1．中化建国际招标有限责任公司（以下简称“招标机构”）受中海浙江宁波液化天然气有限公司委托，邀请合格投标人就浙江LNG二期工程项目的下列全新货物和有关服务进行国际公开招标, 现邀请投标人对下列货物和服务提交密封投标：

货物名称：高压泵

数量：5台

交货期：分两批交货，第一批包括顶板、吸入罐、动力/仪表接线箱及厂家可同批提供的设备，第二批包括泵和备件等。

关境外提供的货物：第一批于合同签订之日起360日到达中国宁波港，第二批于合同签订之日起390日到达中国宁波港。

关境内提供的货物：第一批于合同签订之日起360日到达浙江省宁波市北仑区郭巨街道白中线峙北段388号浙江LNG接收站业主指定地点；第二批于合同签订之日起390日到达浙江省宁波市北仑区郭巨街道白中线峙北段388号浙江LNG接收站业主指定地点。

2．业绩和资格要求：

1）投标人必须是具有独立法人资格的高压泵制造商或代理商。

独立法人资格要求：关境内投标人应提供有效的营业执照、组织机构代码证、税务登记证或三证合一后的营业执照；关境外投标人应提供有效的独立法人证明。

代理商要求：如果投标人所投的货物不是投标人自己制造的，投标人应得到货物制造商的同意以及提供证明其在本次投标中唯一提供该货物的正式授权书。

2）业绩要求：投标人应提供制造商自2008年1月1日至投标截止之日境内LNG接收站（规模不小于200 万吨/年，且已稳定投用）高压泵供货业绩清单。

3）质量要求：投标人应提供制造商在有效期内的ISO9001质量管理体系认证证书。

3．有兴趣的合格投标人可通过以下方式获取招标文件：

从 2019年3月12日开始至2019年3月19日止，请登录中国海洋石油集团有限公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元，售后不退。如未在系统中购买招标文件，不可参加投标。另外，投标人还需要在中国国际招标网（http://www.chinabidding.com/）注册成功并通过平台审核。

4．投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金并于2019年4月2日10:00时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4层426号会议室，在此时间后收到的投标文件恕不接受。

5．开标时间和开标地点：定于2019年4月2日10:00时（北京时间）在北京市东城区东直门外小街6号海油大厦4层426号会议室开标。届时请参加投标的代表出席开标仪式。

1.CNCCC?InternationalTendering Co., Ltd.(herein?after called “Tendering Agent”), for?and on behalf?of CNOOC?Zhejiang Ningbo LNG Co., Ltd.(herein?after called"Purchaser") invites sealed bids from?eligible bidders for the supply?of?following equipment:

Name of Goods: High?pressure?pump

Quantity: 5?sets

Delivery Schedule: Goods?shall be delivered in two batches, the first batch includes column headplates, suction vessels, power/instrument junction boxes and equipment that can?be provided by the manufacturer in the same batch; the pumps and the spare?parts as the second batch.

For?goods?offered from outside PRC customs?territory: the first?batch arrived at Ningbo Port, Zhejiang, P.R. China within?360?days from the?date of the signing of?the?contract, the second batch arrived at NingboPort, Zhejiang, P. R. China within?390?days from the date of the signing of?the?contract.

For?goods?offered from within PRC customs?territory: the first?batch arrived at Zhejiang LNG?Terminal?Project Site (Address: No. 388,Bai-zhongLine, Guoju Street, Beilun?District, Ningbo City, Zhejiang Province, China.)within360 days from?the date of?the signing of the?contract, the?second batch arrived at Zhejiang LNG?Terminal?Project Site (Address: No.388,Bai-zhong Line, Guoju Street, Beilun?District, Ningbo City, ZhejiangProvince, China.) within390 days from?the date of?the signing of?the?contract.

2.Qualification?requirement:

1) Bidder shall be?manufacturer or authorized agent designated?by?manufacturer?with the?qualification of independent legal entity.

Bidder from within the PRC?Customs Territory shall provide valid?business?license,organization code?certificate and tax registration?certificate?or?business?license after the integration of the three certificates.

Bidder?from outside the PRC?Customs Territory shall provide valid?independent?legal entity certificate.

If the goods is not?manufactured by bidder, the bidder?shall?obtain?the?only legal official authority of the manufacturer that the?bidder?could?provide?the goods for the bid in China.

2) The manufacturer?shall?have?high?pressure?pump?supply?performance?of?LNG receiving terminal within PRC?customs?territory?(The receiving?LNG?terminal capacity shall not be less than 2?milliontons per year and shall?have?been put into operation) from?January?1st, 2008 to the deadline?for submission of the bid.?The?bidder?shall?submit?the?manufacturers?performance?list?of?supplying?high?pressure?pump?during?the?aforesaid?time?range.

3）Bidder shall provide?the ISO?9001 quality management?system certification of manufacturer and the?certificate?is?valid.

3.The?interested?bidders may obtain the bidding document by?the?following method:?Please login at?China National Offshore Oil Corporation Procurement Platform?(https://buy.cnooc.com.cn)?on?the page of invitation for bid for purchasing?bidding document from March 12th,2019 to March 19th, 2019. For the first time of?login, a?registration (free?of charge)?is needed and only after successful?registration,?bidder can?purchase bidding?documents online. The whole purchasing?process must?be?operated online and?offline payment will not be accepted. After?successful?payment?of RMB 2000.00?or USD 300.00 for each copy of bidding?documents which?is?non-refundable,?bidder may download the bidding documents.?Bidder fails to?purchase?bidding?documents online is not eligible to bid.
