2.资格标准：

★投标人必须是所投产品PCS或SIS系统的制造厂家。投标人所投的中控系统应为制造厂家的成熟产品，买方不接受新试制产品。投标人所投产品（中控系统及火气探测设备,包括火焰探头，可燃气探头，氢气探头，烟探头，热探头，声光报警设备，FM200释放/抑制报警设备，手报报警站，弃平台按钮，可寻址火灾报警控制盘）应具有至少两个项目在海洋石油平台或FPSO上运行两年及以上（从调试验收报告签字日期或使用方出具的运行时间证明文件起计）的业绩（其中业绩参考规模按照渤海井口平台项目KL10-4，设备数量不低于以下要求，可燃气探头53个，火焰探头38个，热探头25个，烟探头24个，氢气探头2个，声光报警设备32个，FM200释放/抑制报警设备30个，手动报警站22个，弃平台按钮3个，可寻址火灾报警控制盘1个）。并提供相应的书面材料（书面材料是指：合同及调试验收报告或合同及使用方出具的有效证明文件）；上述文件中如未包含中控系统所在设施的名称及使用方信息，投标人应提供有效说明文件。

★中控系统需按照《海上固定平台安全规则》的要求进行设计、制造、认证和检验。投标人应委托国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的船级社（ABS，LIoyd’s，DNV，CCS，BV）对中控系统进行检验并获得检验证书。

3. 有兴趣的合格投标人可通过以下方式获取招标文件：

从2018年5月14日开始至2018年5月21日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（收款人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：****************07037，SWIFTCODE:COMMCNSHBJG），售后不退。

4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2018年6月11日14:00时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦3层306室。

5. 开标时间：定于2018年6月11日14:00时（北京时间）开标。届时请参加投标的代表出席开标仪式。 开标地点：北京市东城区东直门外小街6号海油大厦3层306室。

1. China National Offshore Oil Corp. Procurement Department Procurement & Tendering Centre and CNCCC International Tendering Co., Ltd. (hereinafter called “Tendering Agent”), for and on behalf of CNOOC China Limited CFD Operating Company (herinafter called "Purchaser") invites sealed bids from eligible bidders for the supply of following equipment:

2. Qualification Requirements:

★The vendor must be the manufacturer of PCS or SIS system. The Central Control System that VENDOR supplied should be mature products for manufacturers. The Central Control System that VENDOR supplied (include but not limited：flame detector, combustible gas detector, hydrogen gas detector, smoke detector, heat detector, alarm strobe and bell, FM200 manual release/inhibit pushbutton, manual station, APS station, Addressable fire alarm control panel etc.) should have at least two projects had successful applications in offshore platform/FPSO for two years( From the date of acceptance of delivery or the certificate issued by USER). (Performance scale refer to KL10-4 platform, and the QTY of equipment shall less than the following requirements, combustible gas detector 53, flame detector 38, heat detector 25, smoke detector 24,hydrogen gas detector 2, alarm strobe and bell 32, FM200 manual release/inhibit pushbutton 30, manual station 22, APS station 3, Addressable fire alarm control panel 1) .The VENDOR shall provide the corresponding documents (written material refers to: contract and the commissioning acceptance documents or contract and the effective proof certificate issued by the operator). If the above documents do not contain the name of the facility where Central Control System is located and the information of the user, the bidder shall provide a valid document.

★The VENDOR shall conform that CENTROL CONTROL SYSTEM will be designed, manufactured, certified and inspected in accordance with Safety Rules for Offshore Fixed Platforms. The VENDOR shall provide the authorized third party certificate（DNV、BV、ABS、LR or CCS）.

3.
