宝坻区作为《京津冀协同发展规划纲要》中直接点名的直辖市区，已成为京唐秦发展轴重要节点城市，京津中关村科技城是宝坻区和中关村携手贯彻落实京津冀协同发展国家战略，助力宝坻发展成为“京唐秦发展轴活力新城、非首都功能疏解重要承接地、科技绿色产业重镇、国家级生态保护与建设示范区”的重大项目，且写入了《京津冀协同发展规划纲要》，纳入了加强京津冀产业转移承接重点平台“2+4+46”计划，同时也是《天津市落实京津冀协同发展规划纲要实施意见》中重点打造的承接平台之一。

As a municipality specificallyhighlighted in the Outline of the Planning for the CoordinatedDevelopment of Beijing-Tianjin-Hebei, Baodi District has become animportant city as a node in the development axes ofBeijing-Tangshan-Qinhuangdao. Beijing-Tianjin Zhongguancun Science City is themajor project for Baodi District and Zhongguancun jointly implementing thenational strategy of coordinated development of Beijing-Tianjin-Hebei to assistBaodi to be developed into “new and vibrant city in development axes ofBeijing-Tangshan-Qinhuangdao, important place of relieving Beijing of itsfunctions non-essential to its role as the capital, important town of scienceand technology and green industry, and national ecological protection andconstruction demonstration area”. It has been written into the Outline of the Planning for the CoordinatedDevelopment of Beijing-Tianjin-Hebei, and listed into “2 + 4 + 46” Plan ofStrengthening the Industrial Transfer of Beijing-Tianjin-Hebei to Undertake KeyPlatform, and it has been one of the key platforms in Opinions on Implementation of Outline of the Planning for theCoordinated Development of Beijing-Tianjin-Hebei in Tianjin.

京津中关村科技城始终坚持“中关村产业生态辐射示范区、区域经济发展的新引擎”的战略定位，即将形成以“人工智能与智能制造、新能源与新材料、生物医药与医疗器械、高端装备制造”及现代服务业为主导产业的发展格局。

Beijing-Tianjin Zhongguancun Science City has alwayscommitted to the strategic positioning of “new engine of industrial ecologicalradiation demonstration area of Zhongguancun and regional economic development,and will form the development pattern with the leading industries of“artificial intelligence and intelligent manufacturing, new energy and newmaterials, biomedicine and medical devices, high-end equipment manufacturing”and modern services.

在新的区域发展背景下，按照高起点规划、高标准建设的要求，京津中关村科技城将打造高标准、高定位、产城融合、引领下一代产业园区发展的京津冀协同发展创新载体示范区。就此，主办单位组织天津市宝坻区京津中关村科技城规划国际征集活动，公开邀请国内外资深行业专家领衔的产业园区规划设计团队和机构申请应征。本次将通过资格预审等方式选取4名应征人参加征集活动，最终按照任务书要求提交应征规划成果。

With new regionaldevelopment background, Beijing-Tianjin Zhongguancun Science City will createBeijing-Tianjin-Hebei coordinated development innovation carrier demonstrationarea with high-standard, high-positioning, city-industry integration andleading the development of next-generation industrial park according to therequirements of planning with high starting point and construction with highstandard. Therefore, the sponsor will organize the International Solicitationof Planning of Beijing-Tianjin Zhongguancun Science City in Baodi District,Tianjin, and openly invite the industrial park planning and design teams andinstitutions led by senior industry experts at home and abroad for theresponse. Finally，4 Respondentswill be selected through prequalification toparticipate in the solicitation and submit the planning results for responseaccording to the requirements of Design Book.

七．应征申请人的资格要求

VII Eligibility and Qualifications of Applicants
1． 应征申请人应为合法注册的法人实体，且应有与本项目功能性质相类似的产业园区类规划设计经验。

1． The Applicant shall be a legal entity that has been legallyincorporated in accordance with laws and shall have had industrial parkplanning anddesign experiences similar in functions and nature to this Project.

2． 中华人民共和国境内的规划或设计机构须具有城乡规划编制甲级或建筑行业（建筑工程）设计甲级及以上资质。

2． Planning or design institutions within the territory of thePeople’s Republic of China shall have the qualifications of Grade A urban andrural planning, Grade A architectural design (architectural engineering) orabove.

3． 中华人民共和国境外的规划或设计机构须具有所在国颁发的从事城市规划或建筑设计的相应资格。港澳台规划设计机构的资格要求参照境外规划设计机构资格要求的规定。

3． The Applicant outside the People’s Republic of China shall havecorrespondingqualifications issued by its residence country for engaging in urban planningor architectural design. Thequalifications for planning and design institutions from Hong Kong, Macau andTai Wan shall refer to the requirements of qualifications for planning anddesign institutions outside the People’s Republic of China.

