2.资格标准：

★ 除电磁流量计以外，其它类型流量计应在最近5年内（2014年1月1日至投标截止日）成功应用于至少3个新建海上项目（平台或FPSO），每个项目必须稳定运行至少两年（“运行”期限从调试验收报告签字日期或使用方出具的运行时间证明文件起计）。电磁流量计应在近10年（2009年1月1日至投标截止日）至少成功应用于2个海上平台或FPSO，且稳定运行不少于两年（“运行”期限从调试验收报告签字日期或使用方出具的运行时间证明文件起计，不晚于2017年1月1日）。所有流量计都不接受未经使用的新试制设备。投标文件必须提供但不限于如下支持文件：1、合同复印件，包括但不限于供货范围、主要技术参数和双方签字/盖章的页；2、调试/验收报告复印件或由招标人/用户签发的运行证明复印件。

3. 有兴趣的合格投标人可通过以下方式获取招标文件：

从2018年12月14日开始至2018年12月21日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（收款人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：****************07037，SWIFTCODE:COMMCNSHBJG），售后不退。

4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2019年1月15日10:30时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦3层308室。

5. 开标时间：定于2019年1月15日10:30时（北京时间）开标。届时请参加投标的代表出席开标仪式。 开标地点：北京市东城区东直门外小街6号海油大厦3层308室。

2. QualificationRequirements:

★ The flowmeter shall be successfully used in at least three newly-built offshore projects (platform or FPSO) in last five years( from Jan 1st,2014 to the deadline of bidding) except Magnetic Flowmetre, each project must runs steadily for no less than two years(starts from the date of signature of commissioning acceptance report or the running time certificate issued by the user). The Magnetic Flowmetre shall be successfully used in two offshore platforms or FPSO in the latest ten years( from Jan 1st,2009 to the deadline of bidding), and runs steadily for no less than two years(starts from the date of signature of commissioning acceptance report or the running time certificate issued by the user, not later than Jan 1st ,2017).Unused prototype equipment shall not be acceptable for all of the flow meters. The bid documents must provide the supporting documents shall including but not limit to as following:1.The copy of the contract, which including but not limited to the pages of scope of supply, main technical parameter and signed/sealed by two parties; 2.The copy of the commissioning/acceptance report, or the copy of the operation certificate issued by the purchaser/user.
