The People’s Republic of China has applied for financing from the World Bank toward the cost of the Hubei Inland Waterway Improvement Project, and intends to apply part of the proceeds toward payments under the contract for Earth-Rock Dam, Sluice Gate,Civil Engineering of Crest Accesses, and Installation of Metal Structures at the left Bank of Yakou Navigation Complex Project at the Han River
The China National Technical Imp & Exp Corp. (CNTIC) now invites sealed bids from eligible bidders for the construction and completion of the contract described in the table below:

The bidder shall have completed at least twosimilar contractseach contract with a value of not less than US$ 35.7 million or CNY250million.( The contractsshould include sluice gates or flushing gates and earth-rock dam. The contractvalue refers to the contract signing amount or the contract settlementamount.) 2. The bidder shall have completed at least two contracts involving earth-filling dams withtotal filling volume not less than 60,000m3. 3. The bidder shall have completed at least two contracts involving construction sluice gates withgatenot less than 14m and total gates number not less than 7 cells 4. Thebidder or its sub-contractor have completed at least three contractsinvolving bridge construction with span not less than 30m and the totallength of bridge not less than 400m. |
The Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers [issued on July. 2014](“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

This project adopts the international competitive bidding without prequalification. A complete set of bidding documents may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of CNY 3000. The method of payment will be cash or direct deposit to specified account number, the document will be sent by express.
Bids must be delivered to the address below on or before 10：00 am Aug.12, 2019. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below on 10：00 am Aug.12, 2019.
All bids must be accompanied by a Bid Security of US$ 1 million or CNY 7 million in case of a Bid Security.

业绩要求: | 过去10年（2009年1月1日至截标日期）内，作为主承包商、联营体成员、管理承包商： （1）投标人至少成功完成了2个类似合同的实施，每个合同金额均不少于人民币25000万元或美元3570万元（类似合同指包含有泄水闸（冲沙闸、泄洪冲沙闸）工程和土石坝工程的施工合同，合同金额指合同签约金额或合同结算金额）； （2）投标人至少成功完成2个包含土石坝填筑量不少于6万m3的施工合同； （3）投标人至少成功完成2个包含7孔及以上且单孔净宽不小于14m的泄水闸（冲沙闸、泄洪冲沙闸）施工合同； （4）投标人或其分包商至少成功完成了3个桥梁单跨不小于30m且桥梁总长度不小于400m的桥梁施工合同。 |
本次招标采用世界银行的《世界银行借款人国际复兴开放银行贷款和国际开发协会信贷及拨款的货物采购、工程及非咨询服务指南》[2014年7月版]（“采购指南”）规定的国际竞争性招标程序，并向采购指南规定的所有合格投标人开放。此外，请参见第1.6条和1.7条，这两条阐明了世界银行关于利益冲突的政策。
