货物名称：液压浸没式泵及液压动力单元

主要技术要求：

1) 投标人应将泵的重量控制在下表范围内：

2) 泵的驱动类型：液压马达。

数量： 15套液压浸没式泵、4套液压动力单元

交货期：1) 液压动力单元：2019年11月4日；2) 其它：2019年12月4日。

交货地点：1）关境内供货：山东省青岛市买方建造场地 ；2）关境外供货：中国山东省青岛港

项目已具备招标条件的说明：已具备

是否接受联合体投标：本次招标允许联合体投标，但仅限于在联合体牵头人无法合法签订人民币合同的情况下与国内的联合体成员组成联合体，且全部联合体成员数量不得多于两家。

2．业绩要求：投标人为陵水17-2半潜式平台提供的液压浸没式泵及液压动力单元必须是其成熟产品，买方不接受未经使用的试制产品。设备应要满足以下要求：近10年，投标人至少有2套（单台最小流量500m3/h，同时泵安装长度不小于50m）在海上浮式油气生产装置上应用的液压浸没式泵及液压动力单元生产及成橇业绩。投标人须提交有效的业绩表和相关证明文件（合同复印件相关章节和用户现场调试报告）。

资格要求：1）投标人应自费对液压浸没式泵及液压动力单元整体进行检验，并获得CCS或ABS船级社的船用产品证书。2）设备应在其品牌制造厂生产，并提供产地证明。买方不接受贴牌产品。3) 不接受代理商投标。

3． 有兴趣的合格投标人可通过以下方式获取招标文件：

从2018年7月19日开始至2018年7月30日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并支付标书款至指定账户（使用人民币购买招标文件须在线完成支付，不接受线下汇款；使用美元购买招标文件请汇款至下面账户， 开户名称：中化建国际招标有限责任公司，开户银行：交通银行北京分行和平里支行，账号：****************07037，SWIFT Code: COMMCNSHBJG）。 支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元，售后不退。

4．投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金并于2018年8月14日14:00时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦3层303号会议室，在此时间后收到的投标文件恕不接受。

1. CNCCC International Tendering Co., Ltd. (hereinafter called “Tendering Agent”), for and on behalf of CNOOC China Limited (hereinafter called "Purchaser") invites sealed bids from eligible bidders for the supply of following equipment:

Name of Goods: Hydraulic submerged pump and hydraulic power unit
Main technical requirement:

1) Bidder shall control pumps weigh based on the PURCHASER’s requirements. Details are as follows.

2) The pumps shall be driven by hydraulic motor.

Quantity: 15 sets ofhydraulic submergedpump, 4 sets ofhydraulic power unit

Delivery schedule: 1) hydraulic power unit: November 4th, 2019, 2) Others：December 4th, 2019

Destination of delivery:

1) Goods offered from within PRC Customs Territory: Buyer’s Construction site at Qingdao, Shandong Province, P.R. China;

2) Goods offered from outside PRC Customs Territory: Qingdao Port, Shandong Province, P.R. China

Description of The Prepared Bidding Conditions： yes

Joint Bids: Joint Venture is permitted, which is only for the leading party that cannot sign the contract in RMB Yuan legally form Joint Venture with domestic member. The quantity of members shall not be more than two.

2. Qualification requirement:

1)Bidder shall at his own cost arrange inspection for the hydraulic submerged pumps and hydraulic power units, and obtain certificate of marine product issued by China Classification Society (CCS) or American Bureau of Shipping (ABS).

2)The hydraulic submerged pumps and hydraulic power units selected for the LS17-2 SEMI platform should be manufacturer proven products. Unused prototype equipment shall not be acceptable. The equipment need to meet below requirements：In recent 10 years, the Bidder shall have reference of manufacture and assembling at least 2 sets（The minimum flow rate of each pump is 500m3/h, and meanwhile pump length in less than 50m）of the hydraulic submerged pumps and HPU which have applied to the offshore Floating Oil/Gas Production Unit. The Bidder shall submit valid track records and relevant documentary evidence (relevant chapters copies of contract and commissioning report on user site).

3)The equipment should be produced in its brand own manufactory and provide certificate of origin. Tenderee does not accept the OEM product.

4）The purchaser does not accept agent’s bid.

3. All those who are willing to participate in the bids are kindly requested to: enter into website https://buy.cnooc.com.cn/cbjyweb/ to purchase the bidding documents (electronic edition) on line from July 19th, 2018 to July 30th, 2018 upon non-refundable payment of RMB 2,000 or USD300 for each copy.
