[中华人民共和国] [已经收到] 世界银行贷款用于[世行贷款武汉城市圈交通一体化示范项目], 并准备使用部分资金用于咨询服务顾问的聘请。 咨询服务任务内容包括：

（1）多层次交通模型与仿真系统研发。包括武汉大都市区级、市域级以及重点功能组团三个层次的宏观交通模型系统开发；交通与土地利用、公共交通与轨道交通、交通碳排放三个专项子模型开发；6个示范片区及4个枢纽场站车流及行人仿真微观仿真模型开发等。

（2）虚拟场景模拟及可视化平台（沙盘推演平台）开发。包括武汉市三环线范围内车道级精细化中观动态交通仿真系统开发； 1个示范片区的实时在线交通仿真系统开发；在多层次交通模型基础上，融合城市建筑、交通、景观环境等三维场景，建立沙盘推演平台。实现武汉大都市区-市域-中观功能组团的宏中微观多层次交通模型与仿真系统的无缝对接和切换，实现不同区域和应用层级的推演交互功能，满足多情景方案下的精细化动态交通仿真和城市交通规划建设决策及时评估响应的需要。

（3）公众交通互动展示平台研发。配合武汉规划展示馆三楼交通展厅改造，参与部分硬件设备和展示功能更新提升工作，进行公众交通互动展示平台开发建设。

上述工作内容还包括必要的交通调查，数据采集与处理分析、与武汉市其它在建城市信息与仿真平台的共享接口开发等。咨询服务期为：24个月，关键专家和其他技术专家人月数预计为387个人月。

[武汉市交通发展战略研究院]委托中信国际招标有限公司，现邀请合格咨询顾问对此项任务表达兴趣。进入短名单的咨询顾问必须具有类似业绩和经验，并在人员、设备、资金等方面具有相应的设计能力，并提供信息说明：

（1）具有副省级及以上城市(含直辖市)或经合组织提出的发达国家中人口大于500万的城市全域及以上综合交通模型（模型已投入实际使用）和片区级及以上动态交通仿真模型开发项目经验，并提供项目合同文件扫描件（1、原件备查，若所提供项目非独立承担，须作为牵头实施单位。2、副省级及以上城市包括北京、天津、上海、重庆；哈尔滨、长春、沈阳、大连、济南、青岛、南京、杭州、宁波、厦门、武汉、广州、深圳、成都、西安； 3、经合组织提出的500万人以上人口城市：伦敦、东京、纽约、首尔、悉尼、巴黎、香港、莫斯科、新加坡、卢森堡、伊斯坦布尔；4、类似经验应为近五年（2013年1月1日至今），如属于重大型或有典型突破意义的交通模型开发项目，时间亦可以不受此限制）

（2）具有稳定的国内高级或者国外同等级别以上专家10人以上的团队，团队包括交通模型专家、交通规划专家、智能交通专家、大数据处理技术专家等（需提供相关人员简历及业绩证明材料）。

（3）具备城乡规划、工程咨询、计算机信息系统集成或相应资质。具有独立承担民事责任的能力；具有良好的商业信誉和健全的财务会计制度；具有履行合同所必需的设备、软件和专业技术能力。（需提供相应资质证明材料、近三年（2015-2017年）年度营业额证明材料、注册资金证明材料、软件授权资料、公司组织机构及人员设施介绍等）

（4）不接受联营体，但咨询顾问可以通过选择分包商加强能力。

咨询顾问将根据世界银行“选择和聘请咨询顾问指南”（2011年1月,2014年7月修订）中规定的QCBS采购程序进行选择。

Wuhan Intelligent Transport Demonstration Component of Wuhan Integrated Transport Development Project

TI-C1 Selection of Consultant for Traffic Simulation and Decision Support System Development

[The People’s Republic of China] [has received] the loan from the World Bank for the [World Bank-funded Wuhan Integrated Transport Development Project], and is now ready to use a portion of fund for the employment for consulting services. The contents of the consulting service include:

(1) R&D of multilevel transport model and simulation system. It shall cover development of a macroscopic traffic model system covering three levels of geographic areas: Wuhan metropolitan area, city level and key functional areas; three specific models, (i.e., transport and land use, public transport and rail transit, transport carbon emissions); microscopic traffic simulation of the vehicle flow and pedestrian flow for 6 demonstration areas and 4 hub stations.

(2) Development of virtual scenario simulation and visualization platform (electronic sand table deduction platform). It shall cover developing a refined lane-level mesoscopic dynamic traffic simulation within the third ring road area of Wuhan; a microscopic real-time dynamic traffic simulation system for one demonstration area; the virtual scenario simulation and visualization by integrating multilevel traffic model with 3D scenes such as urban architecture, traffic and landscape environment. The virtual scenario simulation and visualization platform shall realize seamless interface among macro-meso-micro model components under the multilevel traffic model and simulation system for Wuhan metropolitan area, city-area, and functional area, and also realize human-computer interaction and deduction functions at different geographic levels and application levels so as to provide effective decision support for traffic planning, development and management decisions.

(3) R&D of transport interactive exhibition platform for public. Cooperate with the renovation of the transport exhibition hall in the Wuhan Planning Exhibition Hall, this part of the service shall include upgrading hardware and equipment; enhancing display functions; and developing the public transportation interactive display platform.

The above stated work scope also includes the necessary traffic surveys, data collection and processing analysis, and the development of data sharing interfaces with other information and simulation platforms in Wuhan. The duration of the consulting service is 24 months. The number of person-months for key experts and other professional experts is 387.

The CITIC International Tendering Co., Ltd. entrusted by [WuhanTransport Development Strategic Institute] now invites eligible consultants to indicate their interest in providing the consultant services. The consultant in the short list must have similar performance and experience, as well as corresponding design capability in terms of personnel, equipment, funds, etc., and, with supporting documents, state that:

(1) Having project experience for transport modeling (models already implemented and in operation) in cities at sub-provincial or above, or cities of developed countries (OECD), with population more than 5 million, and dynamic traffic simulation development at district level or above, verified with provided project contract documents.

(Note: 1. if the provided similar contract experience was carried out by a Joint Venture(JV), in which the consultant is a member,the consultant shall be the leading partner of the JV; 2. The sub-provincial cities and higher administrative level cities include Beijing, Tianjin, Shanghai, Chongqing;Harbin, Changchun, Shenyang, Dalian, Jinan, Qingdao, Nanjing, Hangzhou, Ningbo, Xiamen, Wuhan, Guangzhou, Shenzhen, Chengdu and Xi’an; 3. The cities with a population of above 5 million designated by OECD include: London, Tokyo, New York, Seoul, Sydney, Paris, Hong Kong, Moscow, Singapore, Luxemburg, Istanbul; 4. The similar experience shall be within the last 5 years (January 1, 2013 till present). Such time limit is not applied to the major or typical traffic model development projects with innovative significance.

(2) Having a stable expert team with over 10 domestic senior experts or international experts with equivalent qualification, including traffic modeling experts, traffic planning experts, intelligent transportation experts, and big data processing technology experts

(3) Having urban and rural planning, engineering consultation, computer information system integration and relevant qualifications.Having the capacity for independent civil liability; having good business reputation and sound financial accounting system; possessing the equipment and technical professional abilities necessary for the execution of contract. (verified by providing corresponding qualification certificates, supporting documents for business volumes and registered capital for the recent 3 years (2015-2017), software licensing certificates, company organization and key personnel information)

(4) Joint-venture entity is not accepted, but sub-contracting is allowed.

A consultant will be selected in accordance with the QCBS procurement procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011, revised in July 2014).
