1. This Invitation for Bids follows the General Procurement Notice for this project that

appeared in the “ADB Business Opportunities” in March 2008.

2. The People’s Republic of China has received a loan from the Asian Development
Bank (ADB) towards the cost of Hebei Small Cities and Towns Development
Demonstration Sector Project, and it intends to apply part of the proceeds of this loan to
payments under the contract for procurement of equipments of heating and the related
services (Contract No.: HB-PQGRM1) for Pingquan District Heating Subproject
(Hereinafter referred to as “the Goods and related services”). The Qualification
requirements of Bidders: to have the Grade A Certificate of the Municipal Engineering for Public
Use for domestic bidders only, details please refer to the Qualification Criteria in Section III
.
3. China International Tendering Company (the Procurement agent, ITC), authorized and
on behalf of Pingquan Longhong Heating Co., Ltd. (the Purchaser), now invites sealed
bids from eligible bidders for the procurement of the goods and the related services.
The main equipments are: heat preservation tubes, steel tube, pipe fittings, joint, valve.

4. International Competitive Bidding will be conducted in accordance with ADB’s
single-stage: one-envelope procedure and is open to all bidders from eligible source
countries.

5. Interested eligible bidders may obtain further information from ITC, and inspect the
Bidding Document at the address given below during working time: 9:00-16:00 (Beijing
time).

6. The Bidding Document, in the English language, may be purchased from ITC by
interested eligible bidders on submission of a written application to ITC at the address
below and upon payment of a nonrefundable fee of RMB 2500 or USD300. For mail
order, the document will be sent by EMS at additional cost of RMB100 (for domestic
delivery) or USD20 (for overseas delivery). No liability will be accepted for loss or late
delivery.

7. Bids must be delivered to ITC at the address given below at or before 9:00 a.m.
(Beijing Time) on 20 September, 2011. All bids must be accompanied by a bid security
(equivalent to: 700000 CNY) in the bid currency. Late bids shall be rejected. Bids will be
opened in the presence of the bidders representative who choose to attend at the
meeting room of ITC at the address given below immediately after deadline for
submission of the bids on 20 September, 2011.

8. ITC and the Purchaser will not be responsible for any costs or expenses incurred by
bidders in connection with the preparation or delivery of bids.

9. Pingquan District Heating Subproject belongs to the Hebei Small Cities and Towns
Development Demonstration Sector Project. Debt Management Center of Hebei
Provincial Department of Finance is responsible for monitoring the bidding process.

1、 中华人民共和国已从亚洲开发银行（ADB）获得一笔贷款，用于支付河北省亚洲开发银行贷款小城镇发展示范项目的费用，并计划将一部分贷款用于平泉集中供热工程（HB-PQGRM1）合同项下的合理支付。
2、 中技国际招标公司（采购代理）受承德龙鸿热力有限责任公司（买方）的委托，邀请合格的投标人对供热材料和相关服务提交密封投标。
3、 本次招标将采用亚行单阶段、单信封的采购程序进行，采用国际竞争性招标。所有合格的亚行成员国均可参加投标。
4、 有兴趣的合格的投标人可从中技国际招标公司（地址如下）查阅招标文件以获得更详细的资料。国内投标人应具有市政公用工程总承包壹级资质。
5、 有兴趣的合格投标人可向中技国际招标公司提出书面申请，自2011年8月9日（节假日除外）9：00-16：00（北京时间）在中技国际招标公司办公室购买招标文件。每套英文招标文件售价2500元人民币或300美元，文件售后款项不予退还。如需邮寄，国内邮寄需另交邮费人民币100元，国外邮寄另交20美元。招标公司在收到汇款后以特快专递邮寄，但对由于任何原因造成的文件迟到或丢失，招标公司不负任何责任。
6、 所有投标书应于2011年9月20日9：00（北京时间）之前送交到中技国际招标公司（地址如下），每个合同包须附有不低于70万元人民币的投标保证金。兹定于2011年9月20日9：00（北京时间）开标。届时请参加投标的代表出席开标仪式。
7、 买方、采购代理对投标人标书的准备或递送的费用将不承担任何责任。
