3.1投标人必须是来自中华人民共和国或是与中华人民共和国有正常贸易往来的国家或地区的设备制造商。

3.5投标人2014年至今应具有三个及以上在主要性能、试验精度方面不低于本次招标设备要求的类似产品业绩，投标人须出具相关销售合同复印件（含合同首尾页、盖章页、设备名称、型号及清单页等，业绩个数以合同个数为准）。

3.6如投标人是中华人民共和国境内投标人，则至投标截止时间，投标人若被人民法院列为失信被执行人或被中华人民共和国应急管理部（包括原国家安全监管总局）列入安全生产不良记录“黑名单”，其投标将被否决。

3. Qualification requirements for the bidder

3.1 The bidder must come from China or be equipment manufacturer from country or region having normal trade relations with China.

3.2 The bidder must provide a photocopy of business license (business registration certificate) or business permit.

3.3 The bidder must have complete quality management system, and provide valid quality management system authentication certificate (ISO9001 series certificate).

3.4 The bidder shall provide the original or photocopy of the bank credit certificate issued by the bank that opened the basic account within 3 months before the bid opening date.

3.5 The bidder shall have ever sold no less than three similar products with main performance and testing accuracy not lower than related requirements for the equipment to be provided as of 2014, and shall present the photocopies of the relevant sales contracts (including the first and back pages, sealed, device name, model and list page). The number of performance case shall be based on number of contract.

3.6 For a domestic bidder, before the deadlinefor submission of bids, if the bidder is listed as dishonestexecutorby the people’s court(s) or in the “blacklist” of work safety demerits by the Ministry of Emergency Management of the People’s Republic of China (including original State Administration of Work Safety, its bid shall be vetoed.

4. Acquisition of bidding document