4． 本项目不接受联合体应征。

4． The Consortium is not accepted in the Project.


八．应征报名及应征资格预审文件的获取

VIII Obtaining of Registration and PrequalificationDocuments for Response
本项目报名时间为2018年7月26日8:30至8月3日18:00（北京时间）。报名截止时间以代理机构收到报名表的北京时间为准。

Registrationperiod ofthe Project starts from 8:30July 26, 2018 to 18:00 August 3 (Beijing time). The deadline for registration shall be the Beijing Time definedin the Registration Form received by the agency.

有意向的申请人需在代理机构网站（www.bkpmzb.com）下载报名表，填写报名表并加盖单位公章后，先行将扫描件（PDF格式）发送至征集专用邮箱（kejiyuan08@126.com）。

TheApplicant who intends to participate in the Solicitation shalldownload the RegistrationForm on the agent"s website (www.bkpmzb.com),fill in the Registration Form and stampthe official seal, andsend the scannedcopy (PDF format) to the solicitation mailbox (kejiyuan08@126.com)afterhaving completed the Application Form according to requirements therein andstamp the official seal.

原件随资格预审申请文件一同递交代理机构处。

2、获得报名确认：

代理机构收到邮件后，将通过电子邮件告知意向申请人报名确认结果，对获得确认的意向申请人，将通过电子邮件发送资格预审文件下载密码。

The agency will inform the interested applicants of theregistration confirmation result through the e-mail after receiving the mail,and send passcode for downloading Prequalification Documentsto the confirmed Applicantwho intends to participate in the Solicitationthrough e-mail.

3、获得资格预审文件：

意向申请人获得下载密码后，可自行在代理机构网站（www.bkpmzb.com）下载资格预审文件。

The Applicant who intends to participate in the Solicitationcan download the Prequalification Documentsfromthe agent"s website (www.bkpmzb.com)after obtaining the download passcodes.


九．资格预审申请文件的递交

IX Submission of Application Documents for Prequalification

应征申请人按资格预审文件的要求填写、准备好资格预审申请文件（纸质版：1份正本，2份副本；电子版：2份（载体为U盘或光盘））后，应于2018年8月13日16:00前（中国北京时间）送达征集代理机构。
The Applicant shallfill and prepare the pre-qualification documents according to requirements of pre-qualificationapplication documents (paper version: 1 original, 2 copies; electronic version:2 copies (carrier is U disk or optical disk)), and deliver the documents to theagency before 16: 00 August 13, 2018 (Beijing time in China).

主办单位和代理机构将拒绝接收逾期送达的资格预审申请文件。

The sponsor and agency will reject anysuch documents arrived after the specified deadline.

The Announcement willbe released on cebpubservice.com (website of China Tendering and Bidding PublicService Platform ), www.ccgp.gov.cn (website of Chinese government procurement ), www.bkpmzb.com (website of Beijing Science Park Auction &TenderCo., Ltd.)at the same time. The amendment and supplement of the Announcementshall be subject to the contents released via the above websites.


十一．其它条款

ⅩI Miscellaneous
1． 对于本次“天津市宝坻区京津中关村科技城规划国际征集”活动，每个应征申请人只应自己单独参加资格预审。

1． The Applicantshall only participate in pre-qualification by itself in the activityof“International Solicitationof Planning of Beijing-Tianjin Zhongguancun ScienceCity in Baodi District, Tianjin”.

2． 本次征集活动设应征补偿金及奖金。

2．This solicitation will set up compensationsfor design proposals and prize money

应征补偿金是主办单位支付给应征人参加征集活动、且递交有效应征规划设计方案的费用补偿。有效应征规划设计方案是指通过主办单位技术工作小组的初步审核，经评审委员会确认的，未被取消资格的应征人递交的设计方案。

Compensations fordesign proposalsare an expense compensation paid by the sponsor to Respondentsfor participationin the solicitation and submitting the valid planning &design proposals for response. The valid planning anddesign proposal forresponse refers to the design proposals submitted by the qualified Respondents,which have passed the preliminary verification of the sponsors’ technicalworking group and have been accepted by review board.

本项目应征补偿金150万元人民币（含税）/应征人。

Compensations fordesign proposals of the Project is RMB 1.5 million (including taxes)/ respondent.

