中化泉州100万吨/年乙烯及炼油改扩建项目乙烯装 置甲烷化催化剂采购国际招标：

甲烷化催化剂 1批（装填量依据装填方案图纸确定），技术要求如下：

具体要求详见招标文件第八章《货物需求一览表及技术规格》。

三、投标人资格要求

（1）投标人具有有效的营业执照（境内投标人）/企业经营许可证明文件（境外投标人），需提供相应证明复印件；

（2）投标人应当符合如下规定：法定代表人为同一个人的两个或两个以上法人不得同时投标；母公司与其全资子公司和/或控股公司不得同时参加投标；（3）本项目接受制造商或代理商投标；如为代理商投标，必须提供所投产品的唯一授权书原件或复印件加盖公章，否则其投标将被否决；

（4）业绩要求：近15年内（2004年1月1日至今，以合同签订时间为准），投标人所投牌号的低温甲烷化催化剂在中国国内具有至少2套应用于乙烯蒸汽裂解装置的应用业绩，且已稳定运行4年及以上（需提供相应销售业绩合同复印件加盖投标人公章并装订在投标文件中）；投标人需对其提供文件的真实性承担一切责任，业绩伪造作假的否决其投标，投标保证金不予退还；

（5）投标人在中国境内近三年没有不良业绩记录或严重质量问题，并出具相应情况说明；

（6）投标人应当提供在开标日前3个月内由其开立账户的银行开具的银行资信证明的原件或复印件；

（7）本项目不接受联合体投标。

International Competitive Bidding Procurement of Methanation Catalyst under Ethylene Plant of Sinochem Quanzhou 1000KMTA Ethylene and Refinery Revamping Project

1. Entrusted by SINOCHEM Quanzhou Petrochemical Co., Ltd. (Tenderee), SINOCHEM Commerce Co., Ltd. (Tendering Agent) invites sealed bids by international competitive from eligible bidders for the supply of one batch of Arsenic and Methanation Catalyst (The loading quantity shall be determined according to the drawing of the loading scheme). (Details shall be found in Section 8 Schedule of Requirements and Technical Specifications.)

2. Interested Potential bidders may obtain further information and refer to Bidding Documents from SINOCHEM Commerce Co., Ltd.

*3.Qualification requirements to the bidders:

1) The bidder shall provide a valid business license (domestic bidder)/ certificate of business license of the enterprise (overseas bidder), a copy of relevant supporting documents shall be provided.

2) The bidder must conform to following stipulation: two or more companies legal person with the same legal representatives, shall not bid simultaneously; Parent company and its wholly-owned subsidiaries and/or holding company shall not bid simultaneously.

3) The project accepts bids from manufacturers or agents;In case of bidding for the agent, the original or copy of the sole authorization letter of the product must be provided with the official seal; otherwise, the bid will be rejected.

4) Performance requirements:

Nearly 15 years(from January 1st, 2004 to now, the time of signing the contract shall prevail), the brand of low-temperature methanation catalyst of the bidder has the application performance of at least 2 sets of ethylene steam cracking units in China, and It has been running steadily for more than 4 years(a copy of the sales contract with the bidder"s seal shall be provided, at the same time, and bound in the bidding document).

The bidder shall bear all responsibilities for the authenticity of the documents he/she provides. The bid shall be rejected if the performance is falsified and the bid bond shall not be returned.

5) The bidder has no poor performance record or serious quality problems in China for the past three years and shall provide the corresponding situation statement.

6) The bidder should provide original document of bank reference letter or its copy issued by banks within 3 months prior to bid opening date.

7) The Joint Venture shall not be accepted under this bidding project.

4. Interested bidders may purchase Bidding Documents at the place hereafter from May, 20th, 2019 to May, 27th, 2019 during 09:00AM–4:00PM (Beijing time) upon non-refundable payment of RMB 3000 or USD 450 for each complete set of bidding documents.
