Conceptual Scheme Design for Xi’an International Football Center Project and the Conceptual Urban Design for Its Surrounding Area

International Competition Announcement

西北（陕西）国际招标有限公司受陕西西咸中央商务区建设发展有限公司（陕西省西咸新区沣东新城管理委员会该项目的承办单位）委托，就西安国际足球中心项目概念方案设计及周边片区概念城市设计组织国际竞赛，请有意向的潜在参赛人提出资格预审申请。

Entrusted by Xixian Central Business District Construction and Development Co., Ltd. (the unit of the Administrative Committee of Fengdong New City of Xixian New Area undertaking this project), Northwest (Shaanxi) International Tendering Co., Ltd. invites potential entrants to apply for the qualification review for the international competition for the conceptual scheme design for Xi’an international football center project and the conceptual urban design for its surrounding area.

一、（1）项目概况

I.（1） Project Overview

本次国际竞赛为280亩西安国际足球中心概念建筑方案设计和周边680亩片区概念城市设计。西安国际足球中心项目位于沣东新城中央商务区内，大西安新中心新轴线东侧，复兴大道以东，科源一路以西，科统三路以北，科统四路以南，用地规模约280亩。周边片区城市设计位于沣东新城大西安新中心新轴线核心段重要节点，北至科统四路，南至科统三路，西邻西成高铁线，东临沣泾大道，总面积约45公顷。

The international competition is to design the architecture of Xi’an International Football Center of 280 mu and design the 680 mu of its surrounding area. The project of Xi’an International Football Center is located in the Central Business District of Fengdong New City, in the east side of the new axis of the new center of Grand Xi’an, to the east of Fuxing Avenue, to the west of Keyuan First Road, to the north of Ketong Third Road, and to the south of Ketong Fourth Road, with the land use of about 280 mu. The surrounding area urban design is located at the important node of the core section of the new axis of Grand Xi’an Center of Fengdong New City, reaching Ketong Fourth Road in the north, to Ketong Third Road in the south, near Xi’an-Chengdu High-Speed Railway in the west and adjacent to Fengjing Avenue in the east, with a total area of about 43 hectares.

项目区位优势明显，高速公路快速连接咸阳机场和高铁北站，并连接西安周边咸阳、渭南、铜川等城市形成“一小时高速圈”。现状有两条快速高架干道分别直达西安市西二环路和长安路南门，和西安市主城区形成“半小时公共交通圈”。

The project has an obvious geographical advantage. The expressway accesses Xianyang International Airport and High-speed Railway North Station and connects the cities of Xianyang, Weinan and Tongchuan around Xi’an, forming a “one-hour high-speed circle”. At present, there are two fast-moving trunk roads leading directly to the West Second Ring Road and the South Gate of Chang’an Road, forming a “half-hour public transportation circle” in the main city property of Xi’an.

建设世界一流专业足球场，承接国际顶级足球赛事及国内顶级联赛，满足青少年足球专业化培养及体育交流、商业演出、大型综艺等功能，将其打造成顶级足球赛事中心、专业足球培训中心、足球文化交流中心、足球产业发展中心，使其成为西部地区的国际顶级专业足球中心，带动西部地区的足球事业和青少年足球培训事业快速发展，将其打造为国内知名的地标性建筑，成为大西安新中心新轴线上的璀璨明珠。

To build a world-class professional football field to undertake international top football matches and domestic top leagues and meet such functions as professional training of youth football as well as sports exchanges, commercial performances, and large-scale variety, build it into a top football event center, professional football training center, football cultural exchange center and the football industry development center, making it the international top professional football center in West China and driving the rapid development of the football industry and youth football training in West China, and build it into a well-known landmark in China, making it the bright pearl on the new axis of the new center of Grand Xi’an.

二、竞赛内容

II. Competition Contents

本次国际竞赛以用地280亩的西安国际足球中心概念方案设计为核心，兼顾周边片区680亩概念城市设计。重点是对西安国际足球中心的单体造型、功能流线、体育工艺等进行概念方案设计。

The core of this international competition is to make the conceptual scheme design of the 280 mu Xi’an International Football Center with consideration of the conceptual urban design of its surrounding area of 680 mu. The focus is the conceptual design of the shape of single building, functional streamline, and sports process of Xi’an International Football Center.

