1. 中化商务有限公司（招标代理机构）受中化泉州石化有限公司（招标人）委托，以国际招标方式邀请潜在投标人就下列货物和有关服务提交密封投标：

2. （有兴趣或被邀请）的潜在投标人可从中化商务有限公司得到进一步的信息和查阅招标文件。

3. 对投标人的资质要求：

1) 投标人必须是制造商或制造商所在集团公司所属的销售子公司，否则其投标将被否决；

2) 投标人应具有营业执照（营业登记）/经营许可证明文件，且注册资本不应低于1500万美元（或按照招标文件发布当日的汇率换算的等同人民币）（需提供有效的营业执照副本复印件并加盖投标人公章）；

3) 制造商应具有在有效期内的ISO9000质量管理体系认证证书或同等类型证书、ISO14000环境管理体系认证证书或同等类型证书和OHSAS18000职业安全健康管理体系认证证书或同等类型证书；

4) 投标人具有3套及以上应用在石油、化工装置的螺杆制冷机组（单套制冷量≥900KW）的供货业绩。证明材料：需提供业绩清单并提供业绩合同关键页复印件加盖公章，需标明型号、用户名称、用户所在地、投用时间、装置规模等；

5) 投标人应当提供在开标日前3个月内由银行出具的资信证明的原件或复印件。

6) 本项目不接受联合体投标。

7) 投标人在投标前需在中国国际招标网上完成注册。评标结果将在中国国际招标网公示。

4. （有兴趣或被邀请）的潜在投标人可于2019年1月7日至2019年1月14日每天（节假日除外）9:00至16:00时（北京时间）在下列地点购买招标文件，本招标文件售价为3000元人民币或500美元，售后不退（邮购须另加100元人民币或20美元）。任何未在中化商务有限公司领购招标文件的法人或其他组织均不得参加投标。

1. Entrusted by Sinochem Quanzhou Petrochemical Co., Ltd （Tenderee）, SINOCHEM Commerce Co., Ltd. （Tendering Agent） invites sealed bids by international （competitive or invitation） from eligible bidders for the supply of the following goods and related services:

2. Interested or Invited bidders may obtain further information and refer to Bidding Documents from SINOCHEM Commerce Co., Ltd.

3. Qualification Requirements For Bidder：

1) The bidder must be the Goods’ manufacturer or selling company under the same name of Goods’ manufacturer; otherwise, the bid will be rejected;

2) The bidder shall have a business license （business registration） / business license certification, the registered capital shall not be less than usd 15 million (or equivalent to RMB at the exchange rate on the day the tender documents are issued);

3) The manufacturer shall have ISO9000, ISO14000 and OHSAS18000;

4) The bidder has the supply performance of 3 sets or more screw refrigeration units (single set of cooling capacity is more than 900KW) applied in petroleum and chemical equipment.Proof materials: performance list and copies of key pages of performance contract should be provided with official seal, indicating model, user name, user location, operation time, device size, etc.

5) The bidders should provide a bank reference letter in original form or its copy issued by their account banks within 3 months prior to the time of bid opening. （The copy needs to be signed or sealed by the representative of bidders）.

6) Joint venture is not accepted.

7) Bidders must complete registration on the China International Bidding website before bidding. The results of the bid evaluation will be announced in the China International Bidding Network.

4. Interested or Invited bidders may purchase Bidding Documents at the place hereafter from Jan. 7th, 2019 till Jan. 14th, 2019 during the period 09:00~16:00 （Beijing time） upon non-refundable payment of RMB 3,000.00 or USD 500.00 for each complete set of bidding documents （for mail order, an additional RMB 100.00 or USD 20.00 for each set isrequested）. Bidders that fail to fill out the purchase record of the Bidding Documents shall be rejected.
