Entrusted by North Huajin Chemical Industries Group Corporation, China CNTC International Tendering Corporation carries out public bidding within China for sea area use demonstration report and marine environmental impact assessment reportfor 306# universal berth and 309#~314# liquid bulk berths in the west operation area of Rongxing Port area of Panjin Port. Qualified bidders are now invited to participate in the bidding.

2.项目概况与招标范围2. Project overview and bidding scope

2.1项目建设地点：辽宁省盘锦市辽东湾新区

2.1 Project location: Liaodong Bay New District, Panjin City, Liaoning Province

2.2盘锦港荣兴港区西作业区306#通用泊位及309#～314#液体散货泊位项目工程建设规模：根据炼化项目海运量及船型分析，确定炼化项目需新建7个泊位，包括1个通用泊位（306#）和6个液体散货泊位（309#～314#）。即新建1个2万吨级通用泊位，3个1万吨级化学品泊位，1个3万吨级成品油及化学品泊位，1个5万吨级成品油及化学品泊位，1个10万吨级成品油泊位，码头设计年吞吐量为934.17万t/a，本工程共形成泊位岸线总长度1643m，陆域管廊全长1778.4m。泊位设计总通过能力为1090.8万t/a。建设总投资估算额13~14亿元人民币。

2.2 Engineering construction scale of 306# universal berth and 309#~314# liquid bulk berths in the west operation area of Rongxing Port area of Panjin Port: according to the seaborne volume and ship type analysis of the refiningproject, it is decided to establish 7 new berths for the refining project, including 1 universal berth (306#) and 6 liquid bulk berths (309#~314#), that is, it includes the construction of one 20,000-ton universalberth, three 10,000-ton chemical berths, one 30,000-ton of refined oil product and chemical berth, one 50,000-ton refined oil product and chemical berth and one 100,000-ton refined oil product berth, with a design annual terminal throughput of 9.3417 million t/a; the project forms a berth coastline of 1,643m in total length and a pipe rack for land of 1,778.4m in full length. The total design capacity of berths is 10.908 million t/a. The estimated total construction investment is CNY 1.3 billion to 1.4 billion.

The Owner refers to North Huajin Chemical Industries Group Corporation, Saudi Aramco Asia Company Limited (Aramco Far East (Beijing) Business Services Co., Ltd. is the project execution party) and Panjin Xincheng Industry Group Co. Ltd.

2.3服务期限：合同签订后120日完成报告书编制；180日完成审查批复。

2.3 Term of service: the development of the report shall be completed within 120 days after the signing of the contract; the review and approval of the report shall be completed within 180 days after the signing of the contract.

1）盘锦港荣兴港区西作业区306#通用泊位海域使用论证报告及309#～314#液体散货泊位项目海域使用论证报告：包括但不限于海域海洋生态环境分析、海域测绘、自然环境概况、资源开发利用现状的资料收集与调查、海洋环境现状调查、海洋环境质量监测、论证所需数据采集、资源数据分析、论证报告编制、对项目所在海域的开发活动、利益相关者进行界定、协调分析、环境及资源影响分析、气象资料、遥感资料等论证报告专家评审通过、取得政府主管部门批文等所有海域使用论证报告所需开展的工作。

1) Sea area use demonstration report for 306# universal berth and 309#~314# liquid bulk berths in the west operation area of Rongxing Port area of Panjin Port: including but not limited to the data collection and investigation for marine ecological environment analysis, marine surveying and mapping, natural environment overview, and resources development and utilization status; the data acquisition required for environment status investigation, environmental quality monitoring, and demonstration; the resource data analysis; the preparation of demonstration report; the definition of the development activities in the sea area where the project is located and the stakeholders; the approval of the coordination analysis, environment and resource impact analysis, meteorological data, remote sensing data and other demonstration reports upon expert evaluation; obtaining the approval by the competent department of the government, as well as other works to be carried out for sea area use demonstration report.

2）盘锦港荣兴港区西作业区306#通用泊位海洋环境影响评价报告及309#～314#液体散货泊位项目海洋环境影响评价报告：按照《海洋工程环境影响评价技术导则》（GB/T19485—2014）等国家有关法律、导则和规定的要求开展工作，包括但不限于工程概况、区域自然环境和社会环境概况、项目现场踏勘、海洋环境质量现状调查和监测、环境影响预测、环境事故风险分别进行分析与评价、海洋环评所需数据采集、数据分析、公众参与配合调查、气象资料、遥感资料收集，提出清洁生产与污染防治对策，进行环境经济损益分析；确保公众参与项目，收集公众对建设项目的态度、意见和建议，制定海洋环境管理与监测计划、编制环境影响综合评价报告及提出相关对策建议。专家评审通过环评报告、取得政府环保部门批文等所有海洋环境影响评价所需开展的工作。

