1. The People’s Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Guangdong Chaonan Water Resources Development and Protection Demonstration Project (ADB Loan No.: 3114-PRC) and it intends to apply part of the proceeds of this loan to payments under the Contract named above. Bidding is open to all Bidders from eligible source countries of the ADB.

2. The Chaonan water conservation construction and management center (“the Employer”) now invites sealed bids from all eligible and qualified bidders for Supply and installation of equipment of three- prevention (flood, drought, and typhoon) management center (G9). Within 3.5 months after Contract，all the equipments are delivered to the project site.

3. International competitive bidding will be conducted in accordance with ADB’s Single-Stage: One- Envelope Bidding Procedure and is open to all bidders from eligible countries as described in the Bidding Document.

4. Only eligible Bidders with the following key qualifications should participate in this bidding:

（1）The domestic bidders should have not less than Grade Ⅰ qualification for contracting of electronic and intelligent engineering, and have obtained the safety production license issued by Department of Housing and Urban-Rural Development at the provincial level, or should have not less than Grade III qualification for computer information system integration within validity period, or should have not less than Grade III qualification for information system integration and services (within validity period ) issued by China Information Technology Industry Federation.; Foreign products shall have equivalent certification documents;（2）From 1 January 2014 to the bid submission deadline, the Bidder as main supplier, should have successfully or substantially completed at least two contracts for supply, installation and commissioning of equipment for three-prevention command and dispatching center or similar projects, and the amount of each contract should be not less than RMB 15 million or equivalent (not including the construction expense of civil works). (The construction content including but not limited to information collecting system of water and rainfall information, water quality and quantity, three-prevention command and dispatching center. Copy of letter of acceptance, supply contract and the acceptance certificate of the Employer are required (copy of completion certificate issued by users). If performance certificates are for Joint Venture, the bidder should be the leading goods supplier of completed projects.The nature and complexity of the bidder's TWO (2) completed goods supply contracts should be similar to the scope of supply described in Section 6 (Schedule of Supply) of the Bidding Document.;Details will be provided in the Bidding Document.

6. The Bidding Document, in the English language, may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of RMB 500.00 (or equivalent amount in US$). Engineering drawing cost is RMB 1000 (or equivalent amount of US$). The method of payment will be cash or T/T (Telegraphic Transfer). No liability will be accepted for loss or late delivery.

7. Bids must be delivered to the address below at or before 10:00 AM (Beijing Time) on 25 June 2019. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at 10:00 AM (Beijing Time) on 25 June 2019. All bids must be accompanied by a bid security as described in the bidding documents.

8. When comparing Bids, ADB’s Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.

9. Any questions or complaint regarding the bidding process or contract award should be sent to the Employer in written form, and the Email Address of the Employer is cnqjgzx@163.com. 4.投标人的关键资格要求包括：（1）国内投标人具有不低于电子与智能化工程专业承包一级资质，并取得由省级住建部门颁发的有效的《安全生产许可证》；或具有不低于有效期内的计算机信息系统集成三级资质；或具有不低于中国电子信息行业联合会颁发的信息系统集成及服务三级资质（有效期内）。（2）作为主供货商，从2014年1月1日起至本投标提交截止之日止，应成功地或者实质上完成并通过竣工验收至少2个单一合同金额不少于人民币1500万元或等值外币（不包括土建工程施工费用）的水资源管理及三防指挥调度系统项目或类似项目的设备供货、安装及调试合同(建设内容包括但不限于：水雨情、水质水量的信息采集系统，三防指挥调度系统)。需提供中标通知书、供货合同和验收证明复印件（或用户出具的完工证明复印件）。若提供的业绩证明属于联合体的，投标人应为该已完成项目的货物主供应商。详细信息将在招标文件中提供。
