2. 有兴趣的潜在投标人可从中化商务有限公司得到进一步的信息和查阅招标文件。
3. 对投标人的资质要求：
(1) 投标人应为制造商或其制造商所在集团的销售子公司，或投标人应为制造商或其制造商所在集团的中国办事处或其制造商所在集团的销售子公司授权的代理商，出具授权书。
(2) 投标人应具有营业执照（营业登记）/经营许可证明文件。
(3) 投标人应具有2016年至今在中国境内石油化工行业或煤化工行业实验室分析仪器设备销售业绩且单项合同金额不少于人民币200万。投标人须提供业绩清单，出具销售合同关键页（至少包括项目名称、产品名称、产品型号及签署盖章页等），合同复印件不清晰或不提供均视为无效业绩。
(4) 投标产品中全自动石油产品汞含量分析仪应具有2016年至今在中国境内石油化工行业不少于3台销售业绩。投标人须提供业绩清单，出具销售合同关键页（至少包括项目名称、产品名称、产品型号及签署盖章页等），合同复印件不清晰或不提供均视为无效业绩。以上业绩中的产地应与投标产品保持一致。
(5) 能量色散X荧光总硫分析仪的投标品牌应具有2016年至今在中国境内新建1000万吨/年及以上炼油或80万吨/年及以上乙烯项目（不含改、扩建）有1台及以上销售业绩。投标人须提供业绩清单，出具销售合同关键页（至少包括项目名称、产品名称、产品型号及签署盖章页等），合同复印件不清晰或不提供均视为无效业绩。以上业绩中的产地应与投标产品保持一致。
(6) 硫氮分析仪的投标品牌应具有在中国境内石油化工行业不少于5台连续运行5年以上使用业绩。投标人须提供业绩清单，出具销售合同关键页（至少包括项目名称、产品名称、产品型号及签署盖章页等），合同复印件不清晰或不提供均视为无效业绩。以上业绩中的产地应与投标产品保持一致。
(7) 自动常压馏程仪的投标品牌应具有2016年至今在中国境内不少于2个新建1000万吨/年及以上炼油或80万吨/年及以上乙烯项目（不含改、扩建）销售业绩且上述业绩中每个业绩单项合同自动常压馏程仪的数量不少于6台。投标人须提供业绩清单，出具销售合同关键页（至少包括项目名称、产品名称、产品型号及签署盖章页等），合同复印件不清晰或不提供均视为无效业绩。以上业绩中的产地应与投标产品保持一致。
(8) 全自动石化水质分析仪的投标品牌应具有2016年至今在中国境内石油化工行业不少于5台销售业绩。投标人须提供业绩清单，出具销售合同关键页（至少包括项目名称、产品名称、产品型号及签署盖章页等），合同复印件不清晰或不提供均视为无效业绩。以上业绩中的产地应与投标产品保持一致。
(9) 投标产品中柴油润滑性测定仪应具有2016年至今在中国境内石油化工行业不少于10台及以上运行业绩。投标人须提供业绩清单，出具销售合同关键页（至少包括项目名称、产品名称、产品型号及签署盖章页等），合同复印件不清晰或不提供均视为无效业绩。以上业绩中的产地应与投标产品保持一致。
(10) 滴定仪的投标品牌在2016年~至今应具有中国境内新建80万吨及以上乙烯项目（不
含改扩建）滴定仪总台数不少于20台销售业绩。投标人须提供业绩清单，出具销售合同关键页或中标通知书，如提供中标通知书，应同时提供签订的技术协议，合同复印件或中标通知书或技术协议复印件不清晰或不提供均视为无效业绩。以上业绩中的产地应与投标产品保持一致。
(11) 投标人财务状况优良，近三年（2016-2018，如投标人2018年财务审计报告未出，可提供2015-2017）资产负债率均不得高于70%，投标人需提供经第三方审计的财务审计报告。若资产负债率高于70%，投标人须承诺提供预付款和进度款保函或货到现场验收合格支付货款95%，出具书面承诺函。
(12) 投标人应当提供在开标日前3个月内由银行出具的银行资信证明的原件或复印件；
(13) 本项目不接受联合体投标。
(14) 投标人在投标前需在中国国际招标网或必联网上完成注册。评标结果将在必联网公示。

3. Qualification Requirements For Bidder：
1)The bidder must be the manufacturer or the sales subsidiary or China office of the manufacturer"s group, or the bidder must be the directly authorized agents; if the bidders are agents, the original or photocopy of the authorization shall be provided, otherwise the bid will be rejected;
2)The bidder shall have a business license (business registration) / business license certification;
3)The bidder shall have sales performances of laboratory analytical equipment from 2016 to now within PRC territory in petrochemical or coal chemical industry and the single contract amount shall not be less than RMB 2 million. The performance list, key pages of contracts shall be provided. The performance list and photocopy of contracts shall be provided, and the contract content shall include plant name, product name, product model, signing&stamping page, etc. The photocopy of the contract is not clear or not provided will be deemed as invalid performance;
4)The bidding products shall have sales performances of not less than 3 fully automatic mercury analyzers for petroleum products from 2016 to now within PRC territory in petrochemical or coal chemical industry. The performance list, key pages of contracts shall be provided. The performance list and photocopy of contracts shall be provided, and the contract content shall include plant name, product name, product model, signing&stamping page, etc. The photocopy of the contract is not clear or not provided will be deemed as invalid performance; The place of origin in the above performance shall be consistent with the bidding products.
