中华人民共和国已经从世界银行获得一笔贷款用于支付湖南省农田污染综合管理项目，现计划将部分贷款资金用于本咨询服务的支付。

一、咨询服务主要内容

“世界银行贷款湖南省农田污染综合管理项目”实施期间，需要在环境管理、病虫害监测方面开展如下工作：

1、对项目开展情况及进度进行跟踪与总结。全过程跟踪项目实施过程中工作开展情况，根据项目实施进度进行环境安全保障政策执行情况进行阶段性总结、汇报。

2、对工程措施涉及到的施工工地和施工方进行现场检查，对潜在环境影响及采取的减缓措施执行情况进行分析，并就执行过程中可能存在的问题提出整改建议。关注环境管理计划中要求的特定敏感点，对超标底泥、超标稻米去向进行跟踪，并拍照记录。针对项目活动采取的环保措施，进行针对性评估，并提出整改建议。

3、对项目区进行项目环境和病虫害跟踪管理方面的培训，培训对象为培训对象为：省、市、县各级环境与社会管理办公室全体人员、项目业主、环境监测机构代表、主要施工方、项目点实施机构、种植户代表等人员；培训频率为：第一年培训两次，第二年培训一次。按照EMP中的要求组织项目的环境管理培训。

4、调查抱怨申诉机制建立情况及执行情况。

5、调查、分析项目实施过程中是否出现新的或潜在的污染源，以及需要采取的环保措施落实情况。

6、对项目环境监测的执行情况进行跟踪，包括点位数量、位置、取样过程及检测情况、质量控制等；对检测结果包括灌溉地表水、灌溉水源底泥、沉淀池底泥、土壤、农产品、肥料及其他农业投入品、对照区平衡监测、超标镉稻米酿酒副产物酒糟的监测结果进行分析、评价。并根据监测结果对具体项目区实施情况提出意见或建议。

7、对项目区病虫害综合管理计划的落实情况，包括农药使用情况、农田生态系统状况、农作物的产量与质量状况、项目实施后对环境的影响，PMP培训等内容进行现场监测、评价，提出建议。

二、意向书的递交

中国机械进出口（集团）有限公司受湖南省农业对外经济合作中心委托，现在邀请合格、且有兴趣的咨询机构提供相应的材料，证明其具备相应的资质和相关的经验能够胜任这项服务。咨询顾问提交表达兴趣的文件至少应包括以下内容：基本情况及主营业务介绍，近年来主要相关业绩，其他可以证明具备完成本次咨询服务的经验和能力的资料等。表达兴趣的文件需同时提供“英文”和“中文”版本，如中英文不一致，以英文书面版本为准，一式三份。

短名单资格评定的标准如下：在近5年内主持或承担过与重金属污染治理相关的环评工作，若承担过世行或国际机构的项目环评工作，具备检验检测资质的，将优先考虑。

有兴趣的咨询顾问应当注意世界银行(http://www.worldbank.org/html/opr/consult/contents.html)的2011年1月版(2014年7月修订版)的《世界银行（国际复兴开发银行贷款和国际开发协会信贷）借款人选择和聘请咨询顾问指南》（即《咨询顾问指南》的1.9段中指出的世行关于利益冲突的政策。

为提高咨询顾问资质水平，有兴趣的单位可与其他公司组成联合体或以分包咨询顾问身份共同投标。

The People's Republic of China has received financing from the World Bank toward the cost of the Hunan Integrated Management of Agricultural Land Pollution Project - the Task of Tracking and Monitoring the Environment and Diseases and Insect Pests, and intends to apply part of the proceeds for consulting services.

1.The Main Content of the Consulting Services

During the implementation of “Hunan Integrated Management of Agricultural Land Pollution Project with World Bank Loan”, following tasks shall be carried out in environmental management as well as monitoring of diseases and insect pests：

1)Track and summarize the project development and progress. Track the whole process of the work carried out during the implementation of the project, and summarize and report the execution of environmental safety and security policies in stages according to the implementation progress of the project.

2)Carry out on-site inspection on the construction site and the construction party involved in the engineering measures, analyze the potential environmental impact and the execution of adopted mitigation measures and put forward rectification suggestions on problems which may exist in the execution process. Pay attention to specific sensitive points required in the environmental management plan, track the whereabouts of contaminated sediment and contaminated rice, and take photos and records. According to the environmental protection measures adopted by project activities, carry out targeted assessment and put forward rectification suggestions.

3)Training on project environment and pest tracking management will be conducted in the demonstration area. The training objects are: all personnel of environmental and social management offices at provincial, city and county levels, project owners, representatives of environmental monitoring agencies, major construction parties, project site implementation agencies and growers’ representatives, etc. The frequency of training is: twice in the first year and once in the second year. Organize environmental management training of the project based on requirements in EMP.

4)Investigate establishment and execution of complaint mechanism.

5)Investigate and analyze whether there are new or potential pollution sources during the implementation of the project and the execution of environmental protection measures to be taken.

6)Track the execution of environmental monitoring of the project, including the number and location of point location, sampling process and detection and quality control, etc.; analyze and evaluate the inspection results of irrigation surface water, sediment from water source for irrigation, sediment from sedimentation tank, soil, agricultural products, fertilizers and other agricultural inputs, balance monitoring in control areas and monitoring results of vinasse, the byproduct of wine brewing with rice contaminated by cadmium; in addition, put forward opinions or suggestions on the implementation of specific demonstration areas according to the monitoring results.

7)Conduct on-site monitoring and evaluation of the execution of the comprehensive management plan of insect pests in the demonstration area, including pesticide use, agricultural land ecosystem status, crop yield and quality status, environmental impact after the implementation of the project, PMP training and other contents, and put forward suggestions.

2.Submission of expressions of interest

The China National Machinery Import & Export Corporationnow invites eligible consulting firms to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The documents submitted by the consultant to express interest shall at least include the following contents: basic information and the main business introductions, major relevant businesss achievements in recent years, and other materials that can prove the consultant has the experience and ability to complete the consulting services. The documents submitted by the consultant to express interest should be in both "English" and "Chinese" versions, in case of any inconsistency between the English and Chinese versions, the English written version shall prevail,and the documents should be in three copies.

The shortlisting criteria are: The consulting agencies shall have experience in presiding over or undertaking the environmental impact assessment related to heavy metal pollution control in the past 5 years, Those have undertaken the EIA work for projects of the World Bank or international agencies and with inspection and testing qualifications will be considered with priority.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers [January 2011 edition (Revised 2014 edition)] (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.

A Consultant will be selected in accordance with the World Bank’s Quality and Cost Based Selection (QCBS) purchasing procedure method set out in the Consultant Guidelines.
