1. 中化建国际招标有限责任公司（以下简称：招标代理机构）受中海石油（中国）有限公司（以下简称：招标人）委托，现对下列货物和服务进行公开招标：
货物名称：外输计量橇

数量：2套（凝析油计量及标定系统、气体外输计量系统各1套）

1）凝析油计量标定系统为连续运行，计量系统应满足精度要求。标定后的流量计精度应为±0.2%以内，整个系统精度应优于±0.35%，标定系统的重复性应为±0.02%以内。气体计量系统应根据国标GB/T 18603-2014 设计和计算，计量系统整体不确定度在±1%以内。

2）凝析油计量橇最大允许压降不大于150 kPa，标定橇最大允许压降不大于50 kPa。气体计量橇最大允许压降不大于100 kPa。

项目概况: 外输计量橇（贸易交接计量）包括两部分，部分1：凝析油计量标定系统橇，包含计量系统，标定系统和自动取样系统，为一个完整的橇。部分2：气体外输计量系统，包含计量系统和自动取样橇，气体计量系统和自动取样橇将作为橇装形式供货，必要的附件采用橇装结构提供。

交货期：

国内交货要求:2019年10月5日到达山东省青岛市买方指定地点；

国外交货要求:2019年10月5日DAP青岛港, 并且投标人应负责将货物从到达的运输工具上卸下。

资金到位或资金来源落实情况：企业自有资金，已落实。

是否接受联合体投标：本次招标不允许联合体投标。

2.资格标准：

（1） 投投人提供的流量计算机和标定计算机应具有API 或OIML 认证。

（2）投标人应承诺取得国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的其中任意一家第三方认证机构（ABS,Lloyd’s, DNV, BV，CCS）的检验证书。并将发证机构签发的设计评审报告和检验证书提交买方。

（3）投投标人为陵水 17-2半潜式平台提供的外输计量橇必须是制造商的成熟产品，买方不接受未经使用的试制产品。

（4）近10年（2008年1月1日至投标截止日），投标人提供的凝析油计量及标定橇（采用涡轮流量计+双向球形体积管标定和取样系统）至少有2个海上油气生产装置上的项目业绩（原油计量及标定橇业绩等同）；投标人提供的气体计量橇（采用超声波流量计和分析/取样系统）至少有2个海上油气生产装置上的项目业绩；成撬工厂也需具有上述（凝析油或原油计量及标定橇和气体计量撬各1套）的成橇业绩（合同签署时间为业绩时间）。投标人须提交有效的业绩表和相关证明文件(1.合同复印件相关章节；2.用户现场调试报告或用户使用证明或用户验收证明)。

（5）投标人应承诺所有流量计、标定系统、流量计算机、标定计算机和自动取样系统应其品牌制造厂生产，并承诺（境外投标人）提供产地证明，买方不接受贴牌产品。

（6）不接受代理商投标。

3. 有兴趣的合格投标人可通过以下方式获取招标文件：

从2018年11月21日开始至2018年11月28日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（收款人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：****************07037，SWIFTCODE:COMMCNSHBJG），售后不退。

5.开标时间：定于2018年12月19日10:00时（北京时间）开标。届时邀请参加投标的代表出席开标仪式。

Project: LS17-2 GAS FIELD DEVELOPMENTPROJECT Export Metering Skid

1. CNCCC International Tendering Co., Ltd.(hereinafter called “Tendering Agent”), for and on behalf of CNOOC ChinaLimited-Zhangjiang (herinafter called "Purchaser") invites sealedbids from eligible bidders for the supply of following equipment:

Name of Goods: Export Metering Skid

Quantity: 2 set(Condensate Oil Metering andProving System skid:1 set;Gas Metering System:1 set)

Technical parameters:

1）The Condensate Oil Metering and Proving System shall be continuedoperation day after day, and the meter system shall be satisfied with therequisition of accuracy. The metering accuracy when proving shall be ±0.2% orbetter. The accuracy of the system shall be or better than ±0.35%. Therepeatability of prover shall be ±0.02% or better. The Gas Metering Systemshall be designed to achieve an overall uncertainty of readout within ± 1% orbetter as calculated per GB/T 18603-2014.

2）The Condensate Oil Metering skid max allowable pressure drop shallbe not more than 150 KPa, the prover skid max allowable pressure drop shall benot more than 50 KPa. The max allowable pressure drop of gas metering skidshall not more than 100 kPa.

3) Dimension and Weight

The Vendor shouldestimate the dimension (length, ), andweight of this package based on purchase requirements. the package should be designedto have smaller size and lessweight. Limited size and weight of the package will show in the tender.

Overview: This document defines the minimumtechnical requirements for the engineering, design, fabrication, inspection,testing, responsibility and guarantee of VENDOR, preparation for shipment ofexport metering skid on LS17-2 semi-submersible, which located in South ChinaSea, in water depths ranging from 1220m to 1560m. The Export Metering Skid(Custody transfer metering) includes two parts,Part 1: Condensate Oil Metering and Proving System skid, include meteringsystem, Proving system and automatic sampling system, which shall be a completepackage. Part 2: Gas Metering System, include metering system and automaticsampler skid, The Gas Metering System and the automatic sampler skid will be asa "package" for delivery. The necessary accessories will adoptskid-mounted mode.

Delivery Schedule:

From within PRC：October 5, 2019 of ConstructionSite of Qingdao, Shandong,P.R.China.

From outside PRC：DAP Qingdao port , Shandong,P.R.China on October 5, 2019. The bidder shall beresponsible for unloading of goods from the arrived vehicle to the port yard atport of destination.

2. Qualification Requirements:

(1) The flow computer and prover computerprovided by the bidder shall have the certificate about API or OIML.

(2) The bidder should promise to obtain theGOODS inspection certificates from one of the third party certification agencyauthorized by COOOSO, i.e. ABS, BV, CCS, DNV and Lloyd’s. The design reviewreport and inspection certificate shall be issued by the certifying agency andtransferred to the PURCHASER.

(3) Export Metering Skid of bidder suppliedfor the LS17-2 SEMI platform should be manufacturer’s proven products, unusedprototype equipment shall not be acceptable.

(4)Inrecent ten years (since Jan.1st, 2008 to the deadline of bids submissionstipulated)，The Condensate Oil Metering andProving System skid (turbine based oil export metering with bi-directionalsphere prover, sampler system) provided by bidder should have at least twoprojects track record（Crude OilMetering and Proving System skid are equivalent）had applied to offshore Oil/Gas Production Unit and GasMetering Skid (ultrasonic based gas metering with analysis/sampler system)provided by bidder should have at least two projects track record had appliedto offshore Oil/Gas Production Unit. Skid fabricators factory also need to havethe above（Condensate Oil or Crude Oil Metering and Proving System and Gas Meteringsystem of each one set）track records of the manufacturingmetering skid (the signing date of contract is regarded as reference time). TheBidder shall submit valid track records and relevant documentary evidence(1.relevant chapters copies of contract. 2. commissioning report on user siteor certificates of user application or certificates of user acceptance).

(5) The Bidder should promise that allflowmeter, prover system, flow computer, prover computer and automatic samplersystem should be produced in its brand own manufactory and overseas bidderpromise to provide certificate of origin. The purchaser does not accept the OEMproduct.
