中化商务有限公司受航天材料及工艺研究所的委托对下列产品及服务进行国际公开招标。现邀请潜在投标人参加投标。

1. 招标产品的名称、数量、技术规格、资金来源：

冷气动力喷涂系统 1套

技术规格：

(1) 工作压力：覆盖0~5MPa；

(2) 喷涂房尺寸：≥9000mm×6000mm×3000mm；

资金来源：国拨资金

2. 资质要求：

（1）非所投系统主机制造商的投标人应获得制造商给予本项目的有效授权，须提供正本；

（2）投标人需提供投标人的有效的营业执照和税务登记（如适用）证明文件；

（3）投标人提供近三年的财务状况资料，和中标后有能力履行合同的文件，并作为其投标文件的一部分；

（4）设备制造商具有完善的质量管理体系，并提供ISO9001质量管理体系认证证书；

（5）境内投标人须提供中国人民银行或其下属分支机构出具的银行基本账户开户许可证复印件；

（6）投标人应当提供在开标日前3个月内由其开立基本账户的银行开具的银行资信证明的原件或复印件（资信证明所致单位包括但不限于招标人及招标机构）。

3. 交货的地点和时间：境内货物：北京市丰台区南大红门路1号/境外货物：CIF天津新港；交钥匙工程，收到信用证或预付款后开始计算交货期，总周期不超过6个月。其中：收到信用证或预付款后第5个月内到货，到货后1个月内安装调试完成。（分阶段计算延期交货责任）

4. 招标文件售价：每包每套1000元人民币或160美元，文件售后不退。（邮购须另加100元人民币或20美元）。任何未在中化商务有限公司领购招标文件的法人或其他组织均不得参加投标。

SINOCHEM COMMERCE CO., LTD. was commissioned by Aerospace Materials and Technology Research Institute to conduct international public bidding for the following products and services. Potential bidders are invited to participate in the bidding.

2． Qualification requirements：

(1) Bidders of non-invested system host manufacturers shall obtain a valid authorization from the manufacturer for the project and shall provide the original;

(2) The bidder shall provide the bidder's valid business license and tax registration (if applicable) supporting documents;

(3) The bidder provides information on the financial status of the past three years, and the documents that have the ability to perform the contract after winning the bid, and as part of the bidding documents;

(4) The equipment manufacturer has a complete quality management system and provides ISO9001 quality management system certification;

(5) The domestic bidder shall provide a copy of the bank's basic account opening permit issued by the People's Bank of China or its affiliates;

(6) The bidder shall provide the original or photocopy of the bank credit certificate issued by the bank that opened the basic account within 3 months before the bid opening date (the unit resulting from the credit certificate includes but not limited to the tenderee and the tendering agency).

3． Delivery time and place: Domestic goods: No. 1 Hongmen Road, Nanda, Fengtai District, Beijing/Overseas goods: CIF Tianjin Xingang; Turnkey projects, after receiving the letter of credit or advance payment, begin to calculate the delivery date, the total period does not exceed 6 months. Among them: within the 5th month after receiving the letter of credit or advance payment, the installation and commissioning is completed within 1 month after arrival.
