1.3 Project background

新津县是成都市下辖县，位于四川盆地西部，成都市南部。新津县东接双流区、南濒眉山市、西临邛崃市、北靠大邑县和崇州市，距成都市区28公里,距双流国际机场18公里,距天府国际机场58公里。2017年新津城市规划提出“一心三片、组团布局”的城市形态新格局，重点强调“两山望五津、一带汇一廊”。战略定位为“成南副中心、滨江花园城”。

骑龙山公园位于新津县岷江新城，毗邻机场第二高速，占地约1150亩，项目所在地自然山体植被丰富。

Locate against the Second Airport highway with a total 1150 Chinese acre of vast and brerse nature landscape and high forest coverage area, Qilongshan mountain park is regard as a basic component ofthe Minjiang new town of Xinjin, which contributes to the 2017 strategic planning of“South sub-center, Riverside garden city”and a conglomerate structured city featuring “One core and Three districts”of Xinjin count

1.4 Theme of the competition

本次征集的目的在于集思广益，通过邀请国内外顶级的设计机构，集合多方智慧，比肩国际标准，征集具远见、富创意且切实可行的公园概念设计方案，用最先进的理念和国际一流的水准进行公园概念设计，为尽早建成美丽宜居公园城市奠定基础。

By inviting teams of architects, landscape designers from all over the world. This competition is aiming at collecting ideas to provide inspiring, achievable as well as technologically advanced solution of accessible city open spaces in accordance to conservation of high ecological sensitivity.

1.5 设计范围

1.5 Scope of design

本项目占地约1150亩，设计范围为征集人划定范围内的总体设计，含总体定位、用地布局、功能布局、空间形态、公共配套设施、业态布局、风貌管控等子系统设计。具体设计范围和设计要求详见第二部分设计任务书。

The Design is on a specified 1,150 Chinese acre site and shall include concept positioning, layout arrangement, space forming, and sub-systems include public facilities, commercial distribution, architecture style control etc. Part II Design Specification For Detailed requirement.

1.6设计深度

1.6 Depth of submission

本次征集的设计深度为概念设计方案深度。获得本次征集的中选设计机构负责完成本项目的公园概念设计方案，并根据专家及部门意见进行修改和完善。同时须配合征集人提供后期的咨询服务，并根据征集人要求出具书面意见。

The submission should be at the depth of concept design. The winner of the competition will be in charge of promoting the proposal and later advisory co-operating with the competition organizer in reference to the requirements of authorities and experts.

二、征集规则

II. Submission Regulations

本次征集工作分为三个阶段进行：第一阶段为公开报名；第二阶段确定初选入围3家设计机构；第三阶段为复选评选出概念设计方案第一名、第二名、第三名设计机构。

The competition is brided in 3 stages:

Global registration

submission and first jury, 3 entries will be shortlisted.

Second jury, First Prize,second Prize and third Prize qualified.

2.1 第一阶段——报名及参选保证金缴纳

2.1 First stage— Registration

2.1.1 应征设计单位资格要求

2.1.1 Eligibility

1）应征设计单位资格要求：须具备如下条件之一

1）The entrants must satisfy one of the conditions blow

A.应征设计单位为国内机构的，须为独立法人，并具有城乡规划编制甲级资质或建筑行业（建筑工程）设计甲级资质或景观设计甲级及以上资质；

A.Domestic participant must be separate legal entity with urban and country planing, architecture or landscape Jia-class certification.

B．应征设计单位为境外机构的，须在其所在国家或地区具有合法营业及设计许可；

B. Foreign participants must be officially recognized architect firms or landscape designers in their home country;

C．应征设计单位为港、澳、台机构的，须在其所在地区具有合法营业及设计许可；

C. Participants from Hong Kong, Macao or Taiwan must be officially recognized architect firms or landscape designers by their authorities;

D．本项目不接受联合体参选。

D. Unions are not accepted by this competition.

2.1.2报名时间及地址

2.1.2 Schedule and submission address

2.1.2.1报名时间：2018年7月17日至2018年7月23日（上午9:00-12：00;下午14：00-17：00时）。

2.1.2.1 Registration date and Deadline:From July 17, 2018 to July 23, 2018 (9:00-12:00 a.m.; 14:00-17:00 p.m.)。

2.1.2.2报名方式：现场报名。

（1）现场报名地点：成都励精工程项目管理有限公司（成都市成华区三友路217号3楼招标部）；

（2）报名时需提供的证件和材料如下：

（2）The certificates and materials required for registration include:

1)内地机构提供：企业营业执照或事业单位法人证书、资质证书复印件盖单位公章；境外机构或港、澳、台机构提供：所在国家或地区具有合法营业及设计许可复印件盖单位公章；

1)For design agencies from Mainland China, copies of business license or legal person certificate for public institutions and qualification certificates with official seal shall be provided; for overseas agencies or the agencies from Hong Kong, Macao or Taiwan, copies of legal business licenses and design permits issued by the region or country where the agencies are registered shall be provided with official seal;

2)经办人的法定代表人授权委托书或介绍信、身份证复印件。

2)The letter of authorization or letter of introduction from the legal representative and copy of ID card of the handler.

2.1.3 参选保证金提交和退还

2.1.3 Registration Fee: submit and return

（1）应征设计单位应在开标截止时间2018年8月8日12时00分前提交人民币30000元（叁万元整）参选保证金，参选保证金应从基本账户一次性划入以下指定帐户：

（1）Participants shall submit 30000RMB(4695.00 USD) to this bank account before 12:00pm 8 August 2018.(Beijing Time)。

（2）对于未进行参选复审方案设计的应征单位，10个工作日内退还参选保证金；

（2）Participants not verified by the organizer,registration fee will be returned in 10 working days.

（3）对于参选复审方案设计的应征单位，经评审委员会确定本次方案征集中选应征设计单位，并与征集人签订合同后10个工作日内退还参选保证金；

（3）Participants verified by the organizer, after sign the contract with the organizer, registration fee will be returned in 10 working days.

（4）若应征单位在通过资格审查并参加方案设计的，未能按时递交设计成果，则该单位的参选保证金不予退还。

（4）Participants verified by the organizer and not complete submission on time, registration fee the will not be returned.