1、西安国际足球中心项目须达到概念方案设计深度。用地280亩，固定6万座席，满足国际足联、亚足联对专业足球场馆的全部设计建设运营要求，满足国际足联及亚足联对于包厢等专业设施的要求，包括两块专业训练场、训练场附属配套设施。

1. The project of Xi’an International Football Center must be designed to the conceptual scheme level. The center occupies the land area of 280 mu with 60,000 fixed seats, which satisfies all the design, construction and operation requirements of FIFA and AFC for professional football stadium and meets the requirements of FIFA and AFC for professional facilities such as boxes, including two professional training fields and their ancillary facilities.

2、周边片区概念城市设计范围内须达到规划概念城市设计深度。用地680亩，为场馆周边商业用地、文体用地、绿地等。须根据文体片区功能定位和专业足球场空间形态要求，研究此区域城市空间形态、建筑天际线、城市绿化体系、交通体系等内容，形成概念城市设计方案。

2. The conceptual urban design of the surrounding area must reach the depth of planned conceptual urban design. It involves 680 mu, covering the commercial land, land for cultural and sports and green in the surrounding area. The conceptual urban design scheme must be formed based on the urban spatial format, architectural skyline, urban greening system and transportation system in this area according to the positioning of cultural and sports area function and spatial form requirements for professional football stadiums.

3、设计成果应包括设计文本及图纸、展示图板、方案介绍多媒体等。

3. The design results shall include design texts and drawings, display boards, and multimedia for scheme presentation.

三、组织方式

III. Organization Mode

1、竞赛活动形式

1. Form of competition activities

（1）本征集公告面向国内外公开发布，采取公开报名形式。从公告发布之日起，接受境内外设计单位的报名。

(1) The announcement is open to the public at home and abroad and adopts the form of open entry. From the date of releasing the announcement, the entry by design companies within and outside the People’s Republic of China will be accepted.

（2）竞赛组织单位将对提出资格申请的设计单位进行资格预审，包括设计单位的综合业绩、项目负责人资历和业绩、设计团队实力及其他相关情况。最终选出12家入选单位作为邀请单位参加竞赛，并发出正式邀请函及竞赛文件，未入围的单位恕不另行通知。

(2) The organizing institution will review the qualifications of the design companies that submit qualification application, including the comprehensive performance of design companies, the qualification and performance of project responsible people, the strength of design teams, and other relevant information. In the end, it will select 12 design companies to participate in the competition, and issue formal invitations and competition documents to them. The unshortlisted companies will not be subject to further notice.

（3）获得正式邀请的设计单位在收到邀请函后，应在3日内把确认函传真或邮件至代理机构。

(3) The design companies that have received formal invitation shall fax or e-mail the confirmation letter to the agent institution within 3 days after receiving the invitation letter.

（4）每家获得正式邀请的设计单位应在规定时间内完成并报送一个方案。任何未被正式邀请的设计单位报送的方案一律不予受理。

(4) Each design company that has received formal invitation shall complete and submit a plan within the specified time. Any plan submitted by an unshortlisted design company shall not be accepted.

（5）以联合体形式参加竞赛的，联合体各方应签订《联合体协议》，连同其他报名文件一并提交代理机构。联合体各方不得再单独以自己名义或者与另外的设计机构组成联合体参加此次竞赛。

(5) Where the design companies participate in the competition in the form of a consortium, its members shall sign the Consortium Agreement and submit it to the agent institution together with other application documents. The members of the consortium shall not participate in the competition in their own name or by forming another consortium with other design companies.

2、竞赛活动的酬金设置

2. Remuneration for competition activities

通过资格审查的参赛单位，入围设计单位提交符合竞赛要求的成果后每家补偿100万元人民币，并设置奖金（一等奖400万元人民币，二等奖200万元人民币）。

Among the entrants passing the qualification review, each of the shortlised design companies that submit a result that complies with the competition requirements shall be given 1.00 million yuan as compensation. The bonuses are as follows: the first prize winner will get 4.00 million yuan and the second prize winner will get 2.00 million yuan.

西安国际足球中心项目概念方案设计及周边片区概念城市设计国际竞赛一等奖必须按照竞赛组织者的要求对全部参赛方案进行优化和深化并确保整合后的规划建筑设计方案可指导项目后期建设，并配合竞赛组织者相关报批工作。

The first award in the international competition for the conceptual scheme design for Xi’an International Football Center project and the conceptual urban design for its surrounding area must optimize and deepen all the participating plans according to the requirements of the competition organizer and ensure that the integrated planning and architectural design plan is able to guide the later construction of the project, and cooperate with the competition organizer in relevant approval work.

