三、投标人资格要求

(1)投标人具有独立订立合同的权利和履行合同的能力，依法取得营业执照或经营许可证明文件；营业执照处于有效期，营业执照、税务登记证、组织机构代码证三证齐全的法人或三证齐全的其他组织。其中：A: 注册资金不少于1000万元(含)人民币或等值货币；B: 2015-2017年度每年的营业总收入不小于4500万元人民币或等值货币；C: 2015-2017年度每年的资产负债率不大于70%；D: 2015-2017年度净利润均为盈利； （以上提供有效的营业执照副本复印件加盖投标人公章及2015年-2017年度会计师事务所审计报告。）(2)投标人应遵守《中华人民共和国招标投标法》及其它有关的中国法律和法规；(3)投标人必须是向招标代理机构购买了招标文件的组织；(4)投标应当符合如下规定：法定代表人为同一个人的两个或两个以上法人不得同时投标；母公司与其全资子公司和/或控股公司不得同时参加投标；(5)投标人在近三年参加的其他采购活动中，没有违法记录；(6)投标人具有所需物资供应能力及质量控制措施，近三年提供的产品在使用过程中未发生重大质量问题；(7)投标人具有良好的商业信誉，健全的财务会计制度，财务状况和市场行为良好。没有处于被有权机关吊销营业执照、吊销资质、停业整顿、取消投标资格以及财产被接管、冻结或进入破产程序等；(8)投标人没有处于因违约、诚信等原因被石油化工行业停用交易资格的状态；(9)投标人无违约行为、失信行为等记录（在国家信息中心主办“信用中国”网站www.creditchina.gov.cn查询是否有失信记录，即截止开标当日评审时未被记入失信名单）；(10)投标人必须是制造商，否则其投标将被否决；(11)投标人应同时具有在有效期内的ISO9000质量管理体系认证证书或同等质量体系认证证书、在有效期内的ISO14000环境管理体系认证证书或同等环境管理体系认证证书、在有效期的OHSAS18000职业健康安全管理体系认证证书或同等职业健康安全管理体系认证证书；注：需提供有效的资质证书复印件加盖投标人公章。（12）投标人业绩：①在近五年内（2013年1月1日以后）具有不少于10套类似汽车鹤管装车撬运行业绩。②具有至少1个项目的EO鹤管装车设备成套业绩，并至少稳定运行两年。③投标人须具备设备整体出厂、且能整体吊装运输至招标人项目现场的能力。投标人应提供能证明业绩的合同复印件，其内容至少应包括项目名称、设备名称、设备规格、设备材料以及签署（含日期）和盖章页等，合同复印件不清晰或不提供合同复印件均视为无效业绩；（13）投标人应当提供在投标截止时间前3个月内由银行出具的资信证明的原件或复印件；（14）本次招标不接受联合体投标；（15）投标人在投标截止时间前需在中国国际招标网上完成注册。

3. Qualification Requirements For Bidder Qualifications or Performance

1）The bidder has the right to independently conclude the contract and the ability to perform the contract, and obtain the business license or business license document in accordance with the law; the business license is valid, the business license, tax registration certificate, organization code certificate, complete legal person or other organizations with three certificates.And：

A．Registered capital of not less than 10 million yuan (including) RMB or equivalent currency

B．Annual gross operating income for 2015-2017 is not less than RMB 45 million or equivalent currency

C．The annual asset-liability ratio for 2015-2017 is no more than 70%

D．2015-2017 net profit is profit

The above copy of the valid business license is stamped with the official seal of the bidder and the audit report of the accounting firm for 2015-2017.

2）Bidders shall abide by the "Tendering and Bidding Law of the People"s Republic of China" and other relevant Chinese laws and regulations.

3）The bidder must be an organization that has purchased the bidding documents from the bidding agency.

4）The bid shall meet the following requirements: two or more legal persons whose legal representative is the same inbridual may not bid at the same time; the parent company and its wholly-owned subsidiaries and/or holding company may not participate in the bidding at the same time.

5）There are no illegal records in the other procurement activities that the bidder participated in in the past three years.

6）The bidder has the required material supply capacity and quality control measures, and the products provided in the past three years have not experienced major quality problems during the use.

7）The bidder has a good business reputation, a sound financial accounting system, good financial status and market behavior. 11）The bidder shall have the ISO9000 quality management system certification or the same quality system certification during the validity period, the ISO14000 environmental management system certification or the equivalent environmental management system certification during the validity period, and the OHSAS18000 occupational health and safety management system certification during the validity period. 12）Bidder performance:

①In the past five years (after January 1, 2013), there are no less than 10 sets of similar crane crane loading operations.

②Complete performance of EO crane loading equipment with at least 1 project and stable operation for at least two years.

③The bidder shall have the ability to ship the whole equipment and transport it to the tenderer"s project site.

The bidder shall provide a copy of the contract that can prove the performance. The content shall include at least the project name, equipment name, equipment specifications, equipment materials, and signed (including date) and stamp pages. The copy of the contract is not clear or the contract is not copied. The pieces are considered invalid performance;

13) The bidder shall provide a bank reference letter in original or its copy issued by their account banks within 3 months prior to the time of bid opening;
