1．中化建国际招标有限责任公司（以下简称“招标机构”）受中海石油（中国）有限公司湛江分公司委托，就陵水17-2气田开发工程项目的下列全新货物和有关服务进行国际公开招标,现邀请投标人对下列货物和服务提交密封投标：

货物名称：干气压缩机

主要技术要求：

1）投标人所投天然气压缩机组应为单体离心式压缩机组，一台电机连接一套压缩机橇。其设计和测试应符合API617要求，天然气压缩机参数应满足如下列表要求：

2）变频器应为电压源型（VSI）。整流器部分应为有源前端（AFE）或24-36脉冲以上二极管前端（DFE）。变频器应设计为高电压的IGBT/ IGCT和IEGT功率半导体，不接受低电压的半导体，单个半导体的最大额定电压不低于4500v。

交货期： 2020年1月31日

交货地点：1）关境内供货：山东省青岛市买方建造场地2）关境外供货：中国山东省青岛港

2.?项目概况：陵水17-2气田水深约1220至1560米，距离海南省三亚市约149公里，距离西北侧已生产的崖城13-1气田约160公里，距崖城13-1气田输气管线约87.3公里（崖城至香港）。陵水17-2气田的开发工程设施包括一套水下生产系统、一座浮式平台和海底管线构成。

3．业绩要求：投标人为陵水17-2半潜式平台提供的天然气压缩机必须是制造商的标准产品，招标人不接受未经使用的试制产品。压缩机均要满足以下要求： 近20年（1998年至截标日，以合同签署时间为准），投标人至少有2套在浮式油气生产装置上应用的电驱离心式压缩机机组生产及成橇业绩。投标人须提交有效的业绩表和相关证明文件（1.合同复印件相关章节,2.用户接收证明或用户使用证明或调试报告），且每套压缩机的排量不低于500万Sm3/d。业绩证明文件必须至少体现以下内容：带有公司标识的证明文件，合同签署时间、货物名称、供货数量、设备所属油气生产装置类型、电驱离心式压缩机的天然气处理量，用户接收证明或用户使用证明或调试报告（包括调试内容和签署页）。未提交业绩证明文件，或所提供的业绩证明文件无法验证上述信息均视为无效业绩。

资格要求：1）干气压缩机应是半潜式海上平台适用类型，投标人应委托国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的船级社（ABS,Lloyd’s,DNV, BV，CCS）之一对干气压缩机橇整体进行检验并获得检验证书。2）所有干气压缩机橇使用的变频器、电机和压缩机应在其品牌制造厂生产，并提供产地证明。招标人不接受贴牌产品。3）不接受代理商投标。

4． 有兴趣的合格投标人可通过以下方式获取招标文件：

从2018年11月6日开始至2018年11月13日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并支付标书款至指定账户（使用人民币购买招标文件须在线完成支付，不接受线下汇款；使用美元购买招标文件请汇款至下面账户， 开户名称：中化建国际招标有限责任公司，开户银行：交通银行北京分行和平里支行，账号：****************07037，SWIFTCode:COMMCNSHBJG）。 支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元，售后不退。

1）Thecompressor should be single body centrifugal type compressor，onemotoronly couple with one compressor skid. it shall be designed and tested inaccordancewith the requirements of the API617. The performance parameters ofThe GasCompressor Skid should meet the request as follows:

2）The VFD shall be type ofvoltage source inverter(VSI). Theconverter section shall be Active Front End(AFE) or 24~36 pulse and above forDiode Front End (DFE). The VFD should bedesigned with high voltage IGBT/IGCT/IEGT power semi-conductor, low voltagesemi-conductor is not accepted,the maximum rating voltage for singlesemi-conductor is not less than 4500V.

2.Project overview:

The waterdepth of The Lingshui 17-2 Gas field is about 1220~1560m. Lingshui 17-2Gas field is approximately 149km from Sanya, Hainan Province, about 160kmsoutheast from existing yacheng 13-1 gas field, and about 87.3km from gasexport pipeline(Yacheng13-1 to Hongkong). The development of Lingshui 17-2 gasfield consists of one subsea production, one SEMI and subsea pipelines.

3.?Qualificationrequirement:

1)Thegas compressor shall be suitable forSEMI-Submerged platform application, andthe SUPPLIER shall at his own costarrange inspection and obtain finalcertificate of The Dry Gas Compressor Skidsfrom one of the certifying agenciesauthorized by COOOSO, which are ABS, DNV,BV, Lloyd’s and CCS.

2)The?gas Compressor the bidder selected for theLS17-2 SEMI platform should bemanufacturer standard products, unused prototypeequipment shall not beacceptable, The Gas Compressor Skids need to meet below?requirements：In recent?20 years (since 1998 to the deadline of bids submission stipulated.Taking the?time of signing the contract as the criterion), the bidder shall have?at least?2 sets reference of manufacture and assembling the Electric drivecentrifugaltype compressor which have applied to the offshore Floating Oil/GasProductionUnit. The bidder shall submit valid track records and relevant?documentary?evidence (1.relevant chapters copies of contract ; 2.certificates of user acceptance or?certificates of user?application or commissioning report （debugging?content?and signing pages)) and shall meet the technical requirements of compressor（The flowrate capacityof compressor should not less than *******Sm3/d for eachset.）.

The documentary evidence shall contain but?not limited to ：evidence?of the file with company mark, the?date of contract signing, equipment name,quantity, type of oil&gasproduction facility, gas flow rate capacity of theElectric drive centrifugaltype compressor, certificates of user acceptance or?certificates of user?application or commissioning report （debugging?content?and signing pages）. Absence of the track records?evidence?documents or the failure to verify above information, that shall becounted asinvalid performance.

3)All the VFD, motor and compressor of the Dry Gas Compressorskid should beproduced in its brand own manufactory and provide certificate oforigin. Thepurchaser does not accept the OEM product.