四、参赛人基本要求

IV. Basic Requirements for Entrants

1、参赛人须为具有独立法人资格的合法注册企业或者其他组织。

1. Entrants must be legally registered companies or other organizations with independent legal personality.

2、中华人民共和国境内、境外或港澳台地区潜在参赛人需主持设计过大型体育场馆项目。

2. The potential entrants within and outside the territory of the People’s Republic of China or in Hong Kong, Macao and Taiwan must have presided over the design of large sports stadiums and venues.

3、中华人民共和国境外或港澳台地区在中华人民共和国境内设有多个分支机构且多个分支机构同时参与报名的，只接受境内总部机构或取得境外总部唯一授权的分支机构报名, 若中华人民共和国境外或港澳台地区在中华人民共和国境内分支机构仅有一家参与报名视同取得境外总部唯一授权。

3. Where the branches of one company outside the territory of the People’s Republic of China or one company from Hong Kong, Macao or Taiwan that establishes many branches within the territory of the People’s Republic of China apply for the competition at the same time, only the application of the domestic headquarters or the branch that obtains the sole authorization from the overseas headquarters shall be accepted for the competition. Where only one among the branches outside the territory of the People’s Republic of China or the branches established by the company from Hong Kong, Macao or Taiwan within the territory of the People’s Republic of China applies for the competition, it is regarded to be solely authorized by the overseas headquarters.

4、本次竞赛活动接受境内设计机构、境外设计机构或联合体机构报名。联合体各成员须满足以上规定，且必须提交《联合体协议》，并在协议中明确联合体的牵头单位。联合体各成员不得再以自己名义单独报名，也不得组成新的联合体或参与其他联合体的报名，否则报名无效。

4. The competition will accept application from domestic design companies, overseas design companies or consortium. Members of the consortium must meet the above requirements and must submit the Consortium Agreement, which shall identify the lead company of the consortium. Members of the consortium shall not register separately in their own name, nor shall they form a new consortium or participate in the registration of any other consortium, otherwise the registration will be invalid.

5、信誉要求：参赛人具有良好的社会信誉，没有处于被责令停业、财产被接管、冻结、破产和重组等状态。

5. Credit requirements: The entrants shall have a good social reputation. They shall not be in a state of being ordered to suspend business, their properties being taken over or frozen, or being bankrupt or restructured.

五、资格预审方法：有限数量制。

1、报名时间：2019年11月26日至2019年12月2日，每日上午9:00时至12:00时，下午14:00时至17:00时（北京时间）。

1. Application and registration time: 9:00 AM to 12:00 and 14:00 to 17:00, November 26 to December 2, 2019 (Beijing time).

2、报名地点：西北（陕西）国际招标有限公司（西安市南二环西段58号成长大厦1107室，南二环与朱雀路十字西南角），本次报名接受网络报名。

2. Registration location: Northwest (Shaanxi) International Tendering Co., Ltd. (Southwest corner of the crossing of South Second Ring and Zhuque Road, Room 1107, Chengzhang Building, No. 58 West Section of South Second Ring Road, Xi’an). Online application is available.

3、报名时经办人须持单位介绍信及本人身份证。

3. The entrant must hold a letter of introduction of his/her company and ID card when filing the application.

4、资格预审文件发售：时间、地点同报名时间、地点。

资格预审文件每份售价500元整，售后不退。

七、附则

VII. Supplementary Provisions

1、本次竞赛活动所涉及的往来函电、文件和设计成果均应使用简体中文，其它任何文字均应附有准确的中文翻译。

1. All the correspondence, documents and design results involved in this competition shall be in simplified Chinese. The documents in other languages shall be attached with the Chinese translation.

2、费用以人民币支付，设计单位所获设计补偿费产生的税金以及该设计单位在征集活动过程中的一切费用自理。

2. The fees are paid in RMB. The tax arising from the compensation fees for design obtained by the design companies and all the expenses incurred during the solicitation activities shall be borne by the design companies on their own.

3、组织单位拥有本次竞赛活动公告的最终解释权。

3. The organizing institution shall have the final right to interpret this competition activities announcement.