2) Marine environmental impact assessment report for 306# universal berth and 309#~314# liquid bulk berths in the west operation area of Rongxing Port area of Panjin Port: carrying out the work in accordance with GB/T 19485-2014 "Technical guidelines for environmental impact assessment of marine engineering" and other relevant state laws, guidelines and regulations, including but not limited to the project overview; the regional natural environment and social environment; the project site survey, the marine environmental quality status investigation and monitoring, environmental impact prediction, analysis and evaluation of environmental accident and risk, data acquisition required for EIA, data analysis, public participation and coordination, collection of meteorological data and remote sensing data, proposing clean production and pollution control countermeasures, and the environmental economic profit and loss analysis; assurance of the public participation in the project, collection of the public attitudes, opinions and suggestions on the construction project; formulation of marine environmental management and monitoring plans; compilation of comprehensive environmental impact assessment report and putting forward relevant countermeasures and suggestions; the approval of environment impact assessment report upon expert evaluation, obtaining the approval by the environmental protection department of the government, as well as other works to be carried out for marine environmental impact assessment.

2.5质量要求：中标人出具的《建设项目海洋环境影响评价报告书》和《项目海域使用论证报告书》应满足政府主管部门的相关要求，确保成果资料完整、真实准确、清晰有据，并能够取得政府主管部门的批复文件，且批复文件不能因《建设项目海洋环境影响评价报告书》和《项目海域使用论证报告书》的问题被上级政府主管部门驳回。

2.5 Quality requirements: The "Marine environmental impact assessment report of the construction project" and the "Sea area use demonstration report of the construction project" issued by the Bid Winner shall meet the relevant requirements of the competent department of the government; the Bid Winner shall ensure that the achievement data is complete, accurate and clear, and that the approval documents are obtained from the competent department of the government, which documents shall not be overruled by the competent government authorities at a higher level due to problems specified in "Marine environmental impact assessment report of the construction project" and the "Sea area use demonstration report of the construction project".

2.6成果要求：向委托方提供《盘锦港荣兴港区西作业区306#通用泊位海洋环境影响评价报告书》及《盘锦港荣兴港区西作业区309#—314#液体散货泊位项目海洋环境影响评价报告书》和《盘锦港荣兴港区西作业区306#通用泊位海域使用论证报告书》及《盘锦港荣兴港区西作业区309#~314#液体散货泊位项目海域使用论证报告书》（已批复的最终版）各二十（20）份、硬拷贝和四(4)份软拷贝，其中4份硬拷贝和2份软拷贝提供中英文双语版，包括所有的计算、公式、原始的软拷贝和其他采用的数据（后续根据招标人需求提供，不另行计取费用），取得政府行政主管部门批复文件。

2.6 Achievement requirements: the following shall be provided to the entrusting party: "Marine environmental impact assessment report for 306# universal berth in the west operation area of Rongxing Port area of Panjin Port", "Marine environmental impact assessment report for 309#~314# liquid bulk berths in the west operation area of Rongxing Port area of Panjin Port", "Sea area use demonstration report for 306# universal berth in the west operation area of Rongxing Port area of Panjin Port" and "Sea area use demonstration report for the project of 309#~314# liquid bulk berths in the west operation area of Rongxing Port area of Panjin Port" (final versions that have already been approved), twenty (20) copies and hard copies each, and four (4) soft copies each, among which, 4 hard copies and 2 soft copies are required to be in Chinese and English, including calculations, formulae, original soft copies and other data adopted (subsequently provided according to the needs of the Tenderee and for which no additional fee is charged); the approval documents shall be obtained from the competent departments of the government.

投标人必须通过本项目资格后审审查。

Bidders must pass the post-qualification examination for the Project.

3.1 投标人须是在中华人民共和国依法注册的、具有独立法人资格的单位，提供营业执照副本复印件并加盖投标单位公章；

3.1 The bidder must be an organization registered pursuant to the law in the Peoples Republic of China and possessing independent legal personality, which shall provide a copy of the business license sealed by the official seal of the Bidder;

3.2 投标人须具有编制海域使用论证和编制海洋工程环境影响评价的能力，且能够独立完成报告编制，并通过行政主管部门批复。

3.2 The bidder must have the ability to compile the sea area use demonstration report and the marine engineering environmental impact assessment report, and be able to independently complete the report compiling and have it approved by the competent administrative department.

3.3 投标人未被“信用中国”网站（www.creditchina.gov.cn）中列入黑名单或失信被执行人名单，投标人自行提供相关网页截图并加盖投标单位公章。

5.4 The bidders must submit the legally valid version of the Bid Documents for uploading (must be sealed with CA electronic official seal) through the Electronic Tendering and Bidding Trading Platform of NORINCO Group before the bid submission deadline; for the version of the Bid Documents for uploading, in case of decryption failure or if it has not successfully been submitted before the bid submission deadline, the bid of the bidder is considered invalid and such bidder is no longer allowed to participate the evaluation of bid with hard copy of the Bid Documents.

5.5纸质投标文件仅作为归档资料使用，不允许使用纸质投标文件参与评标。
