上海宝华国际招标有限公司(以下称招标机构)受宝钢股份制造部(以下称买方)委托，就其碳硫分析仪项目所需的下列货物进行国际公开招标，邀请合格投标人进行网上电子投标。
1.招标货物名称、数量、技术规格和资金来源：
1)货物名称：碳硫分析仪;
2)数量：1;
3)主要技术参数：1、对同一试样要求同时进行多元素测量时，应按照设定的方法通过一次燃烧完成全部元素的测量。2、配备SO2去除装置，避免直接排放可能引发的污染和健康问题。3、校准曲线：应使用固体标样进行校准，每个元素的校准曲线必须包含有至少4个不同含量范围的国际标样。4、能够与试验室现有上位机系统实现双向通讯。5、具备分析结果单点发送和平均值发送功能。;
4)资金来源：自筹资金(现汇项目);
2.交货地点和交货时间：
1)交货地点：上海港
2)交货时间：合同签约后6个月
3.*凡确认投标的投标人，务必在开标前注册为其会员并通过年检以获得投标资格，中标情况将在公示。

6.招标文件售价：招标文件英文版及中文版一套（电子版），若中文和英文版有冲突以中文版为准。
售价为人民币500元或60美元整。
招标文件均按包进行计价出售，投标人成功购标后，自行下载招标文件和投标文件模板。招标文件一经售出不得退还。

1)投标截止时间：2018-11-30 09:00（北京时间）。投标人应于投标截止时间前在宝华电子招标网成功递交所有电子投标文件。

10.*投标条件及资格要求：
1)投标条件及资格要求：1、投标设备应具有技术成熟、先进、可靠的特点，能够达到国际先进水平，应为原装进口设备，投标人应提供相关业绩合同证明，若代理商投标，应提供独家授权证明，投标人应具备外汇签约资质；2、制造厂家应通过ISO9000认证，具有制造同类设备10年以上经验，并具有一定的产量和规模，在国内有较多用户，（提供至少10家国内机械制造或冶金行业的主要用户名单），使用效果良好。

baohua（Hereinafter referred to as Tendering Agency）is commissioned by （Hereinafter referred to as tenderer）on international open bidding for the following goods required in Carbon and Sulfur Analyzer and invites eligible bidders to online e-bidding。
1.The name, quantity, technical specifications and fund sources of goods for tendering：
1)The name：Carbon and Sulfur Analyzer;
2)Quantity：1;
3)Technical specifications：1、When multi-element measurement is required for the same sample, all elements shall be measured in one combustion according to the set method.2、SO2 removal device shall be equipped to avoid direct emissions that may cause pollution and health problems.3、Calibration curve: solid sample shall be used for calibration and the calibration curve for each element must contain at least 4 international standard samples of different content ranges.4、It shall realize two-way communication with the existing upper computer system of the laboratory.5、It shall be provided with the function of single point sending and average sending of analysis results.;
4)Fund sources of goods：Self-raised funds(Cash items);

1)Delivery place：shanghai port
2)Delivery time：Approx. 6 months of signing contract
3.*The bidders who have confirmed to participate the bid must log on China International Bidding Website)，and register. Please make sure you have registered and passed through the annual review before bidding. The awarding will be publicized on China International Bidding Website.
4.Baohua E-bidding websitehttp://www.baosteelbidding.com)could also provide the information about tendering project of our company (except invitation of tendering), interested bidders may login to view relevant information. After login, the bidder could purchase tendering document and bid online.
5.Time for purchasing Tendering Documents：
Time for purchasing Tendering Documents：2018-11-07~2018-11-14(9:00 -11:00, 13:00-16:00 each day, except for holidays).
6.Sales prices of the tendering document：One complete set of Tendering Documents both in English and Chinese ( electronic version included). The Chinese language shall govern in case of any discrepancy between Chinese language and the English language.
Sales price is CNY 500 or USD 60。
All tendering documents will be sold per bid package (or section). After purchasing the bid, the bidder can download the tendering document and the template of bidding document. The tendering documents sales are non-refundable.
7.Deadline for bid submission and Bid Opening Time：

10.*Requirements of Bidder’s qualification：
1)Requirements of Bidder’s qualification： *The bidding equipment shall adopt proven, advanced and reliable technology, be capable of reaching the international advanced level, and shall be imported genuine equipment. The bidder shall provide the relevant performance contract certificate.*The manufacturer shall pass ISO9000 certification, have more than 10 years of experience in manufacturing similar equipment, and have certain output and scale, and have more user in the country (provide the list of at least 10 main users in domestic machinery manufacturing or metallurgical industry). The use effect shall be good.
