项目概况：曹妃甸6-4油田包括依托南堡35-2油田，新建一座8腿带井口的中心平台（44个井槽、8个单筒双井，可钻52口井；80人生活楼），新铺设1条8"由CFD6-4CEPA至NB35-2CEP的12.5公里双层保温输油海管，1条12.5公里的复合海底电缆，井流物在中心平台处理成合格原油后经新建海底管线输送至南堡35-2油田CEP平台，并与南堡35-2油田CEP平台的合格原油一起输送至“世纪号”FPSO储存和外输。分离出来的生产水和水源井水在CEPA平台处理合格后直接回注地层。CEPA平台设2台10000kW主电站，通过海底复合电缆与NB35-2CEP平台电力组网。 根据项目需求，本次采购流量仪表。

2.资格标准：

（1）投标人所投标的流量计应为制造厂家的成熟产品，买方不接受新试制产品。在投标截止日前十年内，投标人所投流量计每种类型应具有至少两个项目在海洋石油平台或FPSO上运行两年及以上（从交货验收合格日期或使用方出具的运行时间证明文件起计）的业绩；火炬流量计如果为皮托管原理的流量计，须具有至少两个项目在石油化工行业运行一年及以上（从交货验收合格日期或使用方出具的运行时间证明文件起计）的业绩；蒸汽流量计（孔板、文丘里、皮托管），须具有至少一个项目在蒸汽工况上运行两年及以上（从交货验收合格日期或使用方出具的运行时间证明文件起计）的业绩（应满足设计压力不低于19Mpa且设计温度不低于400℃）；并提供相应的书面材料证明（书面材料是指：合同及相应交货验收单或合同及相应使用方出具的有效证明文件）；上述文件中如未包含流量计所在设施的名称及使用方信息，投标人应提供有效说明文件。

3. 有兴趣的合格投标人可通过以下方式获取招标文件：

Overview: The development project includes relying on NB35-2 oilfield tobuild a new 8-leg central platform with wellhead (44 well slots, 8 single wellsand double wells, 52 wells can be drilled; 80 people"s living quarters), layinga new 8-kilometer double-layer insulated oil pipeline from CFD6-4CEPA toNB35-2CEP, a 12.5-kilometer composite submarine cable and fluid in the center.After the platform is processed into qualified crude oil, it is transported toNB35-2CEP by newly built submarine pipeline, and with qualified crude oil ofNB35-2CEP, it is transported to "Century" FPSO for storage andtransportation. The separated production water and source well water are directlyinjected back into the formation after CEPA is qualified. CEPA consists of two10000 kW main power stations, which are connected by submarine composite cablesand NB35-2 CEP.

2.QualificationRequirements:

★Theflowmeters provided by VENDOR shall be the?matureproducts of the manufacturers, new trial products would not be?accepted.Since in recent 10 years to the bid deadline, the productsprovided by VENDOR should have at least two?projectshad successful applications in offshore platform/FPSO for two years (From thedate of acceptance of delivery or the certificate issued by USER). If the?flaregas flowmeter is a flowmeter in the form of a pitot tube principle, it?musthave at least two projects had successful applications in petroleumrefiningindustry for one year or more ( From the date of acceptance ofdelivery or thecertificate issued by USER). Steam flowmeter (orificeplate,venturi, pitot tube) shall have at least two years and more performance(Fromthe date of acceptance of delivery or the certificate issued by USER) ofatleast one project in steam operation (shall meet the design pressure notlessthan 19 Mpa and the design temperature not less than 400 C).The VENDORshall?provide the corresponding documents(written materialrefers to: contract and the commissioning acceptance documentsor contract andthe effective proof certificate issued by the operator).
