国信招标集团有限公司（以下简称“招标代理机构”）受中原特钢股份有限公司的委托，就“中原特钢股份有限公司综合技术改造一期工程磨削切割机采购采购项目”的下列货物和相关服务进行国际竞争性公开招标，现邀请合格投标人参加投标。

Guoxin Tendering Group Co., LTD. (hereinafter referred to as “Bidding agency”) entrusted by Zhong Yuan Special Steel co., Ltd, invites sealed bids from eligible suppliers home and abroad for the supply of the following goods and/or service of “Integrated technical transformation phase of the project Grinding machine,Zhongyuan special steel Co., LTD." by way of International Competitive Bidding and traditional bidding.

1． 招标货物名称、数量、主要技术参数、交货时间及交货地点(详见招标文件)：

1. Name of Products/Equipment, Quantity, main Technical Data, the Delivery time and place(detailed in Bidding document )

2． 招标文件售价：1000元人民币/套或150美元/套。

2. Price of Bidding Documents: RMB one thousand yuan /USD: one hundred and fifty dollars

如需邮购，请在见到本招标公告后，将购招标文件款及邮费汇至下述招标代理机构指定的帐户，并请将贵公司购买招标文件的接收地址、联系人、电话、传真、邮编及汇款回执传真给我公司，我公司在收到贵公司的传真后，立即用特快专递将招标文件邮寄给贵公司指定的招标文件接收地址及联系人。

If you need a mail-order , please remit the payment of bidding document to the following bidding agency designated account after seeing the tender notice, and please send us a fax of your receiving address of buying the bidding document, contact person, telephone, fax, zip code and remittance receipt. The bidding document will be posted as soon as possible to your designated receiving address and contact person by the express as your fax has been received.

邮寄费国内另收100元人民币，国外另收50美元。招标文件售后不退。请投标人在汇款时务必注明所投标项目的招标编号，否则，因款项用途不明导致投标无效等后果由投标人自行承担。

The domestic Postage fees is extra charged 100 yuan and the foreign is $50. The tender documents after-sales is not refund. The bidders should indicate the biding numbers of the bid project, otherwise, the money purposes unknown would cause bidding invalid and it shall be assumed by the tender.

3．购买招标文件时间：即日起，每天上午8：30-11：30，下午13：30-16：30（北京时间，法定节假日除外）至投标截止时间。

3. Time of Selling Bidding Documents: 8:30a.m.-11:30a.m.and 13:30 pm-16:30pm (Beijing Time), everyday from now on (except Saturday, Sunday and public holidays) till the deadline for submitting bids.

4．购买招标文件地点：北京市海淀区首体南路22号国兴大厦11层，国信招标集团有限公司前台。

5．投标截止时间和开标时间： 2011年1月 17 日上午9：00（北京时间），逾期递交的投标文件恕不接受。

6．投标文件递交地点：河南省济源市中原特钢股份有限公司外招宾馆四楼会议室。届时请投标人派代表参加开标仪式.

6. The delivery place of tender documents: the meeting room, 4th floor, Waizhao hotel of Zhong Yuan Special Steel co., Ltd Jiyuan Henan province. The representatives of the bidders will be invited to the opening ceremony.

7. 开标地点：河南省济源市中原特钢股份有限公司外招宾馆四楼会议室。

7. Place of Bid Opening: the meeting room, 4th floor, Waizhao hotel of Zhong Yuan Special Steel co., Ltd Jiyuan Henan province.

8. 有兴趣的合格投标人可在国信招标集团有限公司得到进一步的信息和查阅招标文件。以上时间与地点若有变动，招标机构将及时以书面形式通知各投标人。

8. The interested eligible tenders can get further information and inspect the bidding documents from Guoxin Tendering Group Co., LTD. If the above time and place has been changed, the bidding agency would notice the tenders in written form.

9. 投标厂商网上注册：根据商务部有关规定，投标人在购买招标文件后应及时在《中国国际招标网》（http://www.chinabidding.com）上注册，并将《供货商注册登记表》打印并加盖公章或法人代表签字后邮寄给网站，同时传真给国信招标集团有限公司备案。

9. Tender manufacturers online registration: According to the relevant provisions of the Ministry of commerce, the tender in buying the bidding documents shall be registered on the supplier registration forms promptly in the China international bidding nets “http://www.chinabidding.com”,print and stamp/or signed by legal person. And then please post the form to the above net and fax it to Guoxin Tendering Group Co., LTD. for the records.
