[中华人民共和国] [已经收到] 世界银行贷款用于[世行贷款武汉城市圈交通一体化示范项目], 并准备使用部分资金用于咨询服务顾问的聘请。 咨询服务任务内容包括 武汉市交通大数据建设、管理和应用关键技术研究，涉及交通大数据框架体系、交通数据标准体系、交通大数据清洗关键技术、交通大数据融合关键技术、多部门交通数据的共享服务和应用机制、交通大数据的安全机制、基于交通大数据的规划决策支持技术研究、基于新方法的交通辅助决策方法体系研究、基于交通大数据的智慧出行的研究、基于交通大数据的智慧应急研究、基于交通大数据的智慧监管、运营，咨询服务期预计18个月。人月数预计为5个国际人月，102个国内人月。任务大纲作为附件为咨询公司提供信息。

[武汉市城市建设利用外资项目管理办公室]委托中信国际招标有限公司，现邀请合格咨询顾问对此项任务表达兴趣。有兴趣的咨询顾问必须提供信息说明：

· 其有资格完成该任务,包括公司介绍，在交通大数据研究与应用方面的类似任务经验和；

· 熟悉交通管理、智能交通系统、道路工程、城市策划与规划、交通行为、交通仿真、交通信息与控制等多个专业；

· 有近两年（2015-2016）内成功完成过三个以上（含三项）大城市交通信息系统设计或建设咨询项目下开展工作的经验和；

· 具有适当技能的人员，智能交通行业专家、交通专家、交通管理智能化技术专家、云计算技术专家、大数据处理技术专家、数据安全专家、计算机硬件与网络通讯专家，物联网专家等。

咨询顾问可以通过组成联合体加强能力。

咨询顾问将根据世界银行“选择和聘请咨询顾问指南”（2011年1月,2014年7月修订）中规定的QCBS采购程序进行选择。

Expressions of interest

The People’s Republic of China has received financing from the World Bank toward the cost of the Wuhan Integrated Transport Development Project Wuhan Intelligent Transport Component, and intends to apply part of the proceeds for consultant services. The services include the development, management and application of transportation big data, which relates to transportation big data framework system, transportation data standard system, key technologies for cleaning of transportation big data, key technologies for fusion of transportation big data, sharing service and application mechanism of multi-sector transportation data, security mechanism of transportation big data, planning and decision support technology based on transportation big data, transportation decision support methodology based on new method, intelligent travel based on transportation big data, intelligent emergency response based on transportation big data, Intelligent supervision and operation based on transportation big data. The duration of this consulting service is 18 months, includes suggested 5 Foreign person months and 102 domestic person months. TOR is attached for consultant’s information.

The CITIC International Tendering Co.,Ltd. entrusted by the [Wuhan Urban Construction Utilization of Foreign Investment Project Management Office] now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating:

·they are qualified to perform the services, including company introduction and similar experiences in the research and application of transportation big data; and

· its experience with transportation management, intelligent transportation system, road engineering, urban planning, transportation behaviors, transportation simulation, transportation information and control, etc;

·it has the experience of completed three (included) or more consultation projects for metropolitan transportation information system design or construction successfully in the past two years(2015-2016); and

·to demonstrate that it has equipped with appropriate skills such as experts on intelligent transportation industry, transportation experts, experts on intelligent technology for transportation management, experts on cloud computing, experts on big data processing technology, data security experts, experts on computer hardware and network communication, Internet of Things experts, etc.

Consultants may associate to enhance their qualifications.

A consultant will be selected by QCBS method in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January, 2011, revised July 2014).
