（1）中华人民共和国的仙居生物多样性发展有限公司（最终用户）已经获得一笔法开署贷款用于本项目，招标方计划将一部分资金/贷款及自筹资金用于支付本次招标后所签订合同项下的款项。

招标项目名称：仙居县域生物多样性保护和发展利用示范工程——仙居县李家畈、茅草山、天高尖生态修复工程项目

项目实施地点：浙江省仙居县淡竹乡

招标内容：由招标人提供的施工图纸及预算书中所包含的工程内容，以及工程3年养护（养护期按照竣工验收日起计）。

项目建设规模：预算造价人民币10,198,092.00元。超过预算价的投标将被拒绝。

计划工期：不超过360日历天

3. 投标人资格要求

投标人应具备的资格：

（1）单位同时具有环保工程专业承包二级（含二级）及以上及和市政三级（含三级）及以上资质；（相关证书原件备查）

（2）项目负责人必须具有注册环保工程师资格，技术负责人具有环境工程专业高级工程师资格或市政公用工程一级建造师执业资格,项目负责人与技术负责人不能由同一人担任。不接受有在建、已中标未开工、在建主体结构已经完工或已列为其他项目中标候选人第一名的项目负责人；（相关证书原件备查）

（3）项目负责人、技术负责人必须为本企业在职人员，需提供劳动保障部门出具的社保证明；

（4）不接受联合体投标；

（5）未领购招标文件不可以参加投标；

（6）本次实行资格后审。

（7）未达到3个有效投标人不开标。

4. 招标文件的获取

凡有意参加投标者无需报名，请于2018年11月2日至2018年11月8日，到仙居县公共资源交易中心（http://www.xjztb.cn）上本公告的附件中自行下载招标文件。

招标文件售价：中文版300元/份，英文版300元/份（售后不退），在投标文件递交的同时缴纳招标文件工本费。

在投标截止日期前，招标人可能以补充通知的方式修改招标文件，招标人应关注仙居县公共资源交易中心网（http://www.xjztb.cn）上的有关本工程招标文件修改的信息。

5. 投标文件的递交

投标截止时间（开标时间）：2018年11月23日下午 14:30分（北京时间）。

投标文件送达地点：浙江省仙居县公共资源交易中心（地址：浙江省台州市仙居县环城南路886号）

开标地点：浙江省仙居县公共资源交易中心（地址：浙江省台州市仙居县环城南路886号）预期送达的或者未送达指定地点的投标文件，招标人不予受理。

投标人必须持交易IC卡才能进场交易，未取得交易IC卡的，建议投标人在投标人在截止日前1个工作日到仙居县公共资源中心办理，申购办理交易IC卡需要网上注册，详见仙居县公共资源交易中心网首页交易证办理《交易IC卡办理一般流程》办理，已有交易员IC卡的投标企业，详见交易IC卡续办流程。（所有复印件上均应法人签名并加盖企业公章）。

1. Bidding Conditions

   Overview：

   1. Xianju Biobrersity Development Co., Ltd. has applied for funds from the Agence Fran?aise de Développement (the French Development Agency) towards the cost of Civil Works of Lijiatun, Maocaoshan and Tiangaojian Ecological Restoration of Demonstration Project on Biobrersity Conservation and Development of Xianju County Project. It is intended that part of the proceeds of these funds and Self-funding will be applied to eligible payments under the contract for Procurement of Civil Works.

   2. CMC International Tendering Co., Ltd. is entrusted by Xianju Biobrersity Development Co., Ltd., now invites all eligible bidders to participate, and the bidding adopt the form of domestic competitive process.

   Place of Implementation: Danzhu Town, Xianju County, Zhejiang Province, China

   List of Products: The construction drawings and budget items provided by the Employer and the three-year maintenance of the project (the maintenance period starts from the date of completion acceptance)

   Project construction budget: RMB10,198,092.00. The bid will be rejected if the bid price exceeds the budget.

   Planned duration: No more than 360 calendar days

3. Qualification Requirements For Bidder

   Bidders should provide the following evidence of their continued eligibility :

   (1) Certificate Grade B or above for environmental engineering, and Certificate Grade C or above for municipal public engineering. (The original certificate is available for reference)

   (2) The Project Manager shall be registered environmental engineer. The Technical Manager shall be senior engineer of environmental engineering or level-one constructor of municipal public works. The Project Manager and the Technical Manager cannot be the same person.

   Project Manager who are under construction, has won the bid but not started, have completed the main structure under construction, or have been the winning bidder for other projects. (The original certificate is available for reference)

   (3) The Project Manager and the Technical Manager must be the incumbent of the enterprise and provide the certificate issued by the labor security department. (4) Joint Bids：NOT Available.

   (5) Bid without the bidding documents：NOT Available.

   (6) The bid is Post-qualification.

   (7)The bid will not be opened if there is less than three bidders

4. Acquisition of Bidding Documents

   Any bidder who intends to participate should download the bidding documents from the attachment of this IFB at the Xianju Public Resource Trading Center (http://www.xjztb.cn) on November 2, 2018 – November 8,2018.

   The price of the bidding documents: Chinese version RMB 300, English version RMB 300 (not refundable after the sale), and pay the bidding documents at the same time as the bid documents are submitted.

   Before the deadline for submission of bids, the Employer may modify the bidding documents by clarification. The Bidders shall pay attention to the modification of the bidding documents of this project on the website of Xianju County Public Resource Trading Center (http://www.xjztb.cn).
