　　【项目定位】

　　本项目对标国内一流学校，运用先进教学理念和最好建造水平建设一所高标准、高水平，能够体现前海生态、绿色、智慧化、智能化的学校。

　　【招标范围】

　　采用设计总承包模式,是全过程设计项目。承包范围为项目开发建设用地范围内的建筑主体工程设计及专项设计，从方案设计（包括估算编制）、初步设计（包括设计概算）至施工图设计全过程，以及配合施工服务至参加竣工验收结束为止的全部设计工作。

　　【招标控制价及方案使用费】(暂定)

　　招标控制价：人民币3600万元。方案使用费（人民币）：第一名：授予合同；第二名：120万元；第三名：100万元；第四名：80万元；第五名：60万元。

　　【报名要求】

　　一、投标方式及报名条件

　　1、本次招标采用公开报名的方式，具备行政主管部门颁发的建筑行业（建筑工程）专业设计甲级及以上资质或工程设计综合资质甲级资质（或联合体之一必须具备此项要求资质），投标人须是中华人民共和国境内、外注册的企业。

　　2、本项目接受联合体报名，联合体投标单位家数不超过2家。

　　3、参与本次投标活动的设计人员应为该投标人的在册人员，主创设计师须直接参与设计全过程。为了保证项目设计人员对中国地区背景和相关要求的准确理解，项目设计人员中应至少有一名通晓汉语的人士。

　　4、在招投标活动中因串通投标被暂停投标资格期间或涉嫌串通投标并正在接受主管部门调查的投标申请人不被接受。

　　5、投标人根据招标文件要求提供资格预审申请文件。

　　【招标计划】

　　一、国际招标资格预审

　　国际招标公告计划于2020年2月发布。

　　报名文件提交主要内容：概念提案、反映参赛团队资信及以往业绩的文件。概念提案主要成果包括但不限于以下内容：

　　1、能够表达城市关系及场地内建筑整体关系的总平面图或鸟瞰图；

　　2、对场地竖向的分析；

　　3、交通分析，包括公交首末站；

　　4、针对教学空间的思考；

　　5、简要阐述在本项目中的工作模式及方法；

　　二、概念方案招标

　　设计时间约60个自然日。

　　三、方案评审前三名概念方案优化

　　根据具体情况决定是否需要优化。

　　Pre-announcement of International Bidding for Design of 9-Year School in Guiwan 4th Unit

　　[Project Overview]

　　Located in the 4th Unit of Qianhai Shenzhen-Hong Kong Modern Services Industry Cooperation Zone, the site comprising Plot 04-03-01 (land for education facilities) and Plot 04-03-02 (land for green space) is defined by Guiwan 2nd Road on the south and 11th Road on the east, covering a land area of 37,141.26m2 that contains 3,353.58m2 green space in the north. The gross floor area of the Project is about 95,000m2.

　　[Project Positioning]

　　For the Project, it is required to apply the latest learning concepts and the state-of-art construction techniques to build an ecological, green, smart and intelligent school up to the standards for the first-class schools in China.

　　[Bidding Scope]

　　A general design contractor will be employed to conduct the engineering design and specialized design for the main buildings within the Project site, covering the SD (including the cost estimate), DD (including the budgetary estimate), CD design, and all design work from construction administration to participation in the completion acceptance of the Project.

　　[Bidding Control Price and Honoraria] (tentative)

　　Bidding control price: RMB 36 million yuan. The honoraria (RMB): the first-place winner will be awarded the Contract; bidders ranking the 2nd, 3rd, 4th and 5th place will be paid 1.2 million yuan, 1 million yuan, 0.8 million yuan and 0.6 million yuan respectively.

　　[Registration Requirements]

　　I. Bidding method and registration conditions

　　1) The bidding is open for registration. The bidders should be companies registered in the People’s Republic of China or other countries, with Class A or higher qualification certificate in the construction industry (construction engineering), or with Class A qualification certificate in comprehensive engineering design (or one of the consortium members meets such qualification requirements) issued by corresponding administrative departments.

　　2) Registration in the form of design consortium is acceptable, but each consortium should include no more than two members.

　　3) All design personnel proposed for this bidding shall be on the payroll of the bidder, and the chief architect must direct the whole process in person. At least one member of the design team should be proficient in Chinese to ensure the accurate understanding of the local context and requirements in China.

　　4) Applicant temporarily disqualified from bidding due to collusive bid or under investigation by the competent authorities due to suspected collusive bid shall be rejected from the bidding.

　　5) Bidders shall submit prequalification documents as per the requirements of Bidding Documents.

　　Registration materials: a conceptual proposal demonstrating how to solve key issues as well as documents verifying the credits and portfolios of the design team.

　　The design period is about 60 natural days. Conceptual design optimization by the top 3 bidders (depending on the specific situation, whether the optimization is needed).The design period is about 30 natural days.
