(2) 低温气/气换热器：TS-E-2810A/B:热负荷值：7600 kW（每台）.热侧/冷侧:设计压力：12150 kPaG. 设计温度：-54/74℃.最大压降应不超过100kPa

(3) 干气压缩机后冷却器：TS-WC2701A/B. 热负荷值：4600 kW（每台）.热侧/冷侧:设计压力：18750 kPaG. 设计温度：-19/150℃. 气侧最大压降应不超过100 kPa

(4) 供应商应将每台印刷版式换热器的尺寸和重量控制在买方接受的范围内：

2. 资格标准：

（1）资格要求

A. 投标人应为所投货物的制造商。本次招标不接受代理商投标。
B．投标人承诺为陵水17-2半潜平台提供的印刷版式换热器必须是投标人的成熟产品。买方不接受未经使用的试制产品。

C. 投标人承诺印刷版式换热器应在其品牌制造厂生产，并承诺（境外投标人）提供产地证明。买方不接受贴牌产品。
（2）资质要求及证明文件

A. 供应商应自费委托国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的下列任一家船级社（ABS, Lloyd’s, DNV, BV，CCS），对印刷版式换热器整体进行检验并获得检验证书。

B. 制造单位须具有特种设备制造许可证（A1压力容器）或ASME-U压力容器认证。

（3）业绩要求：

A. 近10年（2008年至投标截止日），投标人应至少有2套在海上油气生产装置上应用的印刷版式换热器（已成功投入使用的PCHE应至少有热负荷≥7600kW，设计压力≥18750kPaG，冷热介质均为气体）生产制造业绩。投标人须提交有效的业绩表和相关证明文件(1.合同复印件相关章节,2.用户验收证明或用户使用证明或现场调试报告)。

B. 业绩证明文件必须至少体现以下内容：合同的签署时间、货物名称、供货数量、设备所属油气生产装置类型、印刷版式换热器的型式及热负荷值、用户验收证明或用户使用证明或调试报告（包括调试内容和签署页）。未提交业绩证明文件，或所提供的业绩证明文件无法验证上述信息的均视为无效业绩。

3. 有兴趣的合格投标人可通过以下方式获取招标文件：

从2018年11月1日开始至2018年11月8日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（收款人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：****************07037，SWIFTCODE:COMMCNSHBJG），售后不退。

2. Qualification Requirements:

（1）Requirements forQualification of Bidder

A. The bidder shall be the manufacturer of bid goods, agent’s bidis unacceptable.

B. Bidder confirm that the Printed Circuit Heat Exchanger selectedfor the LS17-2 SEMI platform should be bidders proven products. Unusedprototype equipment shall not be acceptable.

C. The Bidder should promise the Seawater Desalination should beproduced in its brand own manufactory. And overseas bidder promise to providecertificate of origin. The purchaser does not accept the OEM product.
（2）Requirements of Certificate of Bidder

A. The SUPPLIER shall at his own cost arrange inspection and obtainfinal certificate of Printed Circuit Heat Exchanger from one of thecertifying agencies authorized by COOOSO, which are ABS, DNV, BV, Lloyd’s andCCS.

B. The manufacturershall have special equipment manufacturing license（A1 pressure vessel）or ASME-Upressure vessel certification.

（3）Requirement forBidders reference:

A. In recent 10 years(since 2008 to the deadline of bidssubmission stipulated), the Bidder shall have track records of manufacturer atleast 2 sets of Printed Circuit Heat Exchanger( the thermal duty of the PCHEwhich have successfully operated is at least more than 7600kW,the designpressure is more than 18750kPaG, the cold and hot medium are gas) which haveapplied to the offshore Oil/Gas Production Unit. The Bidder shall submit validtrack records and relevant documentary evidence (1.relevant chapters copies ofcontract ； 2. certificates ofuser acceptance or certificates of user application or commissioning report onuser site)

B. The documentary evidence shall contain but not limited to ：the date of contract signing, equipment name, quantity, type ofoil&gas production facility, type and thermal duty of PCHE, certificates ofuser acceptance or certificates of user application or commissioning report （debugging content and signing pages） Absence of the track records evidence documents or the failure toverify above information, that shall be counted as invalid performance.