奖金是对获得一等奖和二等奖的应征人所支付的除补偿金以外的奖励费用。

Prize money is anadditional incentive fee paid to the Respondents who win the first prize andsecond prize besides compensations for design proposals.

本次征集活动将设一等奖一名；二等奖一名。奖金分别为：一等奖200万人民币（含税）、二等奖100万人民币（含税）。

The Solicitation sets1 winner for First Place, and 1 winner for Second Place. The prize money ofthese places is: RMB 2 million (including taxes) for the First Place and RMB 1million (including taxes) for the Second Place respectively.

获得一、二等奖的应征人如被主办单位要求配合方案综合工作，则应全力配合方案综合单位进行后续的规划设计方案综合工作，主办单位将不另行支付配合费。

Respondents who win the First Place and Second Place shall make greatefforts to cooperate with the proposals integration units to carry out the follow-up comprehensive work of planning & design proposal ifrequested by the sponsor, but the sponsor will not pay for additionalcooperation fees.

3． 应征规划设计方案的知识产权

3． IRPof Planning andDesign Proposals for response

（1）应征人对应征方案享有署名权，经主办单位书面同意后可通过传播媒介、专业杂志、书刊或其他形式评价、展示其应征作品。

(1) The Respondentsshall be entitled to own the right of authorship to proposals for response,thus they can commenton and display the work for Response viacommunications, trademagazines,publications or by other means with the written consent of the sponsor.

（2）主办单位有权在项目的规划设计中使用应征规划设计方案，主办单位在项目的规划设计中或在规划设计方案调整综合时可以全部或部分使用规划设计方案的内容。同时主办单位还可对应征方案印刷、出版和展览，可通过传播媒介、专业杂志、书刊或其他形式评价、展示、宣传应征作品。

(2) TheSponsorhas the right to use such Planning and Design Proposals for Response inthe planning and design of the Project, or to use any Planning Design Proposalin its entirety or partially in the design of the Project or in modification orconsolidation of the design proposals. In the meantime, the Sponsor may alsoprint, publish and exhibit the proposals for Response, or comment on, displayand publicize the work for Response via media communications, trade magazines,publications or by other means.

（3）应征人和主办单位均不能把应征方案用于本征集项目以外的其他任何项目。

(3) It is notallowed for both the sponsor and the Respondent to use the proposal forresponse into any other projects besides the solicitation project.

（4）主办单位应要求应征设计机构准备或提交的全部设计文件在中国境内或境外没有且不会侵犯任何其他人的知识产权（包括但不限于著作权、专利权）或专有技术或商业秘密。如果其应征设计机构的规划设计文件使用或包含任何其他人的知识产权或专有技术或商业秘密，应征设计机构已经获得权利人的合法、有效、充分的授权。应征设计机构因侵犯他人知识产权或专有技术或商业秘密所引起的全部赔偿责任应由应征设计机构承担。

(4)The sponsor shall request the design institution for response thatall preparedor submitted Design Documents will not infringe upon IPR (including but notlimited to copyright and patents) or proprietary technologies or trade secretsof others within or outside the People’s Republic of China. The designinstitution for response shall guarantee that if Planning and Design Documentsuse or include IPR or proprietary technologies or trade secrets of others, the designinstitution for response shall have already obtained legitimate, valid andsufficient authorization from the right holders. The design institution forresponseshall take all liabilities for any compensations arising frominfringement upon IPR or proprietary technologies or trade secrets of others.

4． 本次设计征集活动本身及与本次活动相关的文件所适用的法律和法规仅为中华人民共和国的法律和法规。

4． The solicitation per se and any documents relatingthereto shall be governed only by the laws and regulations of the People’sRepublic of China.

5． 征集文件以及与征集文件相关的征集文件的补充文件和澄清文件均使用中文书写。

5．The languages used in the Solicitation Documents and supplementdocuments and clarificationdocuments thereto shall be Chinese.

应征文件以及应征设计机构与主办单位之间与征集活动有关的往来函电和文件均应使用中文书写。应征设计机构随应征文件提供的证明文件和印刷品可以使用另一种语言，但必须附以中文译本。

All of the documents for response and the emails anddocuments relating to the solicitation activitybetween the design institutionfor response and the sponsor shall be written in Chinese. Credentials andprinting materials along with Documents for Response provided by the designinstitution for response may be written in other languages on condition that aChinese version is affixed.

6． 与本规划设计方案征集活动相关的会议及各项活动中口头交流的语言为中文。

6． Language of oral communication in meetings andactivities relating to the solicitation of planning anddesign proposals shallbe Chinese.
