1. 中化建国际招标有限责任公司（以下称为“招标代理机构”）受海洋石油工程股份有限公司（以下称为“招标人”）委托，就海洋工程技术服务公司所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

CNCCC International Tendering Co., Ltd. (hereinafter referred to?as “the Tendering Agent”), entrusted by Offshore?Oil Engineering Co.,Ltd. (hereinafter referred to as “Tenderee” ), intends to purchase the Goods?and the relevant services required?under the project of?Offshore Engineering Technology Services?Branch?by International?Competitive Bidding. The?Bidders are kindly requested to provide the following?Goods?and services with sealed bids.

主要技术参数：

本次所购置设备需具有从内部向外切割钢桩以及多层套管的功能。钢桩切割壁厚≥120mm，多层套管切割厚度≥600mm（含夹层内的空腔或水泥）。设备需配备切割验证系统，用于对切割过程和切割效果进行实时监测和记录。

The equipment shall have the function of cutting the pile and?multicasing internally. The minium thickness for cutting piles shall be no less?than120mm (≥120mm). The minium thickness for cutting multi casing?shall be no less than 600mm (≥600mm,including?air gap and cement). The equipment shall have the cut verification?system, to?monitor the cutting process and cutting?performance in real time and record?accordingly.

设备切割范围至少包括直径9 5/8"~20"（多层套管），直径30"~72"（钢桩）

Equipment cutting ability shall at least range from diameter95/8" to 20" (multi casing), range from diameter 30" to72"(pile)；

系统额定压力：≥29000psi

The system rated pressure:≥29000psi;

2. 对投标人的资格和业绩要求：

（1）资格要求

Requirements for?Qulification of Bidder

A. 设备制造商须持有ISO 9001质量管理体系认证证书。

The supplier?shall have obtained ISO9001?certificate.

B. 如果投标人为代理商，投标人应得到所投货物制造商同意其在中国为本次投标提供该货物的合法正式授权书。

If the?bidder is an agent, the Bidder shall be duly authorized by?the goods’Manufacturer to supply the goods in this bidding project?in?China.

（2）业绩要求：

Requirement for Biddersreference:

买方不接受未经使用的试制产品。设备制造商具备近5年 (签约时间在2014 年1月1日至2018年12月31日)2台及以上额定压力≥29000psi高压水切割设备销售业绩。

The?unused proto?type equipment shall not be acceptable.The?Manufacturer shall have the experience of sold?at least 2 sets of water jet cutting?equipment with the rate?pressure?≥29000psi in the past 5 years（signing?time?from?Jan.1st,2014?to?Dec.?31st,2018）.

投标人须提供销售合同复印件，内容包括但不限于:合同签署时间、货制造商名称、产品名称、额定压力及数量等。未提供销售合同复印件，或所提供的合同复印件无法验证上述信息，均视为无效业绩。

The Supplier shall provide thecopy?of?sales?contract,?which?shallincludes but not limited:the time?of?contract?signing,?name?of?manufacture, product name,rate?pressure, quantity, etc.Absence?of the copy?of?contract?or the failure to verify above information?in?the?copy?of?contract，the reference shall be?deemed as invalid.

3. 有兴趣的投标人可通过以下方式获取招标文件：从2019年3月25日开始至2019年4月1日止，请登录中国海洋石油总公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或350美元，售后不退。如未在系统中购买招标文件，不可参加投标。

The interested Bidders may obtain the bidding document by?following?method: Please login at CNOOC Procurement Operation?System(https://buy.cnooc.com.cn) on the page of Invitation for bid forpurchasing?Bidding Document from March?25th, 2019 to April?1st,2019. For the first?time of?login, a registration (free of charge) is needed and only after?successful?registration, Bidder can purchase Bidding documents online. The whole?purchasing?process must be operated online and offline payment will not be accepted.After?successful payment of RMB 2000.00 or USD 350.00 for each copy of?Bidding?Documents which is non-refundable, Bidder may download the Bidding?Documents.Bidder fails to purchase Bidding Documents online is not eligible tobid.

4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2019年4月15日上午9:30（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4楼会议室。在此时间后收到的投标文件恕不接受。

The deadline and place for submission of bid: All bids must?be?accompanied by a bid security as specified and must be delivered to 4th?floor?meeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng?District,?Beijing100027, P. R. China at or before?9:30 am (Beijing Time) on April?15,?2019 Any bid beyond the required time and date shall be subject for?rejection.
