中化商务有限公司受内蒙合成化工研究所委托对下列产品及服务进行国际公开招标。现邀请潜在投标人参加投标。
1. 招标产品的名称、数量、资金来源:
液相色谱质谱联用仪 1套
资金来源:国拨资金+自筹资金
2. 资质要求:
*(1)境内投标人须具有有效的营业执照(事业单位需提供事业单位法人证书)、税务登记证或三证合一后的营业执照,并提供有效的证明文件;
*(2)所投产品制造商须具有完善的质量管理体系,并提供有效的质量管理体系认证证书复印件(如ISO9001等);
*(3)非所投产品制造商的投标人,须提供所投产品制造商针对本项目的唯一授权函正本原件,授权书应能够通过制造厂商或其国内总代理的公开联系方式获得验证;
*(4)投标人或所投产品制造商须具备近3年(合同签署日期为2016年1月1日至今)所投产品型号的业绩不少于10台(须提供合同关键页复印件:包括但不限于内容页、签字盖章页),并在投标文件中提供该类设备国内业绩清单(清单中须包含可验证的联系方式)。
3. 交货的地点和时间:DAP项目现场/项目现场,*合同生效后4个月内(含设备安装、调试和验收)。
4. 潜在投标人可于2020年4月2日起至2020年4月10日每天(节假日除外)9:00至17:00时(北京时间)登录中化商务电子招投标平台领购电子版招标文件。领购方式如下:
潜在投标人需登录中化商务电子招投标平台(e.sinochemitc.com)进行网上注册(免费)。平台及CA技术支持联系电话:***-********。
投标人注册完成后,登录账户,根据招标编号0747-2040SCCZE016,进行网上购买电子版招标文件。
招标文件每套售价1000元,售后不退。购买标书发票为网上电子发票。
5. 任何未在中化商务有限公司领购招标文件的法人或其他组织均不得参加投标。
6. 投标截止时间和开标时间:2020年4月23日09:00(北京时间)。
7. 纸质投标文件递交地点和开标地点:北京市西城区复兴门外大街A2号中化大厦6层第7会议室。
电子投标文件的递交:成功购买文件的潜在投标人确认参加投标的,需在网上递交投标文件前,至中化商务电子招投标平台(http://e.sinochemitc.com),根据提示进行企业CA办理事宜,并完成CA绑定。未办理CA将不能进行投标文件的签章、加密、提交、解密。将投标文件与投标人CA进行绑定后在开标前于系统中进行电子投标文件的递交。具体步骤请参考中化商务电子招投标平台网站帮助中心-招投标指南。

SINOCHEM Commerce Co.,Ltd. entrusted by the purchaser, invites sealed bids from eligible suppliers home and abroad for the supply of the following goods and/or service by way of International Competitive Bidding and traditional bidding.
1. name, quantity, specifications and sources of funds for the bidding:
LC-MS, 1 set
2. Qualification requirements:
1) Domestic bidders must have a valid business license (Public institutions need to provide a corporate legal person certificate), a tax registration certificate or a business license combining three certificates, and provide valid certification documents;
2) The manufacturer of the invested product must have a complete quality management system and provide a copy of an effective quality management system certification certificate (such as ISO9001, etc.);
3) Bidders who are not manufacturers of the products invested must provide the original original letter of authorization for the project from the manufacturer of the products invested. The authorization letter should be able to be verified through the public contact information of the manufacturer or its domestic general agent;

6. Deadline for bid and time of bid opening:All Bids must be delivered to the following address before Apr. 23rd, 2020 9:00 (Beijing time). Time for bid opening ceremony is Apr. 23rd, 2020 9:00 (Beijing time), the representatives of the bidders are kindly requested to be present at the time.
