3. 投标人资格要求

3.1投标人必须是来自中华人民共和国或是与中华人民共和国有正常贸易往来的国家或地区的设备制造商或代理商。

3.2投标人如为代理商，投标人须提交货物制造商出具的正式授权书原件，否则将否决其投标。

3.3投标人如为制造商，投标人须提供营业执照（营业登记类证明文件）或经营许可证明文件的复印件。

投标人如为代理商，投标人除提供自身营业执照（营业登记类证明文件）或经营许可证明文件，还须提供制造商的营业执照（营业登记类证明文件）或经营许可证明文件的复印件。

3.4投标人应当提供在开标日前3个月内投标人基本账户开户银行开具的银行资信证明的原件或复印件。

3.5投标人所提供的设备须是全新成套进口产品、且技术成熟、性能可靠，2016年以来在中华人民共和国境内（香港、澳门、台湾除外）市场至少有1台成功使用业绩，且用户反映良好（投标人提供的业绩只能是制造商生产的同类产品），投标人在投标时须提供供货合同复印件（至少包含签章页及关键内容）和终验收证书复印件，用户使用证明等证明材料，否则视为无效业绩；

3.6 投标人在中华人民共和国境内须设有售后维修服务机构并设有一定规模的备件库，用户所在地有常驻服务人员，能迅速响应用户需求。

3.7 投标人没有处于被责令停业、财产被接管、冻结、破产等状态；投标人没有处于投标资格被暂停或取消等处罚期内、没有处于禁止市场准入等情形，且2014年以来没有发生过较大影响的安全责任事故；

3.8本次招标不接受联合体投标。

3.9如投标人是中华人民共和国境内投标人，则至投标截止时间，投标人若被人民法院列为失信被执行人或被中华人民共和国应急管理部（包括原国家安全监管总局）列入安全生产不良记录“黑名单”，其投标将被否决。

After the equipment is delivered to the Buyer’s site,the Seller must, within twenty (20) workdays as of the receipt of the Buyer’snotification, dispatch technician(s) to go to the Buyer’s site and takeresponsibility for the equipment’s installation, commissioning, trial operationand handover for use there, moreover, the technician must be an expert in thisfield or accompanied by such an expert, and carry with necessary special tools.The total time of installation and commissioning (at the user’s factory) shallnot exceed ten (10) workdays. Finally the equipment must meet the Buyer’snormal use requirements, and the technician must guarantee that the Buyer’soperator(s) can use the equipment correctly.

3. Qualificationrequirements for the bidder

3.1 The bidder must comefrom China or be equipment manufacturer or agent from country or region havingnormal trade relations with China.

3.2 Ifthe bidder is an agent, itshall offer a formal letter of authorization in original from the manufacturer,otherwise its bid shall be vetoed.

3.3 If the bidder is a manufacturer, itmust provide a photocopy of business license (business registrationcertificate) or business permit.

If the bidder is an agent, it shall not only provideits business license (business registration certificate) or business permit, but also provide a photocopy of themanufacturer’s business license (business registration certificate) orbusiness permit.

3.4 Thebidder shall provide the original or photocopy of the bank credit certificateissued by the bank that opened the basic account within 3 months before the bidopening date.

3.5 Theequipment to be supplied by the bidder must be imported bran-new completeequipment mature in technology and with reliable performance, moreover, atleast one (1) set of such equipment shall have been successfully used and wonfavorable user comment(s) in the Chinese mainland since 2016 (the salesperformance to be shown by the bidder must correspond to the same type ofproduct made by the manufacturer), in particular, the bidder must submit aphotocopy of the sales contract (at least including the seal and signature pageand the key content), a photocopy of the final acceptance certificate, usercertificate and other supporting documents when bidding for the project, or theproclaimed sales performance will be invalid;

3.6 Thebidder must have after-sales service center(s) with a spare parts warehouselarge enough within the PRC territory, moreover, the after-sales service centershall have resident service worker(s) in the city where the user is and canimmediately respond to the user’s need.

3.7 Thebidder must not be ordered to stop or suspend its business operation, underproperty handover or freeze, bankrupt or trapped in other awkward situations;not be in a penalty period upon suspension or cancellation of qualification fora bidder or other problems, or forbidden to enter the market or in otherunfavorable conditions, moreover, the bidder must have been free of gravesafety accidents since 2014.

3.8 Jointbid will not be accepted in this bidding.

3.9 Fora domestic bidder, before the deadlinefor submission of bids, if thebidder is listed as dishonestexecutorby the people’s court(s) or inthe “blacklist” of work safety demerits by the Ministry of Emergency Managementof the People’s Republic of China (including original State Administration ofWork Safety, its bid shall be vetoed.
