1. 中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海石油（中国）有限公司（以下称为“招标人”）委托，就陆丰油田长期复产项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

CNCCCInternational Tendering Co., Ltd. (hereinafter referred to as “the TenderingAgent”), entrusted by CNOOC China Limited(hereinafter referred to as “Tenderee” ), intends to purchase the Goods and therelevant services required under the project of Lufeng Permanent Reinstatementby International Competitive Bidding. The Bidders are kindly requested toprovide the following Goods and services with sealed bids.

2. 对投标人的资格和业绩要求：

Requirements for Qualification and reference of Bidder:

（1）资格要求

Requirements for Qualification of Bidder

A．制造商通过ISO9001质量体系认证，并提供有效的质量体系认证证书；

Themanufacturer of the Bid Goods shall pass ISO9001 Certification, and the Biddershall provide valid Certificate of Quality Management System Certification.

B．投标人应为所投货物的制造商。本次招标不接受成撬商或代理商投标。

The biddershall be the manufacturer of bid goods. Bid by Integrator?or?Agent is not accepted.

C. 投标人标书中应提供由中华人民共和国国家计量局颁发的所用流量计的计量器具型式批准证书，并提供证书相关文件。

The Biddershall supply the PATTERN APPROVAL CERTIFICATE OF THE MEASURING INSTRUMENTS OFTHE PEOPLE’S REPUBLIC OF CHINA for flowmeter in bidding documents, offerrelated certification.

D. 投标人提供流量计、流量和标定计算机、体积管、压力和温度变送器的由中国国家石油天然气大流量计量站颁发的检定证书。在海上第一次卖油前一周内提交。

如果投标人自己成撬：

须提供投标人至少2套在海上设施（FPSO或FSOU）成功运行两年以上的原油外输计量标定撬使用业绩，不接受新研发制造的产品。投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：1）销售合同复印件（含相关技术附件）和用户签字确认其真实性的证明文件；或2)销售合同复印件（含相关技术附件）和有第三方船级社签字的调试记录报告（签署日期视为成功运行开始时间）。所提交的业绩证明文件必须至少体现以下内容：货物名称、供货数量、使用环境（应用于FPSO或FSOU海上设施）、成功运行开始时间。未提交业绩证明文件，或所提供的业绩证明文件无法验证货物名称、供货数量、使用环境（应用于FPSO或FSOU海上设施）、成功运行开始时间，均视为无效业绩。

If the Bidder?integrate?the?system?themselves,

Bidder s CRUDE OIL METERING AND PROVING SYSTEM shall have been?proven performance for at?least?two achievements on offshore facilities (FPSO or FSOU)?and operation for more than two years, unused prototype equipment shall not be?acceptable.The Bidder shall submit the Reference List in given form, andprovide corresponding documentary evidence, which include at least one of any?followed : 1) copies of sales contract(including technical appendix) andA certificate notice signed by End user to Verify its authenticity；or 2)copies of sales contract (including technical appendix) and A commissioning?report signed by a third party classification society.The performance record?should include but not limit to: the name of the goods, the quantity supplied,the use environment( used for offshore FPSO/FSOU facilities), the successful?running time,integration factory has similar system integration experience.Failure to submit a performance register or to provide a performance registerthat fails to verify the name of the goods, the quantity supplied, the useenvironment ( used for offshore FPSO/FSOU facilities), the successful runningtime?are?considered to be invalid performance.

如投标人由其他公司进行成撬：

须提供投标人至少2套在海上设施（FPSO或FSOU）成功运行两年以上的原油外输计量标定撬使用业绩，不接受新研发制造的产品。投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：1）销售合同复印件（含相关技术附件）和用户签字确认其真实性的证明文件；或2)销售合同复印件（含相关技术附件）和有第三方船级社签字的调试记录报告（签署日期视为成功运行开始时间）。所提交的业绩证明文件必须至少体现以下内容：货物名称、供货数量、使用环境（应用于FPSO或FSOU海上设施）、成功运行开始时间。未提交业绩证明文件，或所提供的业绩证明文件无法验证货物名称、供货数量、使用环境（应用于FPSO或FSOU海上设施）、成功运行开始时间，均视为无效业绩。

另外，投标人所选择的原油外输计量标定撬的成撬工厂需具有至少2套FPSO或FSOU原油外输计量标定撬的成撬经验。投标人须提交成撬工厂成撬业绩的合同复印件,合同应体现出成撬货物数量和使用环境。

The system integration factory selected by Bidder should?have at least 2 sets of integrated experience of the CRUDE OIL METERING ANDPROVING SYSTEM for FPSO or FSOU. The Bidder shall supply the?copies of contract.?The?contract?should include?the quantity?of?integrated?goods,?the use environment.

3. 有兴趣的投标人可通过以下方式获取招标文件：从2018年11月15日开始至2018年11月22日止，请登录中国海洋石油总公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或350美元，售后不退。如未在系统中购买招标文件，不可参加投标。

Theinterested Bidders may obtain the bidding document by following method: Pleaselogin at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on thepage of Invitation for bid for purchasing Bidding Document from Nov. 15, 2018to Nov. 22, 2018. For the first time of login, a registration (free ofcharge) is needed and only after successful registration, Bidder can purchaseBidding documents online. The whole purchasing process must be operated onlineand offline payment will not be accepted. After successful payment of RMB2000.00 or USD 350.00 for each copy of Bidding Documents which isnon-refundable, Bidder may download the Bidding Documents. Bidder fails topurchase Bidding Documents online is not eligible to bid.

4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2018年12月6日上午9:30（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4楼会议室。在此时间后收到的投标文件恕不接受。

Thedeadline and place for submission of bid: All bids must be accompanied by a bidsecurity as specified and must be delivered to 4th floor meeting room, CNOOCTower, No. 6 Dongzhimenwaixiaojie, Dongcheng District, Beijing100027, P. R.China at or before9:30 am (Beijing Time) on Dec. 6th, 2018. Any bid beyond therequired time and date shall be subject for rejection.
