一、概况
长沙滨江文化园的建设是为满足广大市民的精神生活需要，打造长沙形象，提升城市品质，更好地服务于社会而建造的具有“时代性、标志性、地域性”的建筑群，其中以音乐厅、图书馆、博物馆为重点建设项日，结合一定的综合商业配套设施和湘江风光带的规划建设，建成一个集文化娱乐、会议中心、酒店服务、观光休闲为一休的具有湖湘文化特色的滨江文化园。
二、建设规模及内容
项日名称：长沙滨江文化园
地理位置：选址于长沙市区新河三角洲，西滨湘江，北临浏阳河，东由为规划中的湘江大道，占地约30公顷（450亩），总建筑面积23.5万平方米。
项目内容：长沙滨江文化园分二期建设
一期工程建设项目为音乐厅、图书馆、博物馆，也是本次方案设计的重点。一期建筑面积为6万平方米，其中音乐厅1.5万平方米、图书馆2.5万平方米、博物馆2万平方米。
二期工程建设项目为酒店会议中心、配套设施及地面架空层开发空间。二期建筑面积为17.5万平方米，其中酒店、会议中心及配套设施11.5万平方米、地面架空层开发空间6万平方米。
三、方案要求
1、音乐厅、图书馆、博物馆建筑单体设计方案；
2、酒店会展中心概念性建筑设计方案；
3、黄兴北路延长线以西，北至浏阳河，湘江大道以东，南至丽臣路，此区域要求作概念性城市设计。
四、投资总额
总投资14亿人民币(不含土地费用)
1、音乐厅、博物馆、图书馆投资总估算4亿；
2、酒店、会议中心、地下空间等投资估算8亿；
3、水利工程2亿。
五、竞赛方式
采用设计方案国际邀请竞赛方式，从报名参赛单位中选择8-10家具有相应资质要求的设计单位作为邀请参赛单位，未入选的报名单位不另行通知。
六、时间安排
1、报名时间：2004年3月1日—3月15日
2、方案设计时间：2004年4月1日—5月15日
七、报名方式：
1、接受网上报名和传真报名，请先下载并填写报名表。
2、可通过特快专递将报名资料邮寄给代理机构。
3、所需报名资料：企业资质，工商登记，相关设计业绩资料等(复印件、原件均可)。
八、方案费用
经技术审查对符合设计文件要求的方案，每个方案给予4万美元的方案费；经专家评审选择3个优胜方案，优胜方案另给予4万美元的奖励；实施方案从优胜方案中产生。

Announcement of the International Competition of Scheme Design for Changsha Riverfront Cultural Park
Ⅰ.Introduction
The construction of Changsha Riverfront Cultural Park is to meet the cultural life needs of the citizens, to modify city image of Changsha, promote urban quality, to serve the society better. Its a timely, significant, regional architecture complex，which consists of a music hall, a library, a museum as the key projects, certain commercial auxiliary facility and the plan and construction of the Xiang river riverfront scenery zone. We aim to make it a riverfront park of characteristic Hunan culture with the multiple functions of entertaining, conference center hotel service, sightseeing and relaxation．
Ⅱ.Construction Scope and Content
Name of Project: Changsha Riverfront Cultural Park
Location: the site is in the Xin He delta in urban area of Changsha, with Xiang River at west, Liuyang river at north and the Xiang river highway in plan at southeast, with a land area of 30 hectares (450Mu), architectural area of 235,000 square meters.
Content of Project: two phase of the construction of Changsha Riverfront Cultural Park.The first phase includes the projects a music hall,a library and a museum, which is the key of this scheme design. The architectural area of the first phase is 60,000 square meters with 15,000 square meters of the music hall, 25,000 square meters of the library and 20,000 square meters of the museum.
The second phase includes the projects of a convention and exhibition hotel, auxiliary facility and underground space. The architectural area of the second phase is 175,000 square meters, with 115,000 square meters of the convention and exhibition hotel and the auxiliary facility; 60,000 square meters of the underground space.
Ⅲ.Requirements
1.single architectural scheme design of the music hall, the library and the museum;
2.conceptual design of the convention and exhibition hotel;
3.conceptual urban design of the area with the extension of North Huang Xing road as east border, Liu Yang River as north border, Xiang River highway as west border, Li Chen road as south border.
Ⅳ.Investment
1,400 million RMB of total investment (not include the cost of land);
a. 400 million estimate investment for the music hall, museum, and library;
b. 800 million estimate investment for the convention and exhibition hotel underground space, etc.;
c. 200 million for irrigation project.
Ⅴ.The Competition
This is an international invitational scheme design competition, 8-10 companies of the registered companies with corresponding qualification will be invited to the competition, the uninvited companies won’t receive a separate notice.

2.Scheme Design Date: April 1,2004-May 15,2004

1.Net and fax registration, please download and fill in the entry form first.
2.Post the registration materials to the sponsor through the Express Mail Service.
3.Necessary registration materials include: company qualification, industrial and commercial registration, related design work materials, etc. (copy or original paper).
Ⅷ.Expenses
Each qualified scheme by technology examine, which meets the requirements in the design documents will get scheme fee of ＄40,000; 3 winning schemes will be chosen by experts and each will get the a reward of another ＄40,000; The implementing scheme will be one of the winning schemes.
