项目概况：陵水17-2 气田位于琼东南盆地北部海域，水深为1220m-1560m。陵水17-2气田主要包含一套水下生产系统、一座浮式平台和海底管线。井流通过管汇直接输送到浮式平台处理。处理后的合格天然气经增压后通过18”的海管外输接入至崖城13-1平台到香港的海底管道；处理后的凝析油直接进入浮式平台油舱储存，定期船运外输。

简要技术规格：

中控系统主要包括：1）过程控制系统（PCS）、紧急关断系统（ESD）和火气探测系统（F&G）。2）南山终端一套用于紧急关断的小型安全仪表系统（SIS）。3）火气探测/报警设备。

交货计划：

1)?中控系统

境内交货：2020年2月12日到达中国山东省青岛市买方指定地点；

境外交货：2020年2月2日DAP中国山东省青岛港,并且投标人应负责将货物从到达的运输工具上卸下。

2) DCS模拟器:2020年1月10日到达英国雷丁买方指定地点。

2.资格要求：

★是否接受代理商投标：不接受。

★投标人必须是PCS或ESD系统的制造商。

★投标人应为中控系统提供中国船级社（CCS）颁发的船用产品证书或美国船级社（ABS）颁发的设计接收证书（T2）。

★生活楼的火灾和气体探测/报警装置（HD、SD、MFS、IU）应为可寻址类型，生活楼可寻址火灾报警盘应满足TüV 或EXIDA的SIL 2认证。

★火焰探测器、可燃气探测器、氢气探测器、H2S探测器、甲醇探测器、开路式气体探测器和超声波气体探测器应满足SIL2要求。

★投标人应在投标文件中提供相关证书（包括：质量管理体系证书、SIL证书、G3防腐证书或产品手册、防爆证书和防护证书）。

★投标人应承诺“中控系统设备和火气探测/报警在设备品牌制造厂生产”，同时承诺（境外制造商）提供产地证明，买方不接受贴牌产品。“品牌制造厂”指产品在制造商自有品牌的制造工厂生产。

★投标人为LS17-2半潜平台提供的中控系统需同时具有业绩1和业绩2。

业绩1：从2009年1月1日至截标日，投标人所提供的中控系统（PCS, ESD, FGS）必须具有至少两套在海上油气生产装置（其中至少一套是海上浮式油气生产装置）上应用业绩（合同签署时间为业绩时间）。投标人须提交有效的业绩表和相关业绩证明文件（1.合同复印件相关章节，和2.现场调试报告或用户使用证明或用户验收证明或最终接受证书）。

业绩2：从2009年1 月1 日至截标日，投标人所提供的火气探测/报警设备(包括：火焰探头，可燃气探头，氢气探头，烟探头，热探头，声光报警设备，手报报警站，弃平台按钮，可寻址火灾报警控制盘和可燃气体采样系统) 必须具有至少在两个新建海上油气装置项目上的应用业绩（合同签署时间为业绩时间）。投标人须提交有效的业绩表和相关业绩证明文件（1.合同复印件相关章节，和2. 现场调试报告或用户使用证明或用户验收证明或最终接受证书）。

业绩证明文件必须至少体现以下内容：货物名称、供货数量、设备所属油气生产装置类型、合同签署日期、现场调试报告或用户使用证明或用户验收证明或最终接受证书。未提交业绩证明文件，或所提供的业绩证明文件无法验证前述信息，均视为无效业绩。

3. 有兴趣的合格投标人可通过以下方式获取招标文件：

从2019年6月26日开始至2019年7月3日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（收款人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：****************07037，SWIFTCODE:COMMCNSHBJG），售后不退。

Overview: Lingshui17-2 gas field islocated in the northern part of the Qiongdongnan Basin in the westerncontinental shelf of the northern South China Sea, with water depth of 1220m to1560m. The development of LS17-2 gas field consists of subsea productionsystem, one SEMI and subsea pipelines. Well fluid from manifolds will transportto LS17-2 SEMI. After processing, qualified natural gas shall be pressurizedand transported to subsea pipelines from YC13-1 platform to Hong Kong throughan 18” subsea export pipeline. Condensate oil shall be sent to the storage tankon LS17-2 SEMI and be exported by DP Shuttle oil tanker.

2. QualificationRequirements:

★Bidby Agent: NOT Acceptable .

★The bidder must be themanufacturer of either PCS or ESD system.

★Bidder shall supply thecertificate of marine product issued by China Classification Society (CCS) orDesign accept certificated (T2) American Bureau of Shipping (ABS) for theCentral control System.

★The fire & gas detection/alarm devices (HD, SD, MFS, IU) onthe living quarter shall be Addressable type, the Addressable fire alarm panelfor living quarter shall meet SIL 2/ TüV or EXIDA.

★The flame detector, combustible gas detector, hydrogen detector, hydrogensulfide detector, methanol detector, open path gas detector, ultrasonic gasdetector shall meet the SIL2 requirement.

★Bidder shall supply relative certificate (including qualitymanagement system certificate, SIL certificate, G3 certificate or publicproduction datasheet, explosion-proof and ingress protection certificate etc.)in the bidding documents.

★The Bidder should promise that the centralcontrol system and fire & gas detection/alarm devices are produced in itsbrand own manufactory. Meanwhile overseas manufacturer promise to providecertificate of origin. The purchaser does not accept the OEM product. The Brandmanufacturer refers to the manufacturers own brand of products produced in themanufacturers manufacturing plant.

★The central control systemprovided by bidder for LS 17-2 SEMI shall have both performance 1 andperformance 2.

Performance1: Since Jan. 1st, 2009 to the deadline of bids submission stipulated, Thecentral control system (PCS, ESD, FGS) provided by bidder should have at leasttwo sets of application achievement (At least one of them is an offshorefloating Oil/Gas Production Unit) on offshore Oil/Gas Production Unit (thecontract signing time is the performance time). The Bidder shall submit validperformance and relevant documentary evidence (1.Relevant chapters copies ofcontract, and 2. SAT commissioning report or Certificates of user applicationor Certificates of user acceptance or Final Acceptance Certificate).

Performance2: Since Jan. 1st, 2009 to the deadline of bids submission stipulated, The fire& gas detection/alarm devices（including flame detector,combustible gas detector, hydrogen gas detector, smoke detector, heat detector,alarm strobe and bell, manual station, APS station, addressable fire alarmcontrol panel and Combustible gas sampling) provided by bidder should haveapplication achievement at least two newly-built projects on offshore Oil/GasProduction Unit (the contract signing time is the performance time). The Biddershall submit valid performance and relevant documentary evidence (1.Relevantchapters copies of contract, and 2. SAT commissioning report or Certificates ofuser application or Certificates of user acceptance or Final AcceptanceCertificate).

The documentaryevidence shall contain but not limited to: Equipment name, quantity, type ofoil/gas production Unit, SAT commissioning report or Certificates of userapplication or Certificates of user acceptance or Final Acceptance Certificate.Absence of the reference evidence documents or failure to verify the foregoinginformation shall be deemed as an invalid track record.
