1.中国政府已从亚洲开发银行获得一笔贷款，用于支付亚洲开发银行贷款湖北黄冈城市环境综合治理项目项下的费用，并计划将其中的一部分贷款用于支付上述合同项下的合格支出。凡来自亚洲开发银行成员国的合格投标人均可投标。

2.五矿国际招标有限责任公司（以下简称“招标代理”）受黄冈市城市建设投资有限公司（以下简称“业主”）的委托，现邀请有资格的合格投标人就80公顷的天然湿地、4片人工湿地工程（合同编号：HGH-C1.7）递交密封的投标文件,上述工程的施工期为开工后600个日历日。

3.本次国际竞争性招标将按照亚洲开发银行一阶段单信封的程序进行。凡符合亚洲开发银行招标文件规定的合格投标人均可投标。

5.只有具备以下关键资格要求的投标人，才能参加本次招标，

（1）历史财务状况：提交过去三年(2015-2017)经审计的资产负债表，以反映投标人现在财务状况的稳定性及其长期的盈利性。【最低要求】投标人的净资产（按总资产与总负债之差计算）应为正值。

（2）过去三年(2015-2017)，在建工程或已完工程经核实的已收到的付款额计算的最低年均营业额为人民币22,300万元。

（3）投标人应明示其财务能力，如速动资产、未抵押的固定资产、授信额度和其他财务资源，但不包括合同预付款，以示其能够满足：①人民币2800万元的现金流要求，以及②本合同和其他已有承诺的现金总量要求。

（4）施工经验：最近三年（2015.10-2018.9），至少参与过一（1）个已经完工或实质上已完工且与本工程相类似的项目，投标人所承担的合同金额应超过人民币15,000万元。类似项目包括工程规模、复杂程度、施工方法或技术以及第六章所要求的其它特征。上述规定的时期内的上述或其他合同里投标人的施工经验应至少包括以下的一些关键工程：投标人最近三年应至少一（1）个日处理污水量大于2万平方米的潜流人工湿地项目施工总承包业绩，这些合同应该已经完工，投标人应提供竣工验收证明。

（5）国内投标人必须同时具备以下资格：①营业执照经营范围必须包含园林绿化工程施工；②具有环保工程专业承包壹级资质。对于国外投标人，应具有相应水平。

1.The People’s Republic of China has received a loan from the Asian DevelopmentBank(ADB)toward the cost of Hubei Huanggang Urban EnvironmentImprovement Project, and it intends to apply part ofthe proceeds ofthis loanto payments under the contract named above. Bidding is opentoBiddersfrom eligible source countries of ADB.

2.The HuanggangUrban Construction Investment Company (“TheEmployer”) invitessealed bids from eligible Bidders for the construction andcompletion of HGH-C1.7 Surfaceflow constructed wetlands and subsurface flow constructed wetlands(“The Works”). Thecompletion period is 600 days aftercommencement date.

For the above or other contracts executedduring the period stipulated in Experience above, a minimum constructionexperience in the following key activities: the bidder shall have one(1)subsurface flow artificial wetland construction contracting project of morethan 20,000m3/day sewage treatment capacity. The contracted project shall havebeen completed. The Bidder should provide the acceptance documents regarding tothe contracted projects.
