咨询服务任务内容包括：

在充分了解西宁市城市道路交通发展现状，并对其发展趋势进行科学、合理的分析的基础上，提出西宁市道路交通网络承载能力的研究方法，预测未来交通需求，并提出有效提高路网承载能力的各类方法，具体提供以下方面的服务：

1）城市交通发展概述；

2）国内外相似城市交通最佳实践案例；

3）西宁城市交通现状问题分析；

4）基于路网承载能力测试的西宁城市交通发展趋势分析；

5）西宁市城市交通拥堵应对体系框架；

6）基于路网承载能力测试结果的西宁中心区交通改善研究；

7）西宁道路交通建设规划优化与道路承载能力提升措施研究。

此外咨询服务任务内容属于机构能力建设，包括人员培训与软件设备购置等。

咨询服务期：18个月

(研究规划年限为2030年，现状基年为2019年。咨询机构总人月数计划为92个人月)

世界银行贷款西宁城市交通项目建设办公室（PMO，业主）和中国技术进出口集团有限公司(代理机构）现邀请合格的咨询顾问对此任务表达兴趣。有兴趣的咨询顾问必须提供信息(包括但不限于：公司介绍、类似任务经验、类似条件下开展工作的经验、具有适当技能的人员等)说明其有资格完成该任务。进入短名单的公司需满足：

1. 咨询顾问具有独立法人资格，经营正常且财务状况良好；

2. 咨询顾问在近5年内，独立或作为联合体成员具有完成不少于2项城市交通模型和类似于公共路网承载能力及未来交通改善策略研究课题的咨询服务；

3. 并具有适当技能的人员。

感兴趣的咨询顾问应注意世界银行出版的《国际复兴开发银行贷款和开发协会信贷和赠款世界银行借款人选择和聘请咨询顾问》2011年1月版本中第1.9段有关利益冲突的条款。

咨询顾问可以通过组成联合体或选择分包商以提高资格能力。组成联合体的所有成员或所有分包商均应满足前述咨询机构和人员要求。

咨询顾问将根据世界银行“选择和聘请咨询顾问指南”中规定基于质量和费用选择—QCBS(Quality and Cost Based Selection )的程序进行选择。

REQUEST FOR EXPRESSIONS OF INTEREST

Assignment Title:Study on Road Network Carrying Capacity and Transport Improvement Strategy for Xining

Reference No.：XNZX04305

The People’s Republic of China has received financing from the World Bank toward the cost of the Qinghai Xining Urban Transport Project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include of the following tasks,

Based on fully understand the status of urban road traffic in Xining, the Consultants should conduct scientific and rational analysis of its development trend, then propose a methodology for study on road network capacity, predict future traffic demand and put forward suggestions for improving road network capacity. The tasks include:

(1)Overview of urban transport development;

(2)The best practice cases of similar urban traffic at domestic and abroad;

(3)Analysis of urban traffic situation in Xining;

(4)Analysis of Xining urban transport development trend based on testing of road network capacity;

(5)Traffic Congestion Management System Framework;

(6)Transport improvement for Xining central city;

(7)Xining road network construction plan optimization and capacity improvement method.

The services also includes improving capacity of domestic Institutional, staff training and software equipment procurement .

Period: of service: 18months

(The planning year is 2030 and the base year is 2019. The consulting service is estimated to take 92 person-months ）.

The Qinghai Xining Urban Transport Project Management Office (PMO), and China National Technical Import and Export Corporation (the agent) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are:

1.The interested party should be a normally operating business with good financial status; and

2.It should also have more two (2) experiences of similar tasks consulting service project , such as construction model of urban transportation, study of public road network carrying capacity and research of future traffic improvement strategy projects in the past five years.

3.To have enough employees with relevant skills；

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers [edition: January 2011 ](“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or sub-consultancies to enhance their qualifications.

A Consultant will be selected in accordance with the QCBS(Quality and Cost- Base Selection)method set out in the Consultant Guidelines.
