1．中化建国际招标有限责任公司（以下简称“招标机构”）受中海浙江宁波液化天然气有限公司委托，邀请合格投标人就浙江LNG接收站二期工程项目的下列全新货物和有关服务进行国际公开招标, 现邀请投标人对下列货物和服务提交密封投标：

货物名称：安全阀、真空阀

数量：101台

交货期：

关境外提供的货物自合同签订之日起270日货到中国宁波港；

关境内提供的货物自合同签订之日起270日到达浙江省宁波市北仑区郭巨街道白中线峙北段388号浙江LNG接收站业主指定现场。

2．业绩和资格要求：

1）投标人必须是具有独立法人资格的低温安全阀、真空阀制造商或代理商。

独立法人资格要求：关境内投标人应提供有效的营业执照、组织机构代码证、税务登记证等。关境外投标人应提供有效的独立法人证明。以证明投标人具有独立法人资格。

代理商要求：如果投标人所投的货物不是投标人自己制造的，投标人应得到货物制造商的同意以及证明其在本次投标中唯一提供该货物的正式授权书。

2）财务要求：投标人应提供2015-2017年审计机构出具的财务审计报告及经审计的财务报表，包括资产负债表、现金流量表、利润表。

2015-2017年三年平均净资产：不低于等值300万元人民币

2015-2017年三年平均资产负债率：小于0.85

3）技术和生产能力要求：制造商应具有国家质监局颁发的特种设备制造许可证和ASME UV认证，且证书在有效期内。

4）业绩要求：制造商自2008年1月1日至投标截止之日具有2个或2个以上LNG接收站（规模不小于200 万吨/年，且已稳定投用）的安全阀、真空阀使用业绩。其中包含储罐真空阀、储罐安全阀、工艺安全阀的供货业绩，具体技术要求如下：

（1）储罐真空阀（重锤式，压力等级≥ 150LB，操作温度≤-160℃）。

（2）储罐安全阀（先导式，压力等级≥150LB，操作温度≤-156.5℃）。

（3）工艺安全阀（弹簧式，压力等级≥900LB，泄放温度≤-70℃）。

供货业绩应提供相关证明材料包括：合同复印件（应包括合同首页、合同签订日期页、交货日期页、双方签字盖章页、供货范围/工作范围描述页、主要技术参数页等关键页面，原件备查）、用户联系方式、用户反馈意见（包括供货数量、投用时间、运行状况，并加盖用户单位公章或用户代表签字）。无法提供证明材料的业绩为无效业绩。

5）质量管理体系要求：制造商应提供ISO9001质量管理体系认证证书，且证书在有效期内。

3．主要技术要求：

1）安全阀及其他阀门附件等必须在阀门制造厂总成，测试。提供原产国商会出具的原产地证书。

2）低温安全阀应该采用不锈钢阀座，并采用PTFE/PCTFE/PEEK阀瓣形式的可靠固定的软密封，不得采用O型圈形式密封。

4．有兴趣的合格投标人可通过以下方式获取招标文件：

从 2019年1月3日开始至2019年1月10日止，请登录中国海洋石油集团有限公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。售后不退。如未在系统中领购招标文件，不可参加投标。本招标文件每套售价为2000元人民币或300美元，售后不退。另外，投标人还需要在中国国际招标网（http://www.chinabidding.com/）注册成功并通过平台审核。

5．投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金并于2019年1月24日10:00时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4层403号会议室，在此时间后收到的投标文件恕不接受。

6．开标时间：定于2019年1月24日10:30时（北京时间）开标。届时请参加投标的代表出席开标仪式。

7．开标地点：北京市东城区东直门外小街6号海油大厦4层403号会议室。

Project: Zhejiang LNG Terminal Project (phase II) Safety & Vacuum Valves

1.CNCCC International Tendering Co., Ltd.(hereinafter called “Tendering Agent”), for and on behalf of CNOOC Zhejiang Ningbo LNG Co., Ltd (hereinafter called "Purchaser") invites sealed bids from eligible bidders for the supply of following equipment:

Delivery Schedule:

For goods offered from outside PRC customs territory: arrive at Ningbo Port, China within 270 days from the date of the signing of the contract.

For goods offered from within PRC customs territory: arrive at Zhejiang LNG Terminal Project Site (Address: No. 388, Bai-zhong Line, Guoju Street, Beilun District, Ningbo City, Zhejiang Province, China.) within 270 days from the date of the signing of the contract.

2.Qualificationrequirement:

1) Bidder must be manufacturer or agent that have the independent legal person qualification.

Bidder from within the PRC Customs Territory shall provide valid business license, Organization Code Certificate and tax registration certificate. Bidder from outside the PRC Customs Territory shall provide valid independent legal entity certificate.

If the goods is not manufactured by bidder, the bidder shall obtain the only legal official authority of the manufacturer that the bidder could provide the goods for the bid in China.

2) Bidder shall submit 2015-2017 audited financial report issued by auditing agency, including balance sheets, cash flow statement, profit statement.

Average net assets in the three years from 2015 to 2017: not less than RMB 3,000,000 or equivalent;

Average asset-liability ratio in the three years from 2015 to 2017: less than 0.85.

3) The manufacturer shall have the Manufacture license of Special Equipment issued by the State Quality Supervision Bureau, and the ASME UV certificate, and the above certificates shall be in valid period.

4) Performance requirements: Manufacturer shall have 2 or more LNG receiving terminals (The scale is not less than 2 million tons per year , and the reference shall have been put into use) safety valve and vacuum valve supplying and using performances from January 1, 2008 to the deadline of bidding, and the performances shall include tank vacuum valves, tank safety valves and process safety valves with technical requirements as follows:

(1) Tank vacuum valve (heavy hammer type, pressure class ≥150LB, operating temperature ≤ -160 °C).

(2) Tank safety valve (pilot type, pressure class ≥150LB, operating temperature ≤ -156.5 °C).

(3) Process safety valve (spring type, pressure class ≥900 LB, bleed temperature ≤ -70 ° C).

The proof materials include the homepage of contract, the sign date page of contract, the delivery date page of contract, the both parties signed and stamped page of contract, the description page of Goods scope or Work scope, the key pages of main technical parameters, the confidential commercial information can be hidden, The original copy for reference), contact information of users, the user’s feedback(include quantity supplied, operating time, operating condition, and with user’s official seal or representative signature)and etc. The performance without certification documents will be treated as invalid performance.

5）Manufacturer shall have the ISO9001 quality management system certification and the certificate is valid.

3.Maintechnical requirement:

(1) Safety/relief valves and other valve accessories must be assembled and tested in manufacturing plant. The Vendor should provide the Certificate of Origin.

(2) Safety/Relief valve for cryogenic application shall be stainless steel valve，used with PTFE/PCTFE/PEEK disc for reliable seat tightness, O-ring sealing is prohibited.

4.Allthose who are willing to participate in the bids are kindly requested to :enter into website http://buy.cnooc.com.cn to purchase thebidding documents (electronic edition) on line from Jan?3, 2019 to Jan?10, 2019 upon non-refundable payment of RMB2000 orUSD300 for each copy. Bidder fails to purchase Bidding Documents onlineis not eligible to bid.
