中国海洋石油集团有限公司受招标人委托对下列产品及服务进行国际公开竞争性招标，于2020-03-12在中国国际招标网公告。本次招标采用传统招标方式，现邀请合格投标人参加投标。
1、招标条件
项目概况:货物名称：LNG装船泵
Name of Goods: LNG Ship-loading pump
数量：3台套
Quantity: Three sets
规格：设计流量为2000m3/h，扬程为150m，设计压力为1.82 MPa G，设计温度为-165/+65℃。
Specification: The design flow is 2000m3 / h, differential head is150m, design pressure is 1.82MPa G, design temperature is -165/+65℃.
交货期Delivery Schedule:
分两批交货，第一批包括底阀和假泵，第二批包括泵和备件等。
Goods？shall be delivered in two batches, the first batch shall include Foot valve and Dummy pump; the pumps, spares and other parts as the second batch.
境内货物：第一批于合同签订之日起60周；第二批于合同签订之日起69周。
For goods inside？the？PRC？customs？territory: The first？batch arrived at Jiangsu Binhai LNG Terminal Project Site within 60 weeks from the date of the signing of the contract, the second batch arrived at Jiangsu Binhai LNG Terminal Project Site within 69 weeks from？the date of？the signing of the？contract.
境外货物: 第一批于合同签订之日起56周；第二批于合同签订之日起65周。
For goods outside？the？PRC？customs？territory: the first？batch shallarrive at Shanghai Port, P.R. China within 56weeks from the date of the signing of the contract, the second batch shall arrive at at Shanghai Port, P.R. China within 65 weeks from？the date of？the signing of the？contract.

3、投标人资格要求
投标人应具备的资格或业绩:1.投标人应为所投货物的制造商。本次招标不接受代理商投标。
2.制造商近十年内（2010年1月1日至2019年12月31日）应具有至少2台设计流量为2000m3/h及以上，扬程为150m及以上的LNG装船泵供货业绩，并提供业绩证明文件，包括：销售合同复印件（含首页以及签字页、关键技术参数页等）、交货接收证明文件以及其他证明材料。若投标人提供的业绩为中华人民共和国境外业绩，须单独委托第三方（劳氏、DNVGL、BV）进行审查，经第三方审查符合招标文件业绩要求并提供第三方审查报告的视为有效业绩。

The？interested Bidders may obtain the bidding document by following method: Please？login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the？page of Invitation for bid for purchasing Bidding Document from March 12th, 2020 to March 19th, 2020. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase？Bidding documents online. The whole purchasing process must be operated online？and offline payment will not be accepted. After successful payment of RMB2000.00 or USD 350.00 for each copy of Bidding Documents which is non-refundable, Bidder may download the Bidding Documents. Bidder fails to？purchase Bidding Documents online is not eligible to bid.
