中化国际招标有限责任公司受买方委托对下列产品及服务进行国际公开招标。现邀请合格投标人参加投标。

1. 招标产品的名称、数量和技术参数：

包01： 高压水切割机(含柔性夹具) 1台

*6.2.4要求设备切割复合材料结构的切口表面粗糙度应满足：机械铣切方式≤Ra 3.2 um，高压水切割方式≤Ra 10 um；

*7.1.1.2 在机床横梁上配有两套Z轴滑枕，一套为加砂水刀头用，另一套为高速钻铣头用；

*7.2.2.1 轴运动范围：X（纵向）≥20,000mm；Y（横向）≥5,500mm；Z（垂向）≥1,500mm；C（加砂水刀旋转）≥±270°；B （加砂水刀摇摆）≥±90°；A（收集器 旋转）≥±170°；

*7.2.2.3 定位精度：X≤ ±0.075 mm（全行程）；Y 、Z≤±0.05 mm（全行程）； C、B ≤±0.016°;

*7.4.3柔性夹具台面：长≥20米，宽≥5.5米，包含有125个致动器真空吸盘的可程序设计夹具以能满足招标方所有待加工零部件的装夹。柔性夹具台面中有一系列精密的定位孔，以便按照各种排列方式安装致动器。

资格要求：

(1) 投标人必须是制造商或制造商直接授权（就本次招标的唯一授权）的代理商，否则，其投标文件将被视为非实质响应而拒绝。

(2)投标人须提供制造商的ISO9001质量管理体系认证证明。

业绩要求：

(1) 要求投标方近5年在国内或国际航空领域（尤其波音和空客公司）用户中有5台以上用于复合材料加工的同类设备正常使用，且用户对设备操作、编程、维修、售后服务、质量可靠性等方面反应良好；投标时提供设备样本、照片、用户清单及联系方式；

(2)投标文件中须提供相关三个以上类似项目的合同证明或最终验收证明（包括：用户名称、地址、联系人、通讯方式、设备的运行情况等）。

2. 招标文件售价：每套 2000元或350 美元。文件售后不退，邮购须另加元人民币100元或15 美元。

3. 购买招标文件时间：2011年4月6日起至投标截止时间止，每天9:00~16:00（北京时间，节假日除外 最后一天截止到上午10：00）。

4. 购买招标文件地点：上海市浦东新区世纪大道1600号M层。

5. 投标截止时间和开标时间： 2011年4月27日10:00时（北京时间）。

6. 开标地点：上海市场中路3115号上海飞机制造有限公司。

SINOCHEM International Tendering Co., Ltd., entrusted by the Buyer, hereby carries out public bid for the supply of the following goods and related services, and now invites eligible bidders to attend the bidding.

1. Name, quantity and technical parameters of the bidding products,:

Package 01: High-pressure Water Cutting Machine (including Flexible Clamp) 1 set

*6.2.4 The cut surface roughness of composite structures shall be ≤Ra 3.2 um for mechanical milling, and ≤Ra 10 um for high-pressure water jet cutting way;

*7.1.1.2 Two sets of slides for Z-Axis shall be equipped on the beam of machine, one is for abrasive waterjet cutting, and another is for high-speed drilling and milling;

*7.2.2.1 Moving range of axes: X (lengthways) ≥20,000mm; Y (transverse) ≥5,500mm; Z (vertical) ≥1,500mm; C (AWJ rotating) ≥±270°; B (AWJ swinging) ≥±90°; A (collector rotating) ≥±170°;

*7.2.2.3 Positioning accuracy: X≤ ±0.075 mm (whole travel); Y, Z≤±0.05 mm (whole travel); C, B ≤±0.016°;

*7.4.3 Platform of flexible fixture: length ≥20 m, width ≥5.5 m, containing 125 actuators vacuum sucker programmably controlled fixtures for clamping all parts to be machined from the Tenderee. In the platform of flexible fixture, a series of precision positioning holes shall be provided for mounting the actuators in different arrangements.

Qulification requirements:

(1) Bidder must be the manufacturer itself or the agent directly authorized (exclusive for this tender) by the manufacturer, otherwise the bid will be rejected as non- substantial response. .

(2) The bidder should provide the ISO9001 certification.

Achievement requirement:

(1) The Bidder shall be furnished with at least 5 pieces of equipment same with the proposed one that were used for machining composites in recent 5 years in the aerospace field from home or abroad (especially Boeing and Airbus), moreover, good feedback from the users regarding the operation, programming, repairing, after-sale service and quality reliability for the equipment shall be there. The Bid shall be accompanied with the brochure, picture, a list of the users and their contact ways for the equipment.

(2) There should be more than 3 contract certificates or fianl-acceptance certificates of similar project in bid documents (including: user name, address, contacting person, communication ways, running status of equipment).

2. Price of Bidding Document: RMB 2000 or USD 350 for one complete set of package. Bidding Document is non-refundable (if mail order, with additional RMB 100 or USD 15 ).

3. Time for obtaining Bidding Documents: 9:00~16:00 (Beijing Time the last day from 9:00a.m. –10:00a.m) every day (excl. holidays hereafter from 6th April, 2011 till Deadline of Bid Submission).

4. Place for obtaining Bidding Documents: M Floor, No.1600 Century Avenue, Shanghai, 200122 P. R. China.
