1. 本项目的征求兴趣函要求遵循2006年7月16日《联合国发展论坛报》第682期刊登的相关项目招标通告。

2. 中华人民共和国已获得国际复兴开发银行贷款和全球环境基金北京环境二期项目的一笔赠款，并计划将该笔赠款的部分资金用于《北京市低碳发展研究.公益广告宣传》项目项下的合格支付。

3. 现邀请合格的咨询公司对该项目提交兴趣函。

4． 本项目的总体目标是积极宣传推广世界银行与GEF支持的北京市低碳发展研究项目成果，利用多种媒体宣传推广低碳理念、介绍低碳技术知识、宣传低碳生活方式，借以引导市民低碳行为意识、服务政府政策措施落实，以期使项目研究成果尽可能地发挥出最大的经济效益和社会效益。

本项目咨询服务的主要内容包括：本项目要依托北京市低碳发展研究成果，具体开展以下3项工作任务：
A 设计北京市低碳发展宣传卡通形象
B 策划、设计并制作公益广告宣传片
C 制定公益广告宣传片的播放计划

5．实施时间：
整个项目执行期1个月。

6．咨询公司的资质要求：
咨询团队需要具有十年以上相关领域经验的媒体宣传、策划，动漫设计、制作专家，和媒体播放协调人员，五年以上相关业务经历的环境、低碳专家。熟悉北京等中国大城市情况者为佳，具有GEF等国际金融组织项目经验、英语沟通能力强者优先。

7．感兴趣的咨询公司须用中英文提供相关信息正本一份，副本五份，证明自己有承担本项目的资质（背景资料、承担过类似项目的简介、承担过类似条件的项目的简介、是否能够提供相应的专业人员等）。咨询公司可以互相合作，增强资质。采用联合体形式递交兴趣函的公司需提供联合体各方签字盖章的联合体协议，签字人须为法人或法人授权的人。一家公司只能作为一个联营体或合营体的成员。含有同一家公司的多个联营体或合营体的兴趣函将被拒绝。本项目只接受机构递交的兴趣函，不接受任何以个人形式递交的兴趣函。
8．选择咨询公司的程序是根据《世界银行借款人选择和聘用咨询人指南》（1997年1月出版，1997年9月、1999年1月和2002年5月修订）制定的。

1. This request for expressions of interest follows the general procurement notice for this project that appeared in UN Development Business No.682 of July 16, 2006.

2. The Peoples Republic of China has obtained a loan from the International Bank for Reconstruction and Development (IBRD) and a grant from the Global Environmental Facility (GEF) toward the cost of the Second Beijing Environment Project (BEP II) and intends to apply a portion of this grant to eligible payments under this Contract for Beijing Low-Carbon Development Study: Public Service Advertisements.

3. Beijing Agenda 21 Office now invites eligible consultants to indicate their interest in providing the services.

4. The overall objective of this project is to publicize and promote the achievements of Beijing Low-Carbon Development Study supported by IBRD and GEF; publicize and promote low-carbon concept, introduce low-carbon technologies and publicize low-carbon life style by various media; help to increase citizens’ recognition on low-carbon concept and implement the policies and measures of the municipality; and maximize the economic and social benefits of the study’s achievements.

The consulting services include the following 3 tasks:
A. Design a cartoon icon for the publication of Beijing low-carbon development;
B. Plan, design and produce the public service advertisements;
C. Lay down an advertising scheme for the public service advertisements.

5. Implementation period:
The full project should be completed within 1 month.

6. Main qualification requirements to consultant:
The consultant team should have experts with at least 10-year experience in media planning & communication, cartoon design & production, and advertising coordination, and experts with at least 5-year experience in environment and low-carbon study. The experts better be familiar with the situation of big cities in China, such as Beijing, possess experience in the projects of international financial organizations, such as GEF, and be good at English.

7. Interested consultants must provide information (prepared in one original and five duplicates) in both English and Chinese indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, and availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications. Consultants that submit the expression of interest in the form of consortium shall provide the Agreement of Consortium that was signed by the legal persons or authorized persons of all parties of the consortium. One consultant shall be the member of one consortium or union only, and if several consortiums or unions contain the same consultant, their expressions of interest will be rejected. The project only accepts the expression of interest from institutions, and the individual’s expression of interest will be announced invalid.

8. A consultant will be selected in accordance with the procedures set out in the World Banks guidelines: Selection and Employment of Consultants by World Bank Borrowers, which was published in January 1997 and revised in September 1997, January 1999, and May 2002.

9. Interested consultants may obtain further information at the address of the implementing agency below during office hours from 09:30 to 17:30 (Beijing time) from December 17, 2010.
