项目概况：旅大6-2油田新建1座8腿中心平台LD6-2 CEPA，物流首先进入生产/计量管汇，经三级脱水、脱气处理为合格原油，经输油海底管道输至SZ36-1 CEPO平台，通过栈桥与SZ36-1CEPN平台处理后的合格原油汇合后，经外输泵输至SZ36-1 CEP，再外输至绥中终端。LD6-2 CEPA平台脱出来的伴生气，经增压后与来自锦州25-1S的外输天然气汇合，作为燃料气供给透平发电机组。LD6-2 CEPA平台分离出来的生产水与水源井水经处理合格后，直接在中心平台LD6-2CEPA上回注地层。

2.资格标准：

★ 投标人所投标的废热回收装置应为制造厂家的成熟产品，买方不接受新试制产品。废热回收装置制造商应具有至少2台套（相同型式废热回收装置，输出功率≥6500KW）在海洋环境条件下（海洋石油平台或FPSO）运行两年及以上（从调试验收报告签字日期或使用方出具的运行时间证明文件起计）的废热回收装置运行业绩，并提供相应的书面材料（合同及调试验收报告或合同及使用方出具的有效证明文件）；上述文件中如未包含设备所在设施的名称及使用方信息，投标人应提供有效说明文件。无业绩书面材料的业绩将不被认可。

★ 废热回收装置需按照《海上固定平台安全规则》的要求进行设计、制造、认证和检验。投标人应委托国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的船级社（ABS, LIoyd‘s, DNV,CCS，BV）对废热回收装置整体（包括热介质循环泵橇等配套设备）进行检验并获得检验证书。

3. 有兴趣的合格投标人可通过以下方式获取招标文件：

从2019年7月18日开始至2019年7月25日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（收款人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：****************07037，SWIFTCODE:COMMCNSHBJG），售后不退。

Overview: LD6-2 CEPA is a new 8-leggedcentral platform in Luda 6-2oilfield. Logistics first enters theproduction/metering manifold. It is treated as qualified crude oil bythree-stage dehydration and degassing. It is transported to SZ36-1 CEPOplatform by submarine pipeline. After the qualified crude oil is combined withSZ36-1 CEPN platform by trestle, it is transported to SZ36-1 CEP by externalpump and then to Suizhong terminal. The associated as released from LD6-2 CEPAplatform is supercharged and merged with the outgoing natural gas from Jinzhou25-1S to serve as fuel gas for Turbine units. After the production water andsource well water separated from the LD6-2 CEPA platform are qualified, theyare directly injected back into the formation on the central platform LD6-2CEPA.

2. QualificationRequirements:
★The Waste Heat Recovery Unit provided by VENDOR shallbe the mature products of the manufacturers, the newly trial products would notbeen accepted. The products provided by VENDOR shall have at least two sets(the same type, Output Power≥6500kw) had successfully operated in marineenvironment (Offshore Oil Platform or FPSO) for two years or more (from thesignature date of commissioning acceptance report or the certificate ofoperation time issued by the user) . The VENDOR shall provide the relevant supportingdocuments (contract and commissioning acceptance report or contract and theeffective certificate issued by the user). If the name of the facility and theuser’s information are not included in the above documents, the bidder shallprovide the valid documentation.

★The Waste Heat Recovery Unit shall be designed,manufactured, certified and tested in accordance with the requirements ofSafety Rules for Offshore Fixed Platform issued by State Economic & TradeCommission. PRC. Supplier shall at his own cost arrange inspection and obtaininspection compliance certificate of the Waste Heat Recovery Unit （include heating mediumcirculation pump skid，andother supply of equipment）fromone of the certifying agencies authorized by COOOSO, which are ABS, LIoyds,DNV,CCS，BV.
