling load mutation conditions (i.e., drilling load mutation between 0 and 75%).The brand of diesel engine in the performance and skid-mounted unit supplier must be as the same as this bid products brand and skid-mounted unit supplier. The bidder must provide the end user’s acceptance of the report and a copy of the contract. The tenderer reserves the right to check the original..

Diesel engine shall meet IMO TIER II emission standards and also provide classification of MIO TIER II certification. No accept only provide test report emissions data.

Spare Diesel Engine Generator set using the air-filled type, design for offshore platform use, should be approved by COOOSO equipment certification inspection certificate issued by the inspection structure certificate (certificate including the engine, generator and generator set certificate).

Diesel generating sets of engine fuel injection system with electronic fuel injection monomers, and mechanical fuel injection and high pressure common rail fuel injection system are not be accepted.