5)Bidding brand of energy dispersive X fluorescence total sulfur analyzer shall have not less than 1 sales performance for 1,000 KMTA refinery or more than 800 KMTA ethylene project (revamping project is not included) from 2016 to now within PRC territory. The performance list, key pages of contracts shall be provided. The performance list and photocopy of contracts shall be provided, and the contract content shall include plant name, product name, product model, signing&stamping page, etc. The photocopy of the contract is not clear or not provided will be deemed as invalid performance; The place of origin in the above performance shall be consistent with the bidding products.
6)Bidding brand of sulfur nitrogen analyzer shall have application performances of continuous operation for more than 5 years of not less than 5 sulfur nitrogen analyzers within PRC territory in petrochemical industry. The performance list, key pages of contracts shall be provided. The performance list and photocopy of contracts shall be provided, and the contract content shall include plant name, product name, product model, signing&stamping page, etc. The photocopy of the contract is not clear or not provided will be deemed as invalid performance; The place of origin in the above performance shall be consistent with the bidding products.
7)Bidding brand of automatic atmospheric distiller shall have not less than 2 sales performance of not less than 6 automatic atmospheric distillers for 1,000 KMTA refinery or more than 800 KMTA ethylene project (revamping project is not included) from 2016 to now within PRC territory. The performance list, key pages of contracts shall be provided. The performance list and photocopy of contracts shall be provided, and the contract content shall include plant name, product name, product model, signing&stamping page, etc. The photocopy of the contract is not clear or not provided will be deemed as invalid performance; The place of origin in the above performance shall be consistent with the bidding products.
8)Bidding brand of automatic petrochemical water quality analyzer shall have sales performances of not less than 5 automatic petrochemical water quality analyzers from 2016 to now within PRC territory in petrochemical industry. The performance list, key pages of contracts shall be provided. The performance list and photocopy of contracts shall be provided, and the contract content shall include plant name, product name, product model, signing&stamping page, etc. The photocopy of the contract is not clear or not provided will be deemed as invalid performance; The place of origin in the above performance shall be consistent with the bidding products.
9)Bidding brand of diesel oil lubricity tester shall have application performances of not less than 10 diesel oil lubricity testers from 2016 to now within PRC territory in petrochemical industry. The performance list, key pages of contracts shall be provided. The performance list and photocopy of contracts shall be provided, and the contract content shall include plant name, product name, product model, signing&stamping page, etc. The photocopy of the contract is not clear or not provided will be deemed as invalid performance; The place of origin in the above performance shall be consistent with the bidding products.
10) Bidding brand of titrator shall have sales performance of not less than 20 titrator for more than 800 KMTA ethylene project (revamping project is not included) from 2016 to now within PRC territory. The performance list, key pages of contracts or letter of acceptance shall be provided, technical agreement shall be provided with letter of acceptance. The photocopy of the contract or letter of acceptance or technical agreement is not clear or not provided will be deemed as invalid performance; The place of origin in the above performance shall be consistent with the bidding products.
11) The bidder shall be in good financial standing, the liability ratio shall be less than 70% for every year of recent three years (2016-2018; if the bidder cannot provide 2018 report, 2015-2017 report is also accepted). The bidder shall provide financial audit reports audited by third parties. If the liability ratio is higher than 70%, the bidder shall promise to provide advance payment and progress payment guarantee or 95% of the qualified payment upon on-site acceptance of the goods, and provide a written commitment letter.
12) The bidder shall provide a bank reference letter in original or its copy issued by their account banks within 3 months prior to the time of bid opening;
13) Joint venture is not accepted;
14) The bidder needs to register before the tender on www.chinabidding.mofcom.gov.cn or www.ebnew.com. And the evaluation results will be released on www.ebnew.com.
4.
