1. 中化商务有限公司（招标代理机构）受中国石化工程建设有限公司（招标人）委托，以国际招标方式邀请潜在投标人就下列货物和有关服务提交密封投标：

220万吨/年柴油加氢裂化装置提升杆球阀 11个

2. 有兴趣的潜在投标人可从中化商务有限公司得到进一步的信息和查阅招标文件。

3. 对投标人的资质要求：

1) 投标人必须是①制造商或制造商所在集团所属的销售子公司（制造商所在集团所属的销售子公司需出具说明函说明其和制造商所在集团的关系，并加盖销售子公司的公章）；或②制造商或制造商所在集团所属的销售子公司直接授权的代理商，则需提供长期授权书或针对本项目的唯一授权函（长期授权书复印件或针对本项目的唯一授权函复印件加盖公章），否则其投标将被否决；

2) 投标人应具有营业执照（营业登记）/经营许可证明文件；

3) 制造商应具有在有效期内的ISO9001质量管理体系认证证书；

4) 投标产品近5年在中国境内应具有不少于3个加氢装置中的应用业绩（2年以上良好运行的视为有效业绩），并且每个业绩投标产品不少于5台；上述3个业绩中有CL1500且≥DN300至少一台。本次投标的投标产品型号、产地必须与上述成功应用业绩的产品一致或等同。提供业绩清单（标明型号、用户名称、用户所在地、投用时间、装置规模等），出具销售合同关键页或最终验收证明复印件（装置名称、产品型号、签署盖章页等），合同复印件不清晰或不提供均视为无效业绩。

5) 投标人应当提供在开标日前3个月内由银行出具的银行资信证明的原件或复印件。

6) 本项目不接受联合体投标。

7) 投标人在投标前需在中国国际招标网或必联网上完成注册。评标结果将在必联网公示。

8) 投标人应提供制造商对交货期的承诺函，承诺函需制造商签字或盖章。

4. 有兴趣的潜在投标人可于2019年5月9日至2019年5月16日每天（节假日除外）9:00至18:00时（北京时间）在下列地点购买招标文件，本招标文件售价为3000元人民币或480美元，售后不退。任何未在中化商务有限公司领购招标文件的法人或其他组织均不得参加投标。

1. Entrusted by SINOPEC Engineering Incorporation (Tenderee), SINOCHEM Commerce Co., Ltd. (Tendering Agent) invites sealed bids by international (competitive or invitation) from eligible bidders for the supply of the following goods and related services:

2. Interested or Invited bidders may obtain further information and refer to Bidding Documents from SINOCHEM Commerce Co., Ltd.

3. Qualification Requirements For Bidder：

1) The bidder must be the Goods’ manufacturer or the selling company under the same name of the manufacture (the selling company shall provide statement indicating its relationship with the manufacture), or the authorized agent. For agent, the bidder must provide original authorization documents for the project or a copy with the official seal provided by the manufacture (the authorization could be sole for this project or for long term), or the selling company under the same name of the manufacture; otherwise, the bid will be rejected.

2) The bidder shall have a business license (business registration) / business license certification;

3) The manufacturer shall have ISO9001;

4) Bidding products within PRC territory shall have at least 3 successful running performance of catalyst valve (running more than 2 years) in hydrogenation unit, and every performance shall have at least 5 valves. For 3 performances mentioned above, it shall includes at least 1 valve with CL1500 DN≥300. The bidding products shall have the same product model and manufacturing origin as products found in the contracts.The bidder shall provide performance list (indicating products model, user name, user location, put-in-use time, unit scale, etc.). The photocopy of contract key pages or final acceptance letter shall be provided (indicating name of plant, model type, signing&stamping page, etc.). If the photocopy of key contract pages is not provided or unclear, the performance will not be recognized.

5) The bidders should provide a bank reference letter in original or its copy issued by their account banks within 3 months prior to the time of bid opening.

6) Joint venture is not accepted.

7) The bidder needs to register before the tender on www.chinabidding.com. And the evaluation results will be released onwww.chinabidding.com.

8) The bidder shall provide delivery schedule commitment offered by the manufacture, and the commitment letter shall be signed or stamped by the manufacture.

4. Interested or Invited bidders may purchase Bidding Documents at the place hereafter from May 9, 2019 till May 16, 2019 during the period 09:00~18:00 (Beijing time) upon non-refundable payment of RMB 3,000.00 or USD 480.00 for each complete set of bidding documents (for mail order, an additional RMB 100.00 or USD 20.00 for each set isrequested). Bidders that fail to fill out the purchase record of the Bidding Documents shall be rejected.
