二、项目概况和招标范围
项目规模：中化泉州100万吨/年乙烯及炼油改扩建项目已取得福建省发改委的批复，废液焚烧设施采购已具备招标条件，本次招标主要采购2套废液焚烧设施。

三、投标人资格要求
1)投标人应具有营业执照（营业登记）/经营许可证明文件（需提供有效的营业执照副本复印件并加盖投标人公章）；2)投标人所投产品需具有相关强制性认证证书（需提供证书相应复印件加盖投标人公章）。3)投标人或其技术提供方需具有已建成POSM装置或POSM类似装置废水焚烧成套设施的实际运行业绩，且单台焚烧炉处理规模（处理高含盐废水/废液）在10t/h及以上。备注：①POSM装置指环氧丙烷/苯乙烯联产法装置，POSM类似装置指PO/MTBE、PO/CHP等共氧化法PO生产装置。②投标人或其技术提供方应提供POSM装置或POSM类似装置废水焚烧处理设施的业绩列表和合同复印件等证明材料（其内容至少应包括项目名称、装置生产工艺、工作范围、供货范围、合同时间以及签署和盖章页等，合同必须要有业绩的技术成套商签署或共同签署）。4)投标人应当提供在开标日前3个月内由银行出具的资信证明的原件或复印件。5)投标人承诺，严格执行《市场监管总局办公厅关于开展电站锅炉范围内管道隐患专项排查整治的通知》市监特函〔2018〕515号。6)本项目只接受技术提供方或其与其他单位组成的联合体投标，当投标人为联合体时，应提交联合体协议。联合体牵头人需具有已建成POSM装置或POSM类似装置废水焚烧成套设施的实际运行业绩。7)本项目不允许代理商直接投标。8)投标人在投标前需在中国国际招标网上完成注册。评标结果将在中国国际招标网公示。

采购标的物：废液焚烧设施主要技术规格要求：废液焚烧设施用于处理来自PO/SM装置、EO/EG装置排放的废液，主要分为三股，分别为来自PO/SM装置热回收塔的AP酸性废液，来自PO/SM装置洗涤系统、MPG回收塔、脱水反应器等产生的HPW高污染废液以及EOEG装置重醇废液。本装置废液焚烧设施要求采用先进的焚烧技术把废液、废油（燃料）充分燃烧，低NOx燃烧，以防止NOx二次污染，且能合理回收热能，副产工厂所需品质的高压蒸汽。交货期/工期/服务期：中标通知发出后10个月内全部交货至项目现场，或按招标人指定日期货到项目现场。交货地点/施工地点/服务地点：福建省泉州市惠安县泉惠石化工业区内（东桥镇）买方指定地点。

Waste liquid incineration facilities are designed to process waste liquid from POSM plant and EOEG plant. There are mainly 3 streams of waste liquid to be incinerated, which are acidic waste liquid from evaporator of POSM plant, waste liquid from scrubbing system, MPG recovery column, dehydration reactor of POSM plant, waste liquid of EOEG plant respectively. This plant adopt advanced technology to fully burn waste liquid , waste oil(fuel), low NOx incineration to avoid NOx second time pollution and utilize thermal energy to the extent possible, produce by product high quality steam required by plant.

3.Qualification Requirements For Bidder：
1)The bidder shall have a business license (business registration)/ business license certification, the bidder should provide the corresponding photocopy with official seal.
2)The bidder"s products should have relevant compulsory certificates, the bidder should provide the corresponding photocopy with official seal.
3)Bidders or the technology provider shall have actual operation performance of completed waste water incineration facilities of established POSM Plant or POSM similar Plant with a single incinerator treatment scale (treatment of high-salinity wastewater/waste liquid) of 10t/h or above.
Remarks:
①POSM plant means “propylene oxide and styrene monomer cogeneration device”, POSM similar plant means PO/MTBE, PO/CHP and other co-oxidation PO production plant.
②Bidders or the technology provider shall provide performance list, copy of Contract and other evidentiary documents(At least, its content shall include the name of project, manufacturing process of plant, the scope of work, the scope of supply, the period of the contract and the signed and stamped page. The contract must be signed by supplier with relevant performance of technology completed equipment or co-sign.).
4)The bidders should provide a bank reference letter in original form or its copy issued by their account banks within 3 months prior to the time of bid opening.
5)The bidder promises to strictly implement “The notice of the general office of the general administration of market supervision on the special investigation and rectification of pipeline hidden dangers within the scope of power station boiler” issued by the municipal supervision special letter [2018] no. 515.
6)This project only accepts the bidding of the technology provider or the consortium formed by technology provider with others. When the bidder is a consortium, the consortium agreement shall be submitted. The consortium leader shall have actual operation performance of completed waste water incineration facilities of established POSM Plant or POSM similar Plant.
7)Direct bidding by agents is not allowed in this project.
8)Bidders must complete registration on the China International Bidding website before bidding. The results of the bid evaluation will be announced in the China International Bidding Network.
4.Interested or Invited bidders may purchase Bidding Documents at the place hereafter from Jan. 25th, 2019 till Feb. 1th, 2019 during the period 09:00~16:00 （Beijing time） upon non-refundable payment of RMB 3,000.00 or USD 450.00 for each complete set of bidding documents （for mail order, an additional RMB 100.00 or USD 20.00 for each set is requested）.
