（1）设备制造商应具备航空多点协调高性能结构加载试验室的规划设计、建设能力，在国内外拥有丰富的设计、制造、安装、调试高精度通用协调加载控制系统的经验和经历，并有能力完成设备的设计方案评审、安装调试、用户培训以及提供良好的技术支持。制造商必须有十年以上（含十年）研制、生产该类设备的经验，十年以上（含十年）的销售历史。设备制造商在中国境内已出售的多通道协调加载控制系统应在10套或10套以上，且在境外出售的多通道协调加载控制系统应在5套或5套以上，应在投标文件中提供出售的数量及使用单位等材料；
（2）一旦中标，投标人必须是与买方签订本项目外贸合同的签约方。如投标人不具备与买方签订外贸合同的能力，其投标将被否决。（说明：招标中必须谁投标、谁中标、谁签合同，不能甲投标，乙签合同。）

Qualification requirements :
(1) The equipment manufacturer should have the capability of planning,designing and building the multi-point coordinated high performance structureloading laboratory for aviation, and have enriched domestic and foreignexperience in designing, manufacturing, installing and commissioning thehigh-precision universal coordinated loading control system. It should also becapable of implementing the review of design plan, installation andcommissioning as well as user training and providing favourable technicalsupport. The manufacturer must have at least 10 years’ experience in developingand producing this kind of equipment, and have a sales record for at least 10years. It should have a sales record of at least 10 sets of the multi-channelcoordinated loading control system in the territory of China and of at least 5sets of the system out of the territory of China. The material such as thesales amount and user companies should be provided in the bidding document.
(2) Once win the bid, the bidder must be the signatory of foreign tradecontract with the buyer for this project. If the bidder disabled to sign theforeign trade contract with the buyer, the bid will be rejected. (Explanation:The bidder, successful bidder and the contract signatory must be the same one.Forbid A bidding, B signing the contract.)
