2.资格标准：

投标人所投标的油中含水分析仪应为制造厂家的成熟产品，买方不接受新试制产品。投标人所投产品应具有至少两个项目在海洋石油平台或FPSO上运行两年及以上（从交货验收合格日期或使用方出具的运行时间证明文件起计）的业绩，并提供相应的书面材料证明（书面材料是指：合同及相应交货验收单或合同及相应使用方出具的有效证明文件）；上述文件中如未包含油中含水分析仪所在设施的名称及使用方信息，投标人应提供有效说明文件。未提交业绩证明文件，或所提供的业绩证明文件无法验证签署时间、货物名称、供货数量、使用环境、微波法测量原理技术，均视为无效业绩。

3. 有兴趣的合格投标人可通过以下方式获取招标文件：从2019年3月1日开始至2019年3月8日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（受益人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：****************07037，SWIFTCODE:COMMCNSHBJG），售后不退。

2. QualificationRequirements

?The water in oil analyzers provided byVENDOR shall be the mature products of the manufacturers, new trial productswould not been accepted. The products provided by VENDOR should have at leasttwo projects had successful applications in offshore platform/FPSO for twoyears ( From the date of acceptance of delivery or the certificate issued byUSER). The VENDOR shall provide the corresponding documents (written materialrefers to: contract and the commissioning acceptance documents or contract andthe effective proof certificate issued by the operator). If the above documentsdo not contain the name of the facility where water in oil analyzer is locatedand the information of the user, the bidder shall provide a valid document.Failure to submit a performance certificate or to provide a performancecertificate that fails to verify the time of signing, the name of the goods,the quantity of goods supplied, the environment in which they are used, and theprinciples and techniques of microwave measurement are regarded as invalidperformance.
