1. 中国政府已从 亚洲开发银行 获得/申请了一笔贷款，用于支付亚行贷款河南鹤壁淇河流域环境治理及生态保护项目的费用，并计划将其中的一部分贷款用于支付大河涧乡2座荒山绿化（洪峪、牛横岭等 2座荒山）工程施工合同（合同编号：EC-CW-01-1）项下的合格支出。
2. 中技国际招标有限公司受淇滨区林业局委托现邀请合格的且有资格的投标人就下列工程递交密封的投标文件：
该项目规模为：大河涧乡辖区内荒山绿化，具体包括牛横岭荒山、洪峪荒山，绿化面积224.35hm2，主要选用规格小、长势好、适应性强、耐贫瘠的黄连木、侧柏、五角枫、黄栌等。 工期15个月。
3.本次招标为国内竞争性招标，凡符合亚洲开发银行 采购指南规定的合格投标人均可投标。
4. 有兴趣的合格投标人可以从本投标邀请函列明的地址进一步了解有关信息，并在自2018年10月25 日起，在上午9:00至11:30和下午13:30至16:00（节假日除外）在采购代理处查阅招标文件。
5.潜在投标人应注意本招标文件投标人须知第4条关于合格性和利益冲突的规定。所有存在利益冲突的投标人均为不合格的投标人。
6.投标人的资格要求如下，详细信息将在招标文件中提供。

资质要求 | 国内投标人具备省级建设主管部门颁发的园林绿化施工总承包贰级及以上资质，或具备市政公用工程施工总承包贰级及以上资质和有效的安全生产许可证。如果适用，外国投标人应具备相关管辖区的适当资格。 |

1. The People’s Republic of China has received the loan from the Asian Development Bank toward the cost of Henan Hebi Qihe River Environmental Improvement and Ecological Conservation Project and it intends to apply part of the proceeds of this loan as appropriate to payments under the Contract for EC-CW-01-1.
2. The China International Tendering Co. Ltd (ITC), authorized by Forestry Bureau of Qi Bin District now invites sealed bids from all eligible and qualified bidders for below Project. The project scale is: Greening project of Niuhenling barren mountain and Hongyu barren mountain. The construction period is 15 month.
3. Bidding will be conducted through the National Competitive Bidding procedures. The bidding is open to all bidders from Eligible Sources Countries as defined in the Procurement Guidelines of Asian Development Bank (April 2015, as amended from time to time).
4. Interested eligible bidders may obtain further information from the address shown below and inspect the Bidding Documents at the address given below from 9:00-17:00 hours from 25 Oct 2018 (except for Saturdays, Sundays and holidays).
5. The attention of prospective Bidders is drawn to the eligibility and conflict of interest provisions under ITB 4 of the Bidding Documents. All Bidders found to have a conflict of interest shall be disqualified.

Average Annual Construction Turnover | Minimum average annual turnover of CNY 13,850,000 calculated as total certified payments received for contracts in progress or completed, within the last THREE (3) years(2015,2016,2017) |
FinancialResources | The Bidder shall demonstrate access to, or availability of, financial resources such as liquid assets, lines of credit, and other financial means, other than any contractual advance payments to meet: (i) the following cash-flow requirement of CNY 1,385,000 and (ii) The total cash flow requirements for the implementation of this contract and other projects under construction. |
General Experience | Experience under contracts in the role of contractor, subcontractor, or management contractor for at least the last FIVE [5] (2013, 2014, 2015, 2016, 2017) years prior to the applications submission deadline. |
Specific Experience | (a)Participation as contractor, management contractor, or subcontractor, in at least TWO (2) contracts within the last FIVE (5) (2013, 2014, 2015, 2016, 2017) years, each with a value of at least CNY 5,542,000 that have been successfully and substantially completed and that are similar to the proposed Works. The similarity shall be based on the physical size, complexity, methods/technology or other characteristics as described in Section VI, Employer’s Requirements. (b) For the above or other contracts executed during the period stipulated in 2.4.2(a) above, a minimum experience in at least TWO (2) contracts with the following key activities: Barren Hills Greening Project. |
Qualifications requirements | The domestic bidder must have one of the following Qualifications : 2The Grade II or above of General contract for landscaping construction issued by Provincial Construction department(Within the validity period); 2The Grade II or above of General contracting of municipal public works; And valid safety productions permit. Foreign bidders should possess appropriate qualification from relevant jurisdiction if applicable. |

7.A complete set of Bidding Documents (hard copy) may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee CNY1000.
