2. 中国技术进出口集团有限公司（代理机构）受业主——世界银行贷款青海西宁城市交通项目建设办公室的委托，兹邀请合格投标人就下列货物进行密封投标（招标编号：****-********J053）：

设备名称：

l 新能源客车（公交车—10.5米车型）; 数量：25辆；

l 新能源客车（公交车—12米车型）;数量：80辆；

交货地点：青海省西宁市；

交货期：合同签订后40天内；

本合同标（包）供货及服务范围应包括在本招标文件“第六章货物需求表”中“货物需求表”所列明的所有设备（整车）、附属设施（制冷制热设备、电器设备，以及座椅等）和售后服务等。

3. 本次招标采用《国际复兴开发银行贷款和国际开发协会信贷采购指南》[2011年1月版]规定的国际竞争性招标程序，并向采购指南规定的全部合格国家的全部投标人开放。此外，投标人应注意《指南》第1.6款和第1.7款有关利益冲突的条款。

4. 有兴趣的合格投标人可从工作时间在下述办公室处进一步了解有关信息，并查阅招标文件：

l 时间：2018年12月5日起到2019年1月16日上午09：30（北京时间）前，每天(节假日除外)上午8:30-11:30,下午14:30-17:30(北京时间)；

1. The People’s Republic of China has received financing from the World Bank toward the cost of the Qinghai Xining Urban Transport Project and intends to apply part of the proceeds toward payments under the contract for Procurement of New Energy Buses (City Bus -- 10.5m and 12m).

2. The Qinghai Xining Urban Transport Project Management Office (PMO) and China National Technical Import and Export Corporation (the Purchaser’s Agent) now invites sealed bids from eligible bidders for Procurement New Energy Buses (City Bus -- 10.5m and 12m ) Contract：

l Description of Goods

New Energy Buses (City Bus -- 10.5m) ：25sets

New Energy Buses (City Bus -- 12m)： 80 sets

l Delivery (as per Incoterms) Date：40 days after contract signing.

3. Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers [edition: January 201] (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.
